China Offers Trump a Trade Peace Deal. It May Not Be Enough.
BEIJING — China is buying American soybeans again and has cut tariffs on American cars. It is offering to keep its hands off valuable corporate secrets, while also allowing foreign investors into more industries than ever before.
Beijing hopes all of that will be enough to let President Trump declare victory and end the trade war between the two largest economies. But the offer combines some real concessions, like lower tariffs, with nebulous promises that will be hard to ensure China sticks to its commitments.
That could make it a tough sell in Washington. The Trump administration’s trade hawks are still pushing for a lot more, while even the doves fret that the new promises need effective enforcement to make sure that China follows through, according to people with a detailed knowledge of American policymaking.
Many American officials and businesses complain that China has long wiggled out of commitments — accusations that China denies. And the more hawkish wing of the administration contends that Beijing’s assurances have been so vague that it is hard to discern any meaningful progress, a position some analysts support.
Erdogan Snubs Bolton Over Comments That Turkey Must Protect Kurds
ISTANBUL — President Recep Tayyip Erdogan of Turkey denounced the White House national security adviser John R. Bolton for comments he made ahead of his arrival in the Turkish capital and refused to meet him on Tuesday, making any agreement between the two NATO partners over a United States withdrawal from Syria increasingly difficult.
Mr. Erdogan said Mr. Bolton had made a “grave mistake” when he said that Turkey must agree to protect Syria’s Kurds in the event of an American withdrawal.
“It is not possible for us to swallow the message Bolton gave from Israel,” Mr. Erdogan said in a speech to political party members in Parliament. Turkey was only opposed to Kurdish militant groups and not ordinary Kurds, he insisted.
Mr. Bolton was in Ankara, the Turkish capital, on Tuesday for meetings with his national security counterpart Ibrahim Kalin but left after he was denied a meeting with Mr. Erdogan, the pro-government English-language newspaper Daily Sabah reported.
Myanmar Vows to ‘Crush’ Insurgents Who Attacked Police Stations
Myanmar says its army will “crush” an insurgent group that attacked four police stations in a western border region last week, the latest escalation in a tangle of slow-burning civil wars between the government and armed ethnic insurgencies.
The attacks Friday in the western state of Rakhine came less than three weeks after the government declared a temporary suspension of military operations against other armed groups in parts of the country’s north and east. Analysts see a familiar pattern, in which halting progress toward peace in one part of Myanmar is undercut by flaring violence in another.
The attacks on the police stations, carried out by an armed group called the Arakan Army, are part of a monthlong insurgency that has displaced thousands of civilians in Rakhine State. The campaign has “added another complicated level of complexity onto an already complicated situation, and revealed the depths of a Rakhine nationalism which has not been well understood since 2012,” said David Scott Mathieson, an independent political analyst in Myanmar.
Guatemala Expels U.N.-Backed Anti-Corruption Panel, Claiming Overreach
MEXICO CITY — The Guatemalan government said Monday that it would expel a United Nations-backed anticorruption panel, giving its prosecutors a day to leave the country in the most decisive effort yet by President Jimmy Morales to remove the body that has been investigating him and other top politicians.
At a news conference in Guatemala City, Mr. Morales, accompanied by members of his cabinet and several people accused in panel investigations or their relatives, defended his expulsion order.
“Cicig has put public security and governability at risk,” he said, using the acronym for the panel. “Cicig has repeatedly violated the human rights of Guatemalans and foreigners in Guatemala through selective and partial justice.”
Earlier on Monday, Foreign Minister Sandra Jovel accused the panel of interfering in Guatemala’s internal affairs, and said the government was withdrawing from an agreement with the United Nations that established the panel more than a decade ago.

Trump to make border wall speech on primetime TV
“I am pleased to inform you that I will Address the Nation on the Humanitarian and National Security crisis on our Southern Border,” the US president tweeted, saying the broadcast would come at 9pm.
Trump’s speech will be carried live by ABC, CBS, CNN, Fox Broadcasting, Fox News Channel, Fox Business Network, MSNBC and NBC.
Trump will also visit the southern border this week, as the White House and Democrats in Congress remain split – and the federal government remains partially shut down – over how to address his demand for a border wall.

Erdoğan chides Bolton and calls on US to hand over Syria bases
Turkey has asked Washington to hand over its bases in Syria as the Trump administration appeared to reverse plans to withdraw from the country’s north-east on Tuesday, jeopardising Ankara’s plans to launch a widespread military operation targeting Kurdish groups.
“Elements of the US administration are sayingdifferent things,” said Erdoğan. “The YPG and the PKK can never be representatives of the Kurdish people.”

Kim iforn Beijing Xi meeting as second Trump summit looms
Kim’s visit, which state media said would last four days, is his fourth time in China in the last year. It comes amid reports of advanced negotiations for a second summit between the North Korean leader and the US president.
Denuclearisation talks between the North and the US have stalled after a landmark meeting in Singapore last year, but speculation has mounted of a potential second summit between Kim and Trump. Kim’s visit comes after US and North Korean officials reportedly met in Vietnam to discuss the location of a second summit.
“One important reason for him to visit China is to strategise with China on these issues beforehand,” said Lu Chao, the director of the Korea Research Center at the Liaoning Academy of Social Science.

