Scientists With Links to China May Be Stealing Biomedical Research, U.S. Says
The N.I.H. and the F.B.I. have begun a vast effort to root out scientists who they say are stealing biomedical research for other countries from institutions across the United States. Almost all of the incidents they uncovered and that are under investigation involve scientists of Chinese descent, including naturalized American citizens, allegedly stealing for China.
Seventy-one institutions, including many of the most prestigious medical schools in the United States, are now investigating 180 individual cases involving potential theft of intellectual property. The cases began after the N.I.H., prompted by information provided by the F.B.I., sent 18,000 letters last year urging administrators who oversee government grants to be vigilant.
Inside Ukraine’s Push to Cultivate Trump From the Start
WASHINGTON — Long before a telephone call with Ukraine’s president that prompted an impeachment inquiry, President Trump was exchanging political favors with a different Ukrainian leader, who desperately sought American help for his country’s struggle against Russian aggression.
Petro O. Poroshenko, Ukraine’s president until May, waged an elaborate campaign to win over Mr. Trump at a time when advisers had convinced Mr. Trump that Ukraine was a nest of Hillary Clinton supporters.
Mr. Poroshenko’s campaign included trade deals that were politically expedient for Mr. Trump, meetings with Rudolph W. Giuliani, the freezing of potentially damaging criminal cases and attempts to use the former Trump campaign chairman Paul Manafort as a back channel.
With Israel in Limbo, Benny Gantz Vows to Seek a ‘Peace Within’
Benny Gantz, the former army chief whose party narrowly defeated that of Prime Minister Benjamin Netanyahu, is trying to form a government and drive Mr. Netanyahu from office for the first time in a decade. The prime minister, clinging to power, hopes Mr. Gantz will fail, forcing a third election that few in Israel want.
Nothing important can get done until the country resolves the question of who will lead it. And weighty decisions about Israel’s future await — on national security, with rockets from Gaza landing in the South and tensions with Hezbollah cranking up in the North; on how religious the Jewish state should be and who should be exempt from serving in its army; and on how to address other problems, including teeming hospitals, overcrowded classrooms and gridlocked highways.

Spotlight: Whistleblower offers to take written questions in Trump impeachment inquiry
WASHINGTON, Nov. 3 (Xinhua) -- The anonymous whistleblower whose complaint triggered an impeachment inquiry into U.S. President Donald Trump has agreed to answer written questions from Republican lawmakers, an attorney said on Sunday, as the process is dividing Washington further.
"Our legal team offered GOP direct opportunity to ask written questions of #whistleblower," Mark Zaid, who's representing the whistleblower, said in a series of tweets, while warning Republicans against their recent messaging that demanded the disclosure of the whistleblower's identity. "GOP has sought to expose our client's identity which could jeopardize their safety, as well as that of their family," he wrote. Zaid also said they have offered both Republican and Democratic members of the House and Senate Intelligence Committees to have his client answer questions "in writing, under oath & penalty of perjury."

Bolivia's Morales warns of violence as opponents plan his removal
Interior minister also alleges a 'coup strategy' was under way as opposition calls for repeat of presidential vote.
Bolivia's government has accused its rivals of plotting deadly violence against it after an opposition figure vowed to overthrow leftist President Evo Morales and called for the military's support.
The interior minister last week said two demonstrators had been killed in clashes. State authorities say 140 people have been hurt in the unrest.
Unrest has also erupted in recent weeks in other Latin American countries, including neighbouring Chile and Ecuador where protesters are angry at rising inequality.
Turkey 'to send back' ISIL prisoners even if citizenships revoked
Turkish interior minister criticises Western countries for not taking back their captured citizens who fought for ISIL.
Turkey will send captured ISIL members back to their countries, even if their citizenships have been revoked, Minister of Interior Suleyman Soylu has said.
Soylu on Monday hit out at European countries, saying they were creating "a new form of international law" by demanding that the Islamic State of Iraq and the Levant (ISIL or ISIS) prisoners be tried where they were caught.
Western countries have often refused to accept the repatriation of citizens who left to join ISIL in Syria and have stripped many of their citizenship.
US envoy decries Chinese 'intimidation' in South China Sea
Trump's national security adviser accuses Beijing of blocking ASEAN's access to $2.5 trillion of oil and gas reserve.
China has made sweeping maritime claims in the resource-rich waters of the South China Sea and angered neighbours by sending ships into the busy waterway, where several members of the Association of Southeast Asian Nations (ASEAN) also have claims.
Vietnam wanted ASEAN leaders to issue a communique that would mention Chinese movements into waters where Vietnam has exclusive rights to exploit energy resources and other recent, aggressive acts off the Philippines and Malaysia.
China, through its ASEAN ally Cambodia, has opposed any such move, two Southeast Asian diplomats told AP news agency.
China claims virtually the entire South China Sea, a vital waterway for global commerce.
It opposes naval and aerial patrols by the US and its allies as American interference in an Asian problem. Beijing also regards the US concept of a free and open Indo-Pacific region as a strategy to contain China.
