Stocks plunged on Thursday, as President Trump’s latest effort to address the coronavirus outbreak — a ban on the entry of most Europeans to the United States — failed to address investors’ concerns about the global economy.
Trading in the United States was halted just minutes after the open when a 7 percent drop in the S&P 500 triggered a so-called circuit breaker. The halt, for 15 minutes, is intended to prevent markets from crashing.
The benchmark remained down about 7 percent after trading resumed. Trading will be halted for a second time if the drop reaches 13 percent. The travel ban hit shares in Europe particularly hard, with major benchmarks there down more than 9 percent.

NEW DELHI — Kaushar Ali, a house painter, was trying to get home when he ran into a battle.
Hindu and Muslim mobs were hurling rocks at each other, blocking a street he needed to cross to get to his children. Mr. Ali, who is Muslim, said that he turned to some police officers for help. That was his mistake.
The officers threw him onto the ground, he said, and cracked him on the head. They started beating him and several other Muslims. As the men lay bleeding, begging for mercy — one of them died two days later from internal injuries — the officers laughed, jabbed them with their sticks and made them sing the national anthem. That abuse, on Feb. 24, was captured on video.
Germany Designates Part of Far-Right AfD Party ‘Extremist’
BERLIN — Germany’s domestic intelligence agency on Thursday officially classified one part of the far-right Alternative for Germany party as extremist, opening the door to place some of its most influential leaders under surveillance.
The decision focuses on a movement inside the party run by the notorious far-right firebrand, Björn Höcke, who has a well-documented history of systematically targeting migrants and liberal values, and playing down the Holocaust.
Thomas Haldenwang, the president of the intelligence agency, said in a news conference that the goals of Mr. Höcke’s wing of the party, known in fact as the “Wing,” were “not compatible with the Constitution.”

Wall Street faces another bloodbath as Dow drops over 2,000 points at opening bell
US stock trading was halted on Thursday morning after markets in New York dropped as much as nine percent right at the opening bell, triggering a mandatory pause. The heavy losses continues as trading resumed.
The Dow Jones Industrial Average lost around 2,000 points or more than nine percent in the first minutes of trading. The S&P 500 fell almost 200 points, while the Nasdaq Composite lost 550 points, each dropping over eight percent, and triggering a 15-minute stoppage in trading at the New York Stock Exchange.
It is the second 15-minute suspension this week on Wall Street. Trading was briefly halted on Monday after the Dow fell by almost 1,900 points.

Turkish FM hits back at Greek counterpart as Ankara & Athens clash over Erdogan's 'Nazi' comments
Turkey's foreign minister has doubled down on Ankara's claim that Greece is using Nazi-like tactics against migrants, tweeting a widely-cited NY Times article at his Greek counterpart. Athens insists the article is untrue.
Mevlut Cavusoglu appeared to be unmoved by Athens' condemnation of remarks made by Turkish President Recep Tayyip Erdogan, who compared Greece's treatment of migrants to atrocities carried out by Nazi Germany.
The senior Turkish diplomat tweeted at Greek Foreign Minister Nikos Dendias in which he included a New York Times article alleging that Greece abuses migrants. "Have you seen this?" Cavusoglu wrote.

Turkey, Russia ‘largely reach' consensus on Syria’s Idlib – Ankara
Turkish and Russian experts engaged in talks in Ankara have largely reached a consensus on the Idlib issue, Turkey's Defense Minister Hulusi Akar said on Thursday.
“Talks with a Russian military delegation continue. A consensus has largely been reached,” Anadolu news agency quoted him as saying.
On March 10, Turkish Foreign Minister Mevlut Cavusoglu said that Turkey would patrol areas north of Syria’s M4 highway and Russia would carry out patrol missions south of it, TASS reported.

Trump suspends travel from most of Europe amid coronavirus outbreak
The restrictions, which would begin on Friday and last for 30 days, would not apply to US citizens or to travelers from the UK. The restrictions apply to most foreign nationals who have been in the 26 countries of the Schengen area during the 14 days before their planned arrival in the US.
Trump made the announcement in an Oval Office speech on Wednesday evening on the federal response to what the World Health Organization has declared a global pandemic.
During the rare address to the nation, Trump defended his administration’s response while laying blame on the European Union for not acting quickly enough to address the “foreign virus”, saying US clusters had been “seeded” by European travelers.
“We made a lifesaving move with early action on China,” he said. “Now we must take the same action with Europe.”
Trump also downplayed warnings of a potential recession: “This is not a financial crisis, this is just a temporary moment of time that we will overcome as a nation and as a world,” he said.

