SEOUL, South Korea — When the armored train carrying Kim Jong-un back from his summit meeting with President Trump in Vietnam reached Pyongyang Station at 3:08 a.m. Tuesday, throngs of flower-waving North Koreans greeted their leader with “boundless emotions and excitement,” the country’s state-run media said.

But Mr. Kim returned home empty-handed — without relief from international sanctions — prompting the question of what he will do next: Particularly, will he resume his nuclear and missile brinkmanship to reassert his leverage?

The revelation on Wednesday that North Korea had started rebuilding the partly dismantled facilities at Tongchang-ri, where the country tests technologies for its intercontinental ballistic missiles, raised the specter that Mr. Kim was returning to his provocative behavior.

Kirstjen Nielsen, Homeland Security Chief, Cites ‘Humanitarian Catastrophe’ on Southern Border

WASHINGTON — Kirstjen Nielsen, the homeland security secretary, on Wednesday implored Congress to confront what she called a “humanitarian catastrophe” on the southern border by supporting President Trump’s call for a border wall and changing laws to crack down on asylum-seekers and illegal border-crossers.

In her first congressional appearance since Democrats took control of the House, Ms. Nielsen was defiant in the face of criticism of the administration for its treatment of migrant families at the border, especially its decision last summer to separate children from their parents.

“This is a crisis — pure and simple — and we need to respond accordingly,” Ms. Nielsen said in a prepared statement that was released before the start of the hearing in front of the House Homeland Security Committee. “We cannot stand idly by as our border security is further compromised and our immigration laws are exploited.”

Clash Over Israeli Settlements Has a New Front: A Delayed U.N. Report

GENEVA — The United Nations human rights chief, Michelle Bachelet, has delayed publishing a database of companies doing business with Israeli settlements in occupied territories, garnering praise from pro-Israel groups and outrage from human rights organizations eager to see the report released immediately.

The United Nations’ human rights office has worked for three years to compile a database of companies that have directly enabled, supported or profited from the settlements, which are considered illegal under international law.

The office was already under intense scrutiny after previous delays in publishing the database. Israel and its allies fear that the database will be used as a blacklist to boycott or penalize companies that do business in the occupied territories. And some businesses are concerned that the database could set a dangerous precedent by holding companies accountable on human rights issues beyond their control.

House’s Anti-Semitism Resolution Exposes Generational Fight Over Ilhan Omar

WASHINGTON — A formal condemnation of anti-Semitism that is up for a vote in the House this week has touched off a furious debate between older House Democrats and their young liberal colleagues over whether Representative Ilhan Omar is being singled out for unfair treatment over her statements on Israel.

The resolution, likely to be voted on Thursday, grew out of Ms. Omar’s suggestion last week that pro-Israel activists were pushing “for allegiance to a foreign country” — a remark that infuriated leading Jewish members of the House, who say it played into the anti-Semitic trope of “dual loyalty.”

It comes just weeks after Ms. Omar apologized for tweeting that support for Israel was “all about the Benjamins baby,” a reference to hundred-dollar bills that critics said echoed a common anti-Semitic belief that Jewish money is controlling foreign policy.

Artificial archipelago: Copenhagen plans floating Silicon Valley

Urban Power  is leading an audacious scheme to create nine new islands in Copenhage – the biggest change to the city’s coastline since the 1960s. Together they are intended to form a sustainable leisure and tech hub. Called the Holmene (Islets), the project was officially launched in January. It will see the municipality of Hvidovre expand by a fifth. Brian Mikkelsen, head of the Danish chamber of commerce, has boasted that the islands could become “a sort of European Silicon Valley”, luring up to 380 companies in the biotech, pharmaceutical and life sciences sectors and creating as many as 12,000 new jobs.

On Monday night, Rio’s most famous samba school, Mangueira, used its parade to pay tribute to the murdered politician with a sequin-smothered show of song, dance and dissent.

Partygoers streamed down Rio’s Sambadrome waving green and pink flags emblazoned with Franco’s image and placards reading: “Justice for Marielle.”

The politician’s widow, Mônica Benício, joined the procession sporting a T-shirt that said: “‘Fight like Marielle.”

NUEVA DELHI, 6 mar (Xinhua) -- Nueva Delhi ha negado reportes sobre que un submarino suyo trató de entrar en aguas pakistaníes y lo calificó como "desinformación", según funcionarios de defensa.

"Como se estableció durante la conferencia de prensa conjunta del 28 de febrero, la marina india permanece desplegada para proteger los intereses marítimas nacionales", indicó un comunicado publicado por la marina india.

"Durante los últimos días hemos observado que Pakistán ha permitido propaganda falsa y ha divulgado información errónea".

EEUU ampliará sanciones si RPDC no está dispuesta a la desnuclearización, dice Consejero Nacional de Seguridad

WASHINGTON, 5 mar (Xinhua) -- El Consejero Nacional de Seguridad de Estados Unidos, John Bolton, dijo el martes por la noche que EEUU intensificará las sanciones contra la República Popular Democrática de Corea (RPDC) si Pyongyang no tiene voluntad de abandonar su programa de armas nucleares.

En una entrevista con FOX Business Network, Bolton dijo que Estados Unidos vería si la RPDC tomaba en serio las negociaciones y aún estaba comprometida a renunciar a su "programa de armas nucleares y todo lo relacionado".

"Si ellos no están dispuestos a hacerlo... no van a conseguir el alivio de las demoledoras sanciones económicas que se han impuesto sobre ellos y de hecho procuraremos aumentar estas sanciones", añadió.

Trump acuerda mantener soldados estadounidenses en Siria

WASHINGTON, 5 mar (Xinhua) -- El presidente de Estados Unidos, Donald Trump, respondió a los legisladores que está completamente de acuerdo con mantener fuerzas estadounidenses en Siria, informaron hoy medios locales.

