He Helped Create A.I. Now, He Worries About ‘Killer Robots.’

MONTREAL — Yoshua Bengio is worried that innovations in artificial intelligence that he helped pioneer could lead to a dark future, if “killer robots” get into the wrong hands.

But the soft-spoken, 55-year-old Canadian computer scientist, a recipient of this year’s A.M. Turing Award — considered the Nobel Prize for computing — prefers to see the world though the idealism of “Star Trek” rather than the apocalyptic vision of “The Terminator.”

“In the ‘Star Trek,’ there is a world in which humans are governed through democracy, everyone gets good health care, education and food, and there are no wars except against some aliens,” said Dr. Bengio, whose research has helped pave the way for speech- and facial-recognition technology, computer vision and self-driving cars, among other things. “I am also trying to marry science with how it can improve society.”

Afghan War Casualty Report: March 22-28

More than 100 security forces and 28 civilians were killed in the past week, including two American service members who were killed in Kunduz Province during a joint operation. The Afghan military suffered its worst loss of the year in southern Afghanistan, where an estimated 65 security forces were killed in coordinated attacks by the Taliban late Friday night and early Saturday in Helmand Province. “The government is trying to keep it secret, but this is what has happened in just a single attack in Sangin District,” a local official told The Times. Few details of the assault have been made available.

Brexit Live Updates: U.K. Parliament Rejects Theresa May’s Deal

With Britain in political crisis and a new deadline to leave the European Union two weeks away, Parliament rejected Prime Minister Theresa May’s Brexit plan for a third time on Friday.

• Lawmakers voted down the 585-page withdrawal agreement, which details Britain’s relationship to the European Union through the end of 2020.

• The vote means that Britain could withdraw on April 12 without an agreement — the “no-deal” Brexit that many economists and officials have warned would do serious economic damage. The only alternative may be a long delay, which is opposed by pro-Brexit lawmakers.

War Casualty Report: March 22-28

UK, US and Russia among those opposing killer robot ban

Delegates have been meeting at the UN in Geneva all week to discuss potential restrictions under international law to so-called lethal autonomous weapons systems, which use artificial intelligence to help decide when and who to kill.

Most states taking part – and particularly those from the global south – support either a total ban or strict legal regulation governing their development and deployment, a position backed by the UN secretary general, António Guterres, who has described machines empowered to kill as “morally repugnant”.

But the UK is among a group of states – including Australia, Israel, Russia and the US – speaking forcefully against legal regulation. As discussions operate on a consensus basis, their objections are preventing any progress on regulation.

Rusia: militares se quedarán en Venezuela "el tiempo necesario"

La portavoz del ministerio de Exteriores ruso, María Zajárova, explicó que se trata de "especialistas" rusos. "Se están ocupando de la aplicación de acuerdos firmados en el campo de la cooperación técnica y militar".

Rusia advirtió este jueves (28.03.2019) que los militares rusos llegados en los últimos días a Venezuela se quedarán "el tiempo que sea necesario" en el país. Un día después de las advertencias del presidente estadounidense para que el personal militar ruso se retire, la portavoz del ministerio de Exteriores ruso, María Zajárova repitió que se trata de "especialistas" rusos. Turkey's Recep Tayyip Erdogan in bitter election battle

President Erdogan and his Islamic conservative AKP are facing potential losses in Sunday's local elections, largely over Turkey's faltering economy. The vote is now seen by many as a referendum on Erdogan.

It doesn't take long to get an appointment with Recep Tayyip Erdogan. He's currently campaigning in the small town of Golcuk, about two hours' drive southeast of Istanbul. Wearing a white shirt and black suit, he shakes hands with supporters as he distributes leaflets, pausing for a photo at the butcher's shop.

But this Recep Tayyip Erdogan is only 20 years old, and new to politics. He's running for the position of muhtar in Turkey's municipal elections — a kind of district leader elected for five years, without any party affiliations.