Coronavirus: global recession fears intensify as Trump's Europe ban fails to reassure
Asian stock markets and Wall Street futures trading plunged deep into the red even as Trump laid out his plans, with investors betting that the $250bn package would not be enough to reverse the creeping shutdown of the world’s largest economy.
Shares in airlines were especially badly hit. Australia’s Qantas fell 11%, Singapore Airlines was down 4%, as was Hong Kong’s Cathay Pacific Brent crude oil, the international benchmark, was badly affected by new of the travel ban, falling 5.3% to $33.88.
The price action pointed to more selling in Europe and the US when markets open on Thursday. The Dow Jones industrial average entered bear market territory on Wednesday – defined by a 20% fall from its most recent high – and futures trading suggested it would lose another 4.4% on Thursday. The FTSE100 is set to shed 5.8% in London.
Chinese officials push conspiracy theory coronavirus originated abroad
One of the most popular topics on the Chinese microblog Weibo on Thursday was a one-minute clip of a US congressional hearing this week on how the country was dealing with the coronavirus.
In the video posted by the People’s Daily, Robert Redfield, director of the US Centers for Disease Control and Prevention, is asked whether there may have been deaths attributed to influenza that could actually have been the result of Covid-19. Redfield responds in the affirmative: “Some cases have been actually diagnosed that way in the United States today.”
Redfield’s vague answer was enough to add fuel to a conspiracy theory that has been gaining traction over the past two weeks in China – that the coronavirus did not originate in China but may have come from the US instead.
The theory has gained traction over the past few weeks, after a respected epidemiologist Zhong Nanshan, said in a passing remark at a press conference on 27 February that although the virus first appeared in China “it may not have originated in China”.
Chelsea Manning hospitalized after suicide attempt, legal team say
Chelsea Manning’s legal team said that the former intelligence analyst had tried to take her own life on Wednesday but was transported to a hospital where she was recovering.
The Alexandria sheriff, Dana Lawhorne, said: “There was an incident at approximately 12.11pm today at the Alexandria adult detention center involving inmate Chelsea Manning. It was handled appropriately by our professional staff and Ms Manning is safe.”
Manning has been in jail since May 2019 for refusing to testify before a grand jury investigating WikiLeaks. She was scheduled to appear in federal court in Alexandria, Virginia, on Friday for a hearing on a motion to terminate the civil contempt sanctions stemming from that refusal.

Peruvian leader appeals to watchdog over 'terrible harm' caused by oil firm
Aurelio Chino has accused Pluspetrol of using “letterbox” holding companies in tax havens like the Netherlands to avoid paying taxes in developing countries such as Peru.
The company, he alleged in his representations to the Organisation for Economic Cooperation and Development (OECD), has caused devastating health impacts through oil exploration and drilling in remote parts of Peru’s rainforest.
“We have come to the Netherlands seeking justice because there is nowhere else to go,” said Chino, leader of Fediquep Federacion del Pastaza, an organisation that represents Quechua communities from the Pastaza River, in Peru’s northern Loreto region.
On behalf of the Achuar, Quechua, Kukama and Kichwa peoples, Chino submitted the complaint to the Dutch contact point for the OECD in The Hague. His delegation called on the Dutch government to stop allowing foreign companies to abuse the country’s tax law and to close the loopholes that make the Netherlands one of the world’s biggest tax havens.
Saudi Arabia steps up oil price war with big production increase
Saudi Arabia has intensified the oil price war by ordering its state-owned producer, Saudi Aramco, to raise the maximum production rate to record highs of 13m barrels a day.
The world’s most profitable company told the Saudi stock exchange on Wednesday that it would increase how much oil it can comfortably pump per day by 1m barrels to its highest rate ever.
The state order to raise Aramco’s “maximum sustainable capacity” comes after the kingdom launched a price war on rival petro-nations by vowing to raise its production by a quarter from last month despite an oil demand slowdown because of the coronavirus outbreak.
Saudi Arabia, the world’s biggest oil exporter, is understood to be anxious to defend its market dominance against a rising tide of oil production in the US and Russia after talks to agree new limits on global production fell apart over the weekend.
Moscow refused to cooperate with an Opec plan to curtail oil production in line with a global demand slowdown, which is expected to wipe out forecasts for demand growth in 2020.
In response, the Saudis have offered discount rates to key buyers, in direct competition with Russia, which plans to raise its own production by 300,000 barrels a day.
The collapse of Opec’s talks with major producers outside the cartel, known as Opec+, marks an end to an almost four-year alliance established in the wake of the 2016 oil price crash to shore up market prices by limiting new supply into the market.