Un grupo bipartidista de senadores y representantes escribieron al presidente el 22 de febrero para elogiar su decisión de mantener un grupo reducido de soldados en Siria como fuerza estabilizadora.

Una copia de la carta obtenida por NBC News muestra que Trump subrayó un párrafo sobre los objetivos de una presencia continua de Estados Unidos en Siria.

Los medios informaron más tarde, citando a un funcionario importante de la administración, que el ejército de Estados Unidos dejaría cerca de 400 soldados en dos regiones diferentes de Siria.

De acuerdo con el funcionario, la mitad se uniría a una fuerza multinacional de entre 800 y 1.500 soldados desplegados en el noreste de Siria para mantener una barrera entre Turquía y las fuerzas kurdas apoyadas por Estados Unidos. Los otros 200 elementos permanecerían en su base en Al Tanf, cerca de la frontera siria con Irak y Jordania.

Comisión conjunta de acuerdo nuclear iraní se reunirá en Viena sin EEUU

BRUSELAS, 5 mar (Xinhua) -- La Comisión Conjunta del Plan de Acción Integral Conjunto realizará el miércoles su primera reunión en Viena desde el establecimiento del llamado vehículo de propósito especial diseñado por la Unión Europea (UE) para facilitar el comercio con Irán, indicó hoy la UE.

A la reunión asistirán China, Francia, Alemania, Rusia, Reino Unido e Irán. Faltará Estados Unidos, país que aprobó el acuerdo nuclear con Teherán durante la administración Obama, pero que se retiró de él durante la presidencia de Donald Trump a pesar de los constantes llamados de la UE para que permaneciera en el acuerdo.

Desde la retirada de Estados Unidos en mayo pasado, algunos otros países involucrados, incluyendo potencias europeas como Alemania, Francia y Reino Unido, han intentado mantener vigente el acuerdo.

EEUU no debería vender aviones F-35 a Turquía si éste adquiere sistema ruso de defensa antiaérea

WASHINGTON, 5 mar (Xinhua) -- Estados Unidos no debería vender aviones de combate F-35 a Turquía si Ankara compra el sistema de defensa antiaérea ruso, dijo este martes el comandante de las fuerzas estadounidenses en Europa, el general Curtis Scaparrotti.

Al testificar en una audiencia del comité del Senado sobre los servicios de defensa, Scaparrotti sugirió que Estados Unidos debería suspender la venta de cazas F-35 a Turquía si éste adquiere el sistema antimisiles S-400 de Rusia.

Scaparrotti, quien también es el comandante aliado supremo de la OTAN en Europa, dijo que el sistema S-400 "presenta un problema para todos nuestros aviones, pero especialmente para el F-35".

Turkey has battled the Kurdish Workers' Party (PKK) for decades, while Iranian security forces have fought its affiliate, the Party of Free Life of Kurdistan (PJAK). Both groups have bases in neighbouring Iraq.

Despite backing opposing sides in the Syrian conflict, both neighbours, who see themselves as historically powerful regional leaders, have recently been working with Russia towards a political solution to the crisis. 

Turkey backs moderate Syrian rebels in the conflict while Russia and Iran are the Syrian government's principal foreign allies.

Guardian: Rumours of rift between Saudi King Salman and MBS

British newspaper cites anonymous source, who says father and son are increasingly at odds on issues such as Yemen war.

Tensions are said to have come to a head during King Salman's visit to Egypt last month when his advisors warned of a potential move against him by the crown prince, the report said, citing an anonymous source.

The source said the pair disagreed over King Salman's hard line on protesters in Algeria and Sudan, as well as the treatment of Yemeni prisoners of war.

While MBS has consolidated power domestically by purging rivals within the royal family and repressing civil society activism, he has earned notoriety abroad for his aggressive foreign policy.

North Korea restoring part of launch site it promised to destroy

Intelligence officials say minor construction on missile site has been restarted but it's unclear for what purpose.

Satellite images seen by 38 North, a Washington DC-based North Korea project, showed structures on the launch pad had been rebuilt sometime between February 16 and March 2, Jenny Town, managing editor at the project and an analyst at the Stimson Center think-tank, told Reuters news agency.

The news comes days after a second summit on denuclearisation between Trump and North Korean leader Kim Jong Un broke down over differences on how far North Korea was willing to limit its nuclear programme and the degree of US willingness to ease sanctions.

Trump's national security adviser said on Tuesday the United States will look at ramping up sanctions on North Korea if Pyongyang doesn't scrap its nuclear programme.

US warns Turkey not to buy Russian S-400 missile system

Moving forward with the deal will jeopardise the F-35 fighter jet purchase and other future arms transfers, US says.

The United States warned Turkey against moving ahead with plans to buy a sophisticated Russian missile defence system that the Pentagon believes would threaten its advanced F-35 fighter aircraft.

The US agreed to sell 100 of its latest fifth-generation F-35 fighters to Turkey and has so far delivered two of the aircraft. But Congress last year ordered a delay in future deliveries.

Russia's S-400 is a massive upgrade to the S-300 missile defence system, its predecessor. Because of its capabilities, countries such as China, Saudi Arabia, Turkey, India and Qatar have said they want to buy the S-400.

Armada francesa desplegará portaviones nuclear frente a las costas sirias

Pese a la decisión de Washington de retirar sus tropas de Siria, la Armada de Francia desplegará el portaviones nuclear Charles de Gaulle (CdG), en el este del mar Mediterráneo para “misiones antiterroristas”, informaron medios locales.

En la operación también tomarán parte un barco de suministros, un submarino de ataque nuclear y un grupo rotativo de barcos aliados de Portugal, Dinamarca, el Reino Unido, Italia, Australia y EE.UU.