Brexit: UK Parliament votes on withdrawal deal 

On the day the UK should have left the EU, British MPs are voting for a third time on whether to accept parts of Theresa May's Brexit deal. DW has the latest developments.

An EU deadline to pass the agreement and trigger a further six-week Brexit extension expires at midnight tonight, Friday.

Lawmakers are voting only on the Withdrawal Agreement, and leaving the whole question of Britain’s future relationship with the EU for another day. So, it is not a true meaningful vote under the terms of the EU Withdrawal Act. This states both the Withdrawal Agreement and the Political Declaration on the future relationship must be agreed. 

However, passing today's motion would give the government more time to discuss the process with Brussels, while leaving the terms of the future relationship until later — and perhaps the task of a different prime minister, as Theresa May has said she will step down if the deal passes on Friday.

Buques rusos escolgan fragatas de OTAN en mar Negro

MOSCÚ, 29 mar (Xinhua) -- Dos buques de guerra rusos están escoltando a tres fragatas de la Organización del Tratado del Atlántico Norte (OTAN) en el mar Negro, informaron este viernes los medios rusos.

La nave de reconocimiento Ivan Khurs y la corbeta Vasily Bykov de la Flota del Mar Negro rusa están vigilando el recorrido de los buques de la OTAN, según la agencia de noticias TASS, que citó al Centro de Gestión de la Defensa Nacional.

Del 18 al 29 de marzo, la OTAN ha llevado a cabo ejercicios militares con Georgia, ubicada a la orilla de ese mar, con la participación de 343 militares y civiles de 21 miembros de la OTAN, Azerbaiyán, Suecia y Georgia.

Tropas rusas permanecerán en Venezuela mientras sea necesario: Moscú

MOSCU, 28 mar (Xinhua) -- Las tropas rusas permanecerán en Venezuela el tiempo que el Gobierno venezolano legítimo las necesite, declaró hoy la portavoz del Ministerio de Relaciones Exteriores de Rusia, Maria Zakharova

"Todo esto se hace conforme a acuerdos bilaterales", dijo Zakharova en conferencia de prensa.

Dos aviones de la fuerza aérea rusa aterrizaron en Venezuela el sábado con alrededor de 100 soldados y 35 toneladas de materiales, informaron medios de comunicación.

Fuerza Aérea de EEUU solicitará 5.000 millones de dólares para reconstruir bases dañadas por huracán

WASHINGTON, 28 mar (Xinhua) -- La Fuerza Aérea de Estados Unidos solicitará cerca de 5.000 millones de dólares en nuevo financiamiento en los próximos dos años y medio para cubrir el costo de reconstruir dos bases aéreas dañadas por un huracán e inundaciones, informaron medios locales.

Cerca de una tercera parte de la Base Aérea Offutt, en el este de Nebraska, quedó sumergida bajo el agua a principios de este mes por las inundaciones que azotaron grandes áreas del oeste medio del país. Y la base aérea Tyndall en Florida fue duramente golpeada por el huracán Michael en octubre, se indicó en un informe de NPR.

La Fuerza Aérea solicitará 1.200 millones de dólares en fondos complementarios para el año fiscal 2019 y 3.700 millones de dólares para los años 2020 y 2021, se indicó en el informe, el cual señala que el Congreso tendrá que aprobar los fondos.

Ministro Defensa surcoreano se reunirá en Washington con homólogo EEUU

SEÚL, 29 mar (Xinhua) -- El ministro de Defensa surcoreano, Jeong Kyeong-doo, visitará Washington la próxima semana para reunirse con el secretario de Defensa interino estadounidense, Patrick Shanahan.

Según anunció este viernes el Ministerio de Defensa surcoreano, Jeong y Shanahan sostendrán conversaciones el lunes en la que será su primera reunión cara a cara desde que el segundo asumiera su cargo en el Pentágono en enero.