'Project of death': alarm at Bolsonaro's plan for Amazon-spanning bridge
Military officers in the government say the region should be settled and developed, as happened in other parts of the Amazon during Brazil’s military dictatorship (1964-1985), a period revered by Bolsonaro.
Along with economic benefits, they argue that populating the Calha Norte could also help defend Brazilian territory – even raising the spectre of a supposed threat posed by Chinese migrants in Suriname.
The plan – known as the Baron Rio Branco programme – revises an elaborate infrastructure scheme first proposed in 1953 which includes constructing a major hydroelectric plant, building a bridge across this narrow stretch of the Amazon and extending a major highway all the way to the Suriname border.
The US government briefly offered support to the some of the plans through an Amazon “megaprojects” scheme run by a private contractor for its development agency, USAid, but that programme was shut down in December under pressure from indigenous organisations and environmental groups.
Bolsonaro and his ministers say that the Amazon’s 23 million people want development and argue that reducing poverty will combat rising deforestation. But environmentalists, indigenous leaders and riverside dwellers like Joaci da Silva are deeply dismayed by the project.
Three-quarters of Pará’s North Zone consists of protected areas and indigenous reserves. Environmentalists say building a highway will open the region up to loggers, wildcat miners and land-grabbers, as happened further south in the Amazon where the same highway – the BR-163 – borders one of the most devastated conservation areas in Brazil, the Jamanxim forest.
The BR-163 connects the agricultural powerhouse state of Mato Grosso to the Amazon ports Miritituba and Santarém, and in November the army finished asphalting its last unpaved section. The plan includes two alternative routes to link the road to the proposed bridge at Óbidos and points north.

Turkey says Idlib ceasefire details largely agreed on with Russia
Turkish and Russian officials have largely agreed on details of a ceasefire deal in Syria's war-battered Idlib province, Turkish Defence Minister Hulusi Akar said on Thursday, the third day of discussions between the two countries.
Last week, NATO-member Turkey and Russia - the two countries back opposing sides in Syria's war - agreed on the ceasefire to halt an escalation of violence in Idlib that has displaced nearly a million people and brought the two countries close to direct confrontation.
Under the agreement, Turkish and Russian forces will carry out joint patrols along the strategic M4 highway linking Syria's east and west, and establish a security corridor either side of it.
A Russian delegation arrived in Ankara this week to discuss the details of the agreement.
The corridor stretches 6km (3.7 miles) to the north and 6km to the south of the M4 - effectively advancing Russia's presence further north into Idlib.
Three US-led coalition soldiers killed in rocket attack in Iraq
At least three US-led coalition soldiers have been killed after multiple rockets hit an Iraqi base housing US and coalition troops on Wednesday, according to a statement by Operation Inherent Resolve.
The statement added that at least 12 more soldiers were injured during the attack, which is "under investigation by the coalition and Iraqi security forces".
In a statement released on Thursday, Iraqi President Barham Salih condemned the attack and pledged to investigate and hold accountable those responsible.
A "number of coalition consultants and trainers within the international coalition operating in Iraq" were killed in the attack, the statement read.
An assessment of the incident is under way, a senior official from the administration of US President Donald Trump said.
Pakistan pilot dies after F-16 jet crashes during rehearsal
A Pakistani fighter pilot died on Wednesday when his F-16 jet crashed in a wooded area near Islamabad during a rehearsal for an upcoming military parade in the capital, the country's air force said.
There were no casualties on the ground or damage to property, according to an air force statement.
Pakistan's President Afif Alvi expressed his condolences to the family of the pilot, who has been identified as Noman Akram, the Associated Press reported.
The US-built F-16 was taking part in rehearsals for a Pakistan Day airshow and parade set to take place on March 23, according to a statement by the Pakistan Air Force.

