Rocket From Gaza Hits Israel, Prompting Netanyahu to Curtail U.S. Trip

JERUSALEM — Prime Minister Benjamin Netanyahu of Israel cut short his visit to the United States on Monday, hours after a rocket launched from Gaza struck a house in central Israel, injuring seven people and posing a new challenge to his bid for re-election just two weeks before Israelis go to the polls.

The Israeli military said that Hamas, the militant group that controls Gaza, had fired the long-range rocket. The military said it was deploying an additional infantry brigade and an armored brigade to bolster its forces around the territory, and was calling up a limited number of reservists from specialized units, apparently preparing for a possible escalation in the long-simmering cross-border conflict.

The rocket strike presents a test for Mr. Netanyahu, a conservative who also serves as Israel’s defense minister. Both Hamas and Israel have been avoiding another all-out conflict since 50 days of fighting ended in the summer of 2014, but Mr. Netanyahu’s political rivals have been denouncing a lack of decisive action or clear policy regarding Gaza, despite several bouts of rocket fire.

Trump to Meet Benjamin Netanyahu at the White House, Reinforcing Close Ties

WASHINGTON — President Trump will welcome Prime Minister Benjamin Netanyahu of Israel to the White House on Monday morning, reinforcing the close relationship between two allies and underscoring the political and legal ups and downs that each have faced.

Mr. Trump will be fresh off news that a lengthy investigation of his presidential campaign’s possible ties to Russia did not find evidence of a conspiracy, while Mr. Netanyahu still faces indictment on charges of bribery, fraud and breach of trust. He is in an intense fight for his political survival in elections next month.

Mueller Finds No Trump-Russia Conspiracy, but Stops Short of Exonerating President on Obstruction

WASHINGTON — The investigation led by Robert S. Mueller III found no evidence that President Trump or any of his aides coordinated with the Russian government’s 2016 election interference, according to a summary of the special counsel’s key findings made public on Sunday by Attorney General William P. Barr.

Mr. Mueller, who spent nearly two years investigating Moscow’s determined effort to sabotage the last presidential election, found no conspiracy “despite multiple offers from Russian-affiliated individuals to assist the Trump campaign,” Mr. Barr wrote in a letter to lawmakers.

Mr. Mueller’s team drew no conclusions about whether Mr. Trump illegally obstructed justice, Mr. Barr said, so he made his own decision. The attorney general and his deputy, Rod J. Rosenstein, determined that the special counsel’s investigators had insufficient evidence to establish that the president committed that offense.

Russians Hope Mueller Report Opens Door to Improved U.S. Ties

MOSCOW — There was crowing in Russia on Monday that the special counsel’s investigation did not find coordination between Moscow and the Trump campaign in 2016, but optimism about improved relations was tempered by the report’s extensive focus on Russian meddling in the presidential election.

Official reaction to a summary of Robert S. Mueller III’s report that was released on Sunday proved decidedly muted.

Dmitri S. Peskov, the spokesman for President Vladimir V. Putin, told reporters that the only news in the summary was the “recognition that there wasn’t any collusion,” and he repeated his denial that Russia had interfered in the American election. Mr. Putin has maintained a steady interest in good relations with the United States, he said, while American actions toward Russia have been erratic, so the ball is in Washington’s court.

As Thai Pro-Military Party Celebrates Election Lead, So Do Its Opponents

BANGKOK — A pro-military party in Thailand on Monday celebrated leading in the vote count in this weekend’s elections, hinting that the army that staged a 2014 coup had a likely license to continue its hold on power.

But on Monday afternoon, a populist force that in one incarnation or another has dominated every previous election this century claimed its own victory.

A partial count showed that the populist party, Pheu Thai, had so far collected the largest number of parliamentary seats on offer, which party officials said was a more important metric than the popular vote. The party represents the interests of Thaksin Shinawatra, a polarizing former prime minister as beloved by the rural poor as he is disdained by the establishment elite.

North Koreans Return to Work at Liaison Office With South Koreans

SEOUL, South Korea — North Korean officials returned to work at a joint inter-Korean liaison office on Monday, just three days after North Korea pulled its staff members from the office it has operated with South Korea since last September.