El viaje de Kim, que supone la cuarta visita del líder norcoreano al país vecino en el último año, hace pensar que el encuentro podría ser la antesala a una segunda reunión entre Kim y Trump.
El líder norcoreano, Kim Jong-un, se encuentra en China para mantener conversaciones con el presidente del vecino país, Xi Jinping, informó hoy (08.01.2019) la agencia surcoreana Yonhap.
Kim partió para China el lunes por la tarde con su esposa Ri Sol-ju y otros altos funcionarios. El líder norcoreano está de visita en China por invitación de Xi Jinping, según informó la agencia.

EE. UU. baja de categoría la misión de la UE en el país
El Gobierno de Trump tomó la decisión de degradar a la delegación de la Unión Europea, confirmó un funcionario a DW. La medida se adoptó a fines del año pasado sin previo aviso.
La medida del Departamento de Estado de Estados Unidos, la cual no se informó anteriormente, redujo la categoría diplomática de la delegación de la Unión Europea (UE) en Washington de Estado miembro a organización internacional.
"No sabemos exactamente cuándo lo hicieron, porque se olvidaron convenientemente de notificarnos", dijo a DW un funcionario de la UE que está familiarizado con el asunto. "Puedo confirmar que esto no ha sido bien recibido en Bruselas", dijo el funcionario, agregando que el tema y una respuesta oficial de la UE aún estaban en discusión.

Buque de guerra de EEUU llega a puerto rumano en medio de tensiones entre Rusia y Ucrania
BUCAREST, 7 ene (Xinhua) -- El buque de desembarco Fort McHenry de la Armada de Estados Unidos llegó hoy al puerto rumano de Constanza en donde realizará una escala de tres días, informó la Armada de Rumania en un boletín de prensa.
El Fort McHenry es el primer buque de guerra estadounidense en entrar al mar Negro desde que Rusia detuvo tres barcos ucranianos en el estrecho de Kerch a fines de noviembre.
"Durante la escala, la jefatura de la flota de comando recibirá la visita de los representantes del barco USS Fort McHenry, y un destacamento del 307 regimiento de la infantería de marina realizará una visita de investigación a bordo del buque estadounidense", dijo la Armada rumana.

Trump considera declarar emergencia nacional para financiar muro fronterizo, según Pence
WASHINGTON, 7 ene (Xinhua) -- El presidente de Estados Unidos, Donald Trump, ha estado considerando declarar una posible emergencia nacional para obtener los fondos necesarios para construir su prometido muro en la frontera con México, afirmó este lunes el vicepresidente, Mike Pence.
Trump todavía "no ha tomado una decisión al respecto", dijo a la prensa Pence, agregando que funcionarios de la Casa Blanca "están examinando" una posible declaración de emergencia, ya que "el presidente lo está considerando".
Congresistas demócratas han rechazado repetidamente la exigencia de Trump de añadir 5.600 millones de dólares al presupuesto de 2019 para financiar la construcción del muro fronterizo.

ANKARA, 7 ene (Xinhua) -- La retirada de Estados Unidos de Siria debe planificarse cuidadosamente y llevarse a cabo en cooperación con los socios correctos para protegerse a sí mismo, a la comunidad internacional y al pueblo sirio, dijo hoy por la noche el presidente turco Recep Tayyip Erdogan.
En un artículo firmado publicado por el New York Times, Erdogan dijo que su país es el único "con el poder y el compromiso para realizar esa tarea".
Sobre los esfuerzos para derrotar por completo al Estado Islámico (EI), Erdogan dijo que Turquía espera el apoyo internacional en su intento por eliminar al grupo.

BEIJING, 4 ene (Xinhua) -- El presidente de China, Xi Jinping, ordenó el viernes a las fuerzas armadas del país que mejoren su preparación para el combate desde un nuevo punto de partida y abran nuevas perspectivas para desarrollar la fortaleza del ejército.
Xi, también secretario general del Comité Central del Partido Comunista de China (PCCh) y presidente de la Comisión Militar Central (CMC), dio estas instrucciones en una reunión de la CMC celebrada en Beijing.

Erdogan: US' Bolton 'seriously mistaken' on Syrian Kurd fighters
Turkish leader blasts US adviser Bolton over security demands for Kurdish militia in Syria in turn for US withdrawal.
Umut Uras.- During his visit to Israel on Sunday, Bolton set conditions for the US pullout from Syria that included Turkey guaranteeing the safety of the Kurdish militia that spearheaded the fight against the Islamic State of Iraq and Levant (ISIL, also known as ISIS).
Trump announced the withdrawal of some 2,000 US troops from Syria last month in a statement that shocked many politicians in Washington, along with Western and Kurdish allies who fought alongside the US in the war-torn country.
France, Britain and local armed groups warned that ISIL had not totally been defeated yet. The decision also prompted the resignation of American defence chief James Mattis.
North Korea's Kim visiting China at Xi Jinping's invitation
Visit comes days after North Korean leader says he may seek alternative path if US maintains pressure on his country.
Last year, Kim travelled to China three times to meet Xi before and after meeting Trump as well as summits with South Korean President Moon Jae-in.
"So this time it seems that he wants to involve Xi Jinping and China in that process," she added. "China, of course, wants to be front and centre with any moves between North Korea and the US."