Deux mois après une escalade meurtrière entre les Etats-Unis et l’Iran sur le sol irakien, le spectre d’une confrontation entre les deux pays plane à nouveau. Trois membres de la coalition internationale de lutte contre l’organisation Etat islamique (EI), deux Américains et un Britannique, ont été tués, mercredi 11 mars au soir, dans des tirs de roquettes sur la base irakienne de Taji, au nord de Bagdad, où ils étaient stationnés. Douze autres personnes ont été blessées, dont au moins cinq grièvement, selon le ministère de la défense américain. Une enquête a été ouverte pour identifier les responsables, a précisé le Pentagone.
Quelques heures plus tard, des raids aériens ont visé des positions de supplétifs de l’Iran à la frontière entre l’Irak et la Syrie, tuant 26 paramilitaires irakiens, a indiqué le directeur de l’Observatoire syrien des droits humains, Rami Abdel Rahmane. « Dix explosions » ont secoué une zone au sud de la ville syrienne d’Al-Boukamal, frontalière de l’Irak, a-t-il précisé. Riyad a décidé d’ouvrir en grand les vannes de sa production, en représailles au refus de Moscou de poursuivre la politique de soutien des prix du brut, mise en place depuis 2016 au sein de l’OPEP + (groupe de vingt-quatre pays, composé des membres de l’Organisation des pays exportateurs de pétrole et de dix autres Etats, dont la Russie). Après avoir annoncé, mardi 10 mars, une hausse de sa production d’au moins 2,5 millions de barils par jour (b/j), la portant au niveau record de 12,3 millions de b/j en avril, le royaume a renchéri mercredi 11 mars, en promettant de mettre sur le marché 13 millions de b/j.
Conséquence immédiate de cette stratégie destinée à capter les parts de la Russie sur le marché, les cours du pétrole ont plongé d’environ 25 % depuis lundi, leur pire chute en près de trente ans. Les Emirats arabes unis, quatrième producteur de l’OPEP et proche allié de l’Arabie saoudite, se sont aussi dits prêts à augmenter leur production de plus de 1 million de b/j.
Les craintes suscitées par cette politique de la corde raide se sont aussitôt exprimées sur le Tadawul, la Bourse de Riyad, qui a dévissé de 13 % depuis dimanche 8 mars. Le sentiment d’incertitude qui prévaut parmi les investisseurs est exacerbé par la nouvelle vague d’arrestations au sein de la famille royale, ordonnée, la semaine dernière, par « MBS ». Cette purge, qui a visé notamment l’un des frères du roi Salman, le prince Ahmed Ben Abdelaziz, est destinée à débarrasser le prince héritier de tout obstacle potentiel dans sa marche vers le trône.

Congress passes resolution to restrain Trump on Iran
The US legislature has approved a resolution to limit Donald Trump's authority to launch military action against Iran. However, the president looks likely to be able to overrule them.
The House of Representatives voted 227-186 to join the Senate in support of the resolution. The measure would prevent any military action against Iran without Congress voting for it explicitly. However, the resolution is likely to be vetoed by Trump, due to the lack of a majority within the Democratic Party and divergent Republicans
Supporters of the measure say the resolution is not about Trump or even the presidency, but instead is an important reassertion of congressional power to declare war.
The resolution "sends a clear message that American people don't want war with Iran and that Congress has not authorized war with Iran," said Rep. Eliot Engel, a New York Democrat and chairman of the House of Foreign Affairs Committee.

Coronavirus: How are Middle East refugee camps prepared?
With the Syrian health care system "on its knees," according to the World Health Organization, refugee camps across the region are also facing the potential threat of COVID-19. So far, no cases have been found.
As Greek authorities expressed fears of a COVID-19 outbreak on islands that house many thousands of asylum-seekers this week, the Turkish ambassador to the US told reporters that trying to prevent the spread of the new coronavirus to camps for displaced people in Syria would be a "mission impossible.
There are no known cases in camps in Syria, according to the World Health Organization (WHO), but the country's "fragile health systems may not have the capacity to detect and respond to an epidemic," spokesman Hedinn Halldorsson said.
In the more stable situation in Jordan, no COVID-19 cases have been detected and there are "no risks in the camps, because the preventative measures inside the camps are the same as those outside," said Mohammad Hawari, a spokesperson for the UN refugee agency UNHCR in Jordan.
Lebanon has recorded 41 COVID-19 cases countrywide, and since its government decided not establish any formal refugee camps at the start of the Syrian war, many of the 1.5 million Syrian refugees there — more than any other country per capita in the world — are harder for health services to reach.
"The hundreds of thousands of refugees who live in the big cities under the most pathetic conditions in Lebanon and the Bekaa Valley are often not registered. They don't have any access to any health services, so probably there the risk is even greater," Wildangel said.