North Korea abruptly withdrew workers from the liaison office, located in the North Korean border two of Kaesong, last Friday, raising fears that its was hardening its position toward the South weeks after the summit meeting between its leader, Kim Jong-un, and President Trump, ended without a deal.

But several North Korean officials showed up in the office on Monday, telling their South Korean counterparts that they have returned to work “as usual,” the South’s Ministry of National Unification said in a statement. The North Koreans returned to the office two days after Mr. Trump tweeted that he had ordered his government to withdraw “additional large scale sanctions” against the North, though it was not clear whether the two moves were connected.

Taliban Kill Dozens of Security Forces in Major Strike in Afghanistan

KANDAHAR, Afghanistan — The Afghan military has suffered its worst loss of the year in southern Afghanistan, with at least 40 security force members killed in a Taliban attack this past week, but senior officials had still not released a death toll two days later, according to residents and functionaries from the area who spoke on Sunday.

The national authorities and those at the provincial level in Helmand confirmed that an attack occurred in Sangin District, one of the most heavily contested areas in the country, on Friday night, but they either refused to give any details or claimed not to have any as of Sunday.

It was yet another indication that the Taliban were continuing to attack Afghan government forces aggressively even as they have entered peace negotiations on an American withdrawal from the country, with another round of talks expected in Qatar this month.

Russia on Mueller report: 'It has proved what we already knew'

Israel rocket attack: Seven wounded north of Tel Aviv

Netanyahu cuts short US visit, vows forceful response after Israeli military says Gaza rocket hits near Tel Aviv.

The rocket attack destroyed a residential home in the community of Mishmeret, north of the city of Kfar Saba, wounding six members of the family.

An Israeli military spokesperson said the rocket attack was carried out by Hamas, adding that the army was set to deploy two brigades and infantry units to the southern Gaza area. It also called up reserves after the rocket attack.

Netanyahu, who was in Washington to meet President Donald Trump, held emergency consultations with military officials back in Israel and decided to cut his visit short, cancelling a planned address to theAIPAC conference and meetings with congressional leaders.

The latest outburst comes at a sensitive time for both sides. Israel is holding national elections in 15 days.

Barr: Mueller found no proof Trump campaign conspired with Russia

Attorney General Robert Barr sends summary of Special Counsel Robert Mueller's long-awaited report to Congress leaders.

William Roberts.— Further, Mueller "did not find that the Trump campaign, or anyone associated with it, conspired or coordinated with the Russian government in these efforts, despite multiple offers from Russian-affiliated individuals to assist the Russian campaign".

Barr said he and Deputy Attorney General Rod Rosenstein "concluded that the evidence developed during the Special Counsel's investigation is not sufficient to establish that the President committed an obstruction-of-justice offense".

"The most interesting thing in the letter is that Barr decided to make a decision on obstruction after 48 hours, when Mueller decided after two years, not to do that. I find that somewhat suspicious in that, it's not the way the department works," Matt Miller, a former Justice Department spokesman in the Obama administration, told Al Jazeera.

"You don't leave decisions to the attorney general. You make recommendations," he added.

US airstrikes kill a dozen Afghan civilians, as battle with Taliban heats up – report

American airstrikes have killed around a dozen Afghan civilians in the northern province of Kunduz, local officials have said. The strikes came as US-backed Afghan forces and Taliban militants vie for control of the area.

One provincial councillor put the death toll at twelve, while another estimated that 13 civilians died, including children, in Saturday’s strikes. NATO spokeswoman Sergeant. Debra Richardson told Reuters that the alliance’s Resolute Support mission is aware of the casualty reports, and that it investigates all such credible allegations.

Afghan and coalition forces have been locked in intense combat with the Taliban in Kunduz and Helmand provinces recently, despite ongoing peace talks in Qatar between the Taliban and the US. Afghan and US forces fought the Taliban in Kunduz for over 30 hours on Friday and Saturday, Richardson said, during which time the airstrike took place. Two US soldiers were killed in the fighting, while four Afghan soldiers lost their lives, according to Reuters.
