Impeachment Hearings: Live Updates as Vindman and Williams Begin Testimony

President Trump says his call with Ukraine’s leader was “perfect,” but top White House officials are expected to disagree as Democrats continue to build their case for removing Mr. Trump from office.

Two senior national security officials at the White House will challenge President Trump’s description of his call with the Ukraine president as “perfect,” during Tuesday’s impeachment hearing by recalling their growing sense of alarm as they listened in real time to Mr. Trump appeal for investigations into a political rival.

Lt. Col. Alexander S. Vindman, the top Ukraine expert at the National Security Council, and Jennifer Williams, a senior aide to Vice President Mike Pence, are scheduled to testify Tuesday morning. Kurt D. Volker, the special envoy to Ukraine, and Timothy Morrison, a senior national security aide, will appear in the afternoon.

Lebanon Protesters Shut Down Parliament and Clash With Police

BEIRUT, Lebanon — Protesters on Tuesday stopped Parliament from convening to discuss a package of controversial laws that critics fear could provide amnesty for past corruption, as crowds blocked roads leading to government buildings and skirmishes broke out with the riot police.

The action comes on the 34th day of widespread antigovernment protests that have both galvanized and paralyzed the country, and the protesters’ success seemed likely to sharpen tensions between the government and the people.

Several lawmakers had said before the Parliament session was postponed that they would boycott the session, but others on Tuesday could not get through the roadblocks on streets surrounding government buildings.

In Shift, U.S. Says Israeli Settlements in West Bank Do Not Violate International Law

WASHINGTON — The Trump administration declared on Monday that the United States does not consider Israeli settlements in the West Bank a violation of international law, reversing four decades of American policy and removing what has been an important barrier to annexation of Palestinian territory.

The announcement by Secretary of State Mike Pompeo was the latest political gift from the Trump administration to Prime Minister Benjamin Netanyahu, who has vowed in two elections this year to push for the annexation of the West Bank. His chief opponent, Benny Gantz, has until Wednesday night to gather a majority in Israel’s Parliament or he will relinquish his chance to form a new government, raising the prospect of a third round of elections.

Monday’s decision reversed a 1978 legal opinion by the State Department concluding that the settlements were inconsistent with international law. Mr. Pompeo said that ruling “hasn’t advanced the cause of peace.” The United States has in the past described the settlements as illegitimate, and Palestinians have demanded the land for a future state, a goal that has been backed by the United Nations, European governments and American allies across the Middle East.

U.S. Supreme Court temporarily blocks House subpoena requesting Trump's financial records

WASHINGTON, Nov. 18 (Xinhua) -- U.S. Chief Justice John Roberts said on Monday that the Supreme Court has issued a temporary stay of a federal appeals court ruling that granted a House committee access to eight years of President Donald Trump's financial records from his accounting firm.

The ruling was set to go into effect on Wednesday. The subpoena from the House Oversight and Reform Committee will be unenforceable while the Supreme Court decides whether to take up the case.The House panel said on Monday in a letter to the Supreme Court that it would agree to the temporary stay to allow the justices to weigh in. Trump's legal team on Friday asked the Supreme Court to put a hold on the panel's subpoena, arguing that if the lower court rulings are allowed to stand, any committee of Congress could subpoena any personal information it wants from a president. 

The House Oversight and Reform Committee issued the subpoena in April, requesting Mazars USA, the president's accounting firm, to provide his financial records between 2011 and 2018. The committee said it acted after former Trump lawyer Michael Cohen had testified that "Trump inflated his total assets when it served his purposes and deflated his assets to reduce his real estate taxes."

Bolivia's interim gov't looking to hold new elections

LA PAZ, Nov. 18 (Xinhua) -- Bolivia's interim government is looking to conduct presidential elections as the country is locked in political unrest after the resignation of Evo Morales, an official said on Monday.

Jerjes Justiniano, interim presidential minister, said the government wants to appoint new members to the Supreme Electoral Court, but the move is being blocked by the Movement Towards Socialism (MAS) party, which holds a majority of seats in the Legislative Assembly.

"Unfortunately, no progress has been made with the MAS bloc," said Justiniano. "Without them, it is impossible to take this legislative step. We are looking at other mechanisms that can lead to elections being held as soon as possible." One possible solution put forward by former Bolivian President Jorge Quiroga is to bypass legislation and issue a "supreme decree."

News Analysis: U.S. statement on Israeli settlements further divides Israelis, Palestinians

JERUSALEM, Nov. 19 (Xinhua) -- The United States took a sharp policy turn on Monday by saying that it no longer considers Israeli settlements in the West Bank a violation of international law. The contentious announcement was made by U.S. Secretary of State Mike Pompeo.

This is a reversal of a U.S. policy that has been in place since 1978 that declared the settlements illegal. Israel captured the West Bank in 1967 and immediately started settling the land. Today there are hundreds of thousands of Jewish settlers in the area with Palestinian cities and villages dotting the territories.

Palestinians see the territories as the bulk of their future state. The majority of the international community sees the settlements as illegal and the Palestinians say Israeli settlement activity is land-grab, creating facts on the ground that make a future Palestinian state unviable.

Trump impeachment inquiry deepens with week 2 of public hearings

Four current and former US officials testify in public impeachment hearings as the inquiry intensifies.

At the inquiry's core is a July 25 telephone call in which Trump pressed Zelenskyy to investigate Biden and his son, who had served as a member of the board of Burisma, a Ukrainian energy firm, and a discredited conspiracy theory that it was Ukraine - not Russia as determined by US intelligence agencies – that interfered in the 2016 US election.

Trump has repeatedly denied wrongdoing and raged on Twitter against what he calls "a witch-hunt" and a "hoax". He said on Monday he might testify before the House Intelligence Committee, which is leading the inquiry. Democrats responded with scepticism.

China's top legislature has insisted  Hong Kong courts had no power to rule on the constitutionality of legislation under the city's Basic Law, as it condemned a decision by the high court to overturn a ban on face masks worn by pro-democracy protesters.

The statement on Tuesday came a day after the high court ruled that the face mask ban - introduced through colonial-era emergency laws - was unconstitutional

Demonstrators had gathered around the entrances to the square early on Tuesday to form a human barrier in a bid to prevent the session, which, they said, failed to address the demands of Lebanon's weeks-long protest movement.

Hundreds of thousands have taken part in the demonstrations, demanding an end to the country's confessional political system, where power is shared among religious and ethnic groups. They have called instead for a government of experts to be appointed to tackle the country's economic deterioration and widen access to basic services.

Fuerzas políticas iraquíes dan al gobierno 40 días para implementar reformas

Fuerza naval yemenita en Saná realiza operación especial en el Mar Rojo

Una fuente militar yemenita en Saná anunció que las fuerzas navales llevaron a cabo una operación especial en el Mar Rojo que se revelará a su debido tiempo.

EEUU dejará de considerar asentamientos ilegales israelíes en Cisjordania "inconsistentes" con derecho internacional

Las declaraciones de Pompeo son consideradas como las acciones más recientes de la administración Trump para ponerse del lado de (Israel), luego de reconocer a Jerusalén como capital de Israel en 2017, de trasladar la embajada estadounidense a Jerusalén en 2018 y de reconocer la "soberanía" israelí sobre los disputados Altos del Golán en marzo.

Este cambio de política también constituye un regalo político para el primer ministro Benjamín Netanyahu, quien está luchando por sobrevivir políticamente luego de fracasar en su intento por formar un gobierno de coalición tras dos elecciones este año y de enfrentar problemas legales.

Por su parte, Netanyahu agradeció al presidente de Estados Unidos por su decisión sobre los asentamientos.