Germany puts far-right AfD's 'Wing' group under surveillance
The populist Alternative for Germany party has been accused of fueling far-right attacks with "extremist" rhetoric. Its most nationalistic "Wing" will be put under surveillance by German domestic intelligence.
The group in the AfD was identified as "suspicious" by the agency in January 2019 and was already being monitored, along with the far-right party's youth branch.
After the far-right attack in Hanau in February, in which 11 people lost their lives, the German government saw increased calls from people across the political spectrum to put the AfD under observation. A manifesto written by the perpetrator of the attack contained anti-migrant rhetoric that echoed AfD sentiments.
Ahead of the official announcement, several AfD politicians condemned the move, calling it a deliberate tactic to silence the party.
Höcke, who is one of the Wing's most prominent leaders, also spoke out against the decision ahead of the announcement. The Thuringian politician said his calls for the "de-Islamization of Germany and Europe" are "not directed against the freedom of religion anchored in the constitution."
The AfD, formed in 2014, received 12.6% of the vote at the last German federal election in 2017, and it has representatives in all 16 German state parliaments and in the European Parliament. Members of the party have been accused of spreading anti-Semitic, xenophobic, Islamophobic and racist rhetoric.

Turquía mantendrá sus tropas en Idleb
El ministro de Defensa de Turquía, Hulusi Akar, dijo que los militares turcos mantienen sus posiciones en Idleb y están dispuestos a reiniciar las operaciones en el caso de que el alto el fuego fracase.
El titular calificó de "positiva" la reciente conversación telefónica con su colega ruso, Serguei Shoigu, y dijo que "se acordó un gran número de cuestiones" en las conversaciones que continúan con una delegación llegada desde Moscú.
"Por el momento, los ataques se han detenido, el alto el fuego continúa. Las patrullas conjuntas en la autopista M4 comenzarán el 15 de marzo. Nuestro deseo es que esto pueda sostenerse de alguna manera. Si se rompe el alto el fuego y se reanudan los ataques, todos nuestros amigos tienen instrucciones al respecto. Bombardeos aéreos contra posiciones en fronteras entre Siria e Iraq
Aviones no identificados lanzaron este jueves ataques contra el municipio de Abukamal (en la frontera sirio-iraquí), al este de la provincia siria de Deir Ezzor, 455 kilómetros al nordeste de Damasco, la capital del país, informó SANA.
Medios locales informaron que el ataque solo provocó daños materiales sin causar víctimas.
Estados Unidos e (Israel) bombardearon en ocasiones anteriores las zonas fronterizas entre Siria e Iraq cerca del cruce fronterizo de Abukamal, donde están presentes tropas aliadas del gobierno sirio que participaron en la derrota de la agrupación terrorista Daesh en esta región.
OLP: (Israel) acelera anexión de tierras palestinas
La Organización para la Liberación de Palestina (OLP) denunció que el régimen israelí acelera la usurpación de tierras en Cisjordania pese a la resistencia de sus pobladores, quienes intentan protegerlas en condiciones de indefensión.
Mientras la comunidad internacional lucha contra la propagación del nuevo coronavirus, (Israel) acelera la anexión de facto de esos territorios, denunció Hanan Ashrawi, miembro del Comité Ejecutivo de la OLP, quien rechazó también las agresiones contra civiles dispuestos a hacer frente a los promotores de los asentamientos ilegales.
Ashrawi también condenó la decisión del primer ministro Benjamín Netanyahu de reactivar el proyecto dirigido a construir viviendas en la llamada zona E1, que de ponerse en práctica dividiría a Cisjordania en dos mitades y obstaculizaría el establecimiento de un futuro estado palestino visible y continuo.
La dirigente de la OLP alertó sobre otros controvertidos programas como la edificación de una carretera cerca del asentamiento ilegal de Maale Adumim, en la misma región, reseñó la agencia de noticias Wafa.