US says it won't rule out nuclear first strike, because allies wouldn't trust it otherwise

A Pentagon official has said that the US will retain the right to carry out a nuclear strike in response to a conventional attack. A 'no-first-use' policy would erode US allies' belief that they are protected, he said.

Washington has no plans to reverse its policy of "no first use" of nukes, which means it can bomb its adversaries with nuclear weapons under "extreme circumstances," Deputy Undersecretary of Defense David Trachtenberg said in his prepared remarks to the Senate Armed Service Committee hearing on Thursday.

The hawkish Nuclear Posture Review (NPR) commissioned by President Donald Trump in 2018 lists a range of circumstances under which the US might consider striking first, such as significant strategic attacks on the US, allied or partner civilian infrastructure, forces, their command and control, as well as warning and assessment capabilities with conventional weapons.

Russian Navy tracks NATO squadron entering Black Sea (PHOTOS, VIDEO)

Russian ships are keeping a close eye on NATO, whose three frigates recently crossed into the Black Sea, preparing to sail near Crimea and conduct a joint naval drill with Ukraine and Georgia.

The large patrol ship ‘Vasily Bykov,’ along with surveillance ship ‘Ivan Khurs,’ both of Russia’s Black Sea Fleet, are closely tracking the movement of NATO vessels in the area, the Defense Ministry said.

The photos and videos from Turkey had earlier showed three NATO frigates passing through the Bosporus Strait and entering the Black Sea on Thursday. The ships – Canadian HMCS ‘Toronto,’ Spain’s ‘Santa Maria,’ and Dutch HNLMS ‘Evertsen’ – are set to visit the Ukrainian port of Odessa, near Russia’s Crimea. They are later scheduled to participate in the ‘Sea Shield 19’ naval drill, together with ships from Ukraine and Georgia.

Pentagon warns India against 'messy' tests in space, despite doing similar one in 2008

India risks creating dangerous debris while blasting missiles into space, the Pentagon said, despite having conducted a very similar test in the past and producing thousands of pieces of space junk orbiting the Earth. New Delhi successfully conducted an anti-satellite missile test this week. In Washington, acting Pentagon chief Patrick Shanahan admonished India for littering in orbit.

"My message would be: We all live in space, let's not make it a mess," he told reporters, adding that the US is still studying the effects of India's missile on the environment. The military earlier noted that it is currently tracking around 270 objects left from the destroyed satellite. Shanahan's concerns were met with reassurances from India. G. Satheesh Reddy, who leads the nation's Defense Research and Development Organization, said that all the debris will burn up in about 45 days.

US senators draft bill to stop transfer of F-35 jets to Turkey unless it ditches S-400 deal

US senators have proposed a bipartisan bill to make good on Washington's blackmail of Turkey – by halting the agreed transfer of 100 F-35 jets until Ankara tears up its deal with Moscow to buy S-400 air defense complexes. The bill on limiting the transfer of F-35 stealth fighter jets to Turkey was introduced by Republican Senator James Lankford, and co-sponsored by Republican Thom Tillis and Democratic Senators Jeanne Shaheen and Chris Van Hollen on Thursday.

The draft of the bill states that "no funds may be obligated or expended" to transfer the batch of F-35 aircraft to Turkey or intellectual property and technical data related to its operation and maintenance until a written certification is provided to Congress that Turkey "does not plan or intend" to go ahead with the delivery of the cutting-edge Russian S-400 surface-to-air missiles.

Venezolanos retornan a sus actividades laborales

Los venezolanos reanudan las actividades laborales este viernes tras dos días de interrupción del servicio eléctrico por el sabotaje perpetrado el 25 de marzo contra la Central Hidroeléctrica Simón Bolívar (El Guri).

Señaló que como parte del periodo de defensa y contrataque frente al atentado terrorista contra el Sistema Eléctrico Nacional (SEN), el gobierno bolivariano trabaja para restablecer en el menor tiempo posible los servicios básicos de la población, y así recobrar la estabilidad territorial.