La DEA anuncia la detención en su territorio de más de 700 integrantes del grupo criminal mexicano. El Departamento de Justicia aumenta la recompensa por su líder, ‘El Mencho’
La agencia antidrogas del Gobierno, la DEA, ha anunciado este miércoles la captura de más de 200 presuntos integrantes de la organización en suelo estadounidense, solo en este día. Al mismo tiempo, el Departamento de Justicia ha aumentado el monto de la recompensa que ofrece por información sobre el líder del grupo, Nemesio Oseguera, alias El Mencho. A partir de ahora ofrece hasta 10 millones de dólares.
En conferencia de prensa conjunta, el director interino de la DEA, Uttam Dhillon y el fiscal general adjunto, Brian A. Benczkowski, han informado de que las detenciones de este miércoles culminan una operación que se ha gestado durante los últimos seis meses. En ese tiempo, el número de detenidos asciende a más de 700, solo en Estados Unidos, y la cantidad de droga decomisada a más de 20.000 kilos, la mayoría de metanfetaminas. Las autoridades también interceptaron 22 millones de dólares al grupo criminal.

Uruguay se bajó de la Unasur
El gobierno del presidente Luis Lacalle Pou anunció que Uruguay se retirará de la Unión de Naciones Suramericanas (Unasur). El encargado de dar la noticia fue el canciller Ernesto Talvi que también informó la reincorporación del país al Tratado Interamericano de Asistencia Recíproca (TIAR). El Frente Amplio, con José Mujica a la cabeza, había sido uno de los impulsores de la Unasur y trató de defenderla hasta el final. Sin embargo, a menos de dos semanas de su llegada al gobierno, Lacalle Pou ya despliega su nueva política exterior.
La salida de Uruguay de la Unasur dejó al organismo virtualmente desintegrado. “El Gobierno del Uruguay dispuso retirarse de la Unasur, que ya ha sido abandonado por la mayoría de los países de la región a excepción de Guyana, Surinam y Venezuela", informó el Ministerio de Relaciones Exteriores en un comunicado. "Se trata de un organismo regional basado en alineamientos político-ideológicos y que, en los hechos, ha dejado de funcionar: ya no cuenta con sede y carece de secretaría general operativa”, añade el comunicado.
Posteriormente, el jefe de la diplomacia uruguaya subrayó la importancia de la medida tomada por el gobierno. “La actual Unasur va contra los objetivos del país de vincularse a organizaciones regionales que tengan una base institucional y no estén basadas meramente en afinidades ideológicas", sostuvo Talvi. La decisión tomada por Uruguay fue comunicada mediante una nota dirigida al canciller de Ecuador, José Valencia, país depositario del Tratado de la Unasur.

Chile celebró 30 años de democracia entre protestas y con el gobierno aislado

El presidente Sebastián Piñera no acusa recibo de las demandas ciudadanas y avanza hacia ninguna parte. Su celebración en el Palacio de la Moneda por los treinta años de democracia ininterrumpida pareció hecha sobre la cubierta del Titanic. Llamó a “aprender de las lecciones de las últimas tres décadas” mientras las barricadas se multiplicaban a lo largo de la avenida Alameda y los incidentes volvían al centro de esta capital, a un puñado de cuadras de donde hablaba el jefe de Estado. Ningún partido de la oposición lo acompañó en el acto, ni siquiera su base social encarnada en las clases acomodadas que le dieron el voto hace dos años.
"La patria y este presidente necesita la ayuda de todos”, dijo el mandatario en un discurso vacío, montado sobre una institucionalidad jaqueada y donde cada día que pasa atrona con más fuerza el “Fuera Piñera”. Jóvenes encapuchados se unieron a estudiantes secundarios a las puertas del Instituto Nacional en las primeras escaramuzas del día que se prolongarían a lo largo de otra jornada violenta por toda esta ciudad. Los carabineros reprimieron con carros hidrantes, gas lacrimógeno y gas pimienta. Hasta hoy las muertes provocadas por la represión llegan a 32 y además hubo 3.765 heridos, 1.835 víctimas de torturas y violaciones, como unas 10 mil detenciones. Panorama favorable para Arce

A estas alturas del año, Bolivia debería estar a las puertas de una cita electoral que nada tendría que ver con la presidencial. Lo previsto, según el cronograma del año pasado, era que en la segunda quincena de este marzo se celebraran las elecciones subnacionales (departamentos y municipios). Sin embargo, la interrupción del orden democrático alteró absolutamente todo lo planificado, y estamos ahora a menos de dos meses para decidir quién será el próximo presidente de Bolivia.
Estos son unos comicios totalmente anómalos por muchas razones: 1) llegan bajo la gestión de un Gobierno no electo; 2) están muy próximos a la elección anterior (20 octubre de 2019); 3) no compite quien fuera el principal elector del país en los últimos 15 años (Evo Morales quedó proscrito incluso para ser candidato a senador); 4) muchas instituciones (MIT, CEPR, CELAG) han demostrado que no hubo fraude en contra de lo que la OEA manifestó sin prueba alguna; 5) existen muy pocas garantías democráticas debido al alto grado de persecución judicial contra dirigentes del anterior Gobierno y; 6) Bolivia está envuelta en una grave crisis institucional y política.
Después de todo gran sismo es fundamental conocer e identificar cómo se han reacomodado los sentidos comunes de la ciudadanía en todos los planos, desde lo ideológico, las subjetividades económicas y, por supuesto, hasta las preocupaciones cotidianas. Es por ello que, a continuación, vamos a presentar algunos rasgos característicos de la Bolivia de hoy en base a la encuesta elaborada por Celag (2.000 casos, presencial, en todo el país, tanto rural como urbana).

Sanders se mantiene en la pelea demócrata
El senador progresista Bernie Sanders (foto) se mantiene en la lucha por llegar a la candidatura presidencial por el Partido Demócrata. En las internas del martes pasado se impuso en Dakota del Norte y mantenía la puja cabeza a cabeza con su rival Joe Biden en Washington. A falta de este último resultado, de un total de 352 delegados que estaban en juego el martes, Biden había conseguido 178 delegados, frente a los 111 de Sanders. El senador apuesta al debate que tendrán el próximo domingo en Arizona para inclinar la balanza a su favor.
A diferencia de jornadas electorales anteriores, Sanders no salió a hablar la misma noche de las primarias, sino que esperó hasta lo haga Biden. El exvicepresidente de Barack Obama ganó en cuatro de los seis estados en lucha: Michigan, Misisipi, Misuri y Idaho. Sanders le dijo al electorado demócrata que sólo él puede conseguir nuevos votos para ganarle a Trump. "Le digo al aparato demócrata que para ganar en el futuro hay que ganar votantes que representen el futuro del país. No puede ser que se satisfaga ganando los votos de los más mayores. Mientras que nuestra campaña está ganando el debate ideológico, estamos perdiendo el debate sobre quién es más elegible", dijo Sanders en una rueda de prensa en Burlington (Vermont).

Duque declara emergencia sanitaria a nivel nacional
El presidente de la República, Iván Duque, anunció las nuevas cartas que Colombia tomará para contener el coronavirus, del que ya se han confirmado nueve casos en el territorio nacional.
El mandatario aseguró que "estamos en la fase de contención y que se han tomado todas las medidas".
El Presidente señaló que "se declara la emergencia sanitaria, de la mano de las directrices de la Organización Mundial de Salud", que irá hasta el 30 de mayo. Esta declaratoria permite "tomar medidas rápidas y excepcionales", señaló el jefe de Estado.

Aprehenden en EU a 250 personas ligadas al cártel Jalisco Nueva generación
El gobierno de Estados Unidos dio a conocer el arrestó, ayer, de más de 250 personas relacionadas con el cártel Jalisco Nueva generación (CJNG) y la incautación de 600 kilogramos de narcóticos, como parte de la operación Proyecto Pitón, que tiene como finalidad desarticular las operaciones de esta organización mexicana, considerada una de las más violentas y con mayor capacidad para el traslado de drogas a ese país.
En tanto, la Unidad de Inteligencia Financiera (UIF) de la Secretaría de Hacienda reveló que incorporó a seis empresas y cinco personas físicas a la lista de Personas Bloqueadas, tras detectar que están presuntamente ligadas a la organización que dirige Nemesio Oseguera, El Mencho.
Esto, luego de que la Oficina de Control de Bienes de Extranjeros (OFAC) del Departamento del Tesoro de Estados Unidos señaló a dichas empresas por sus vínculos con el CJNG y con el grupo conocido como Los Cuinis, que son cuñados de El Mencho y formaron el brazo financiero del cártel. Hasta el momento han sido detenidos seis de los nueve hermanos González Valencia, entre ellos Abigail, Ulises y Arnulfo, todos sujetos a proceso de extradición.

Persiste la impunidad en ataques contra los derechos humanos en México, afirma Pompeo
Nueva York. El Departamento de Estado de Estados Unidos emitió este miércoles su informe anual sobre derechos humanos en el mundo durante 2019, que incluye un amplio capítulo sobre México. El secretario de Estado, Michael Pompeo, resaltó las violaciones en Cuba, Venezuela, China e Irán.
El capítulo sobre México aborda abusos de derechos humanos por fuerzas de seguridad pública, que incluye asesinatos arbitrarios, desapariciones forzadas, tortura, condiciones carcelarias severas, impunidad por actos de violencia contra defensores de derechos humanos y periodistas, y violencia contra la comunidad gay.
La impunidad por abusos de derechos humanos permaneció como un problema, con tasas extremadamente bajas de enjuiciamiento por todo crimen, sostiene el informe, que cita cifras oficiales de que 94 por ciento de los delitos no se reporta y/o no son investigados.

La OMS declara pandemia la crisis por Covid-19; afectados, 114 países
Ginebra. La Organización Mundial de la Salud (OMS) declaró ayer que la crisis global por el Covid-19 es una pandemia, después de que el número de casos fuera de China continental se multiplicó por 13 en dos semanas y se triplicó el número de naciones afectadas. Para los próximos días y semanas esperamos un aumento de casos, de muertes y de países afectados, advirtió el organismo, y proclamó: Todos los países pueden cambiar su curso.
En Italia, donde 60 millones de personas están en cuarentena desde antier, se anunció el cierre de todos los comercios, excepto los de los sectores de alimentación y salud. Horas después, el presidente de Estados Unidos, Donald Trump, ordenó la suspensión por 30 días de todos los viajes entre Estados Unidos y Europa, con excepción de Reino Unido, a partir de mañana, mientras diversos gobiernos imponían restricciones a viajeros procedentes de Europa.

BC: gastó el gobierno $1.4 millones en promoción de cervecera
Mexicali, BC., Seis meses antes de que la administración estatal encabezada por el panista Francisco Vega de Lamadrid concluyera, el pasado 31 de octubre, su gobierno pagó un millón 417 mil pesos por la elaboración de la memoria documental Proyecto cooperativo para la instalación de la planta cervecera del Grupo Constellation Brands en Baja California.
Con este instrumento el entonces mandatario pretendía justificar el proyecto de la empresa estadunidense, pues en él se asegura que hay suficiente agua para su abastecimiento y para reserva, además de que cumplía con las condiciones de la manifestación de impacto ambiental (MIA).
Fue uno de los 24 documentos contratados por el entonces encargado de despacho de la Secretaría de la Contraloría y Transparencia Gubernamental, José María Armendáriz, que adjudicó en mayo de 2019 de manera directa a la empresa Jal Consulting and Computer. Fue entregado al gobierno estatal a finales de octubre pasado, cuando la fechada pactada era el 17 de septiembre.

Chelsea Manning intentó suicidarse por tercera vez
Ciudad de México. La ex analista de Inteligencia del ejército estadunidense, Chelsea Manning, intentó suicidarse ayer en la cárcel de Alexandria (Virginia), donde donde cumple una condena a prisión desde marzo desde hace un año, por negarse a testificar ante un gran jurado federal que investiga Wikileaks, en relación con sus interacciones con el fundador de esa organización mediática, Julian Assange, y datos que ella filtró al portal, informaron RT y el portal de noticias The Sparrow.
Es el tercer intento de suicidio de Manning quien trató de quitarse la vida en dos ocasiones en 2016, también estando en prisión.
Cuando era analista del ejército, Manning sustrajo cientos de miles de cables diplomáticos confidenciales relacionados con las guerras de Estados Unidos en Afganistán e Irak y los filtro al portal Wikileaks.
Los abogados de Manning confirmaron la noticia a través de un comunicado, precisando que actualmente la activista se encuentra en un hospital y se está recuperando. El viernes está programada una audiencia para que la ex analista testifique y no se ha anunciado su postergación.
