Mexico: The Tlatelolco massacre, 50 years on

Mexico marks the 50th anniversary of killing of students, a crime for which no one has been convicted.

Fifty years later, many in Mexico see Tlatelolco as the beginning of a series of violations by the state, that, to this day remain unsolved in tribunals.

It was not until last week, half a century later, that a Mexican government institution admitted for the first time that a state crime was committed.

"In 1968 the repression was carried out by the army and riot police; today, it is done through paramilitary groups ... it is a very important difference," said Victor Guerra, another former leader of the '68 movement to the Associated Press.

China condemns US for South China Sea operation

Sail-by the latest attempt to counter what Washington sees as Beijing's efforts to limit freedom of navigation.

"The US side repeatedly sends military ships without permission into seas close to South China Seas islands, seriously threatening China's sovereignty and security, seriously damaging Sino-US military ties, and seriously harming regional peace and stability," the (defense) ministry said.

Beijing and Washington are also locked in a trade war in which they have imposed increasingly severe rounds of tariffs on each other's imports.

Saudi Arabia gives Yemen $200m to halt currency collapse

To 'boost local currency', Saudi has given Yemen's Central Bank a $200m cash infusion to shore up reserves.

For nearly three years, a Saudi-led coalition - which today only includes Saudi and the United Arab Emirates - has embarked on a bombing campaign in Yemen aimed at dislodging Houthi rebels who control capital, Sanaa, and much of the north, as well as restoring to power the internationally recognised government of exiled President Abd-Rabbu Mansour Hadi.

The Yemeni government controls the south, where its central bank is located.

‘Maneuvered to prevent collision’: Chinese destroyer chases USS Decatur in South China Sea

A Chinese destroyer sent to escort the USS Decatur on a ‘freedom of navigation’ sail-by in the disputed South China Sea came dangerously close and forced the US vessel to maneuver to “prevent collision,” the US Navy said.

The encounter between the US and Chinese Navies unfolded on Sunday morning when the Arleigh Burke-class destroyer, sailing under the ‘freedom of navigation’ principle, approached close to one of the Gaven Reefs in the Tizard Bank of the Spratly Islands in the South China Sea.

China’s Defense Ministry slammed the US for abusing the ‘freedom of navigation’ principle to deliberately violate Chinese sovereignty, and noted that it was forced to activate its navy and warn the US destroyer to leave the area.

Serbian president arrives in Moscow after Kosovo border crisis

Days after placing the Serbian military on high alert over a border incident with Kosovo, President Aleksandar Vucic is visiting Moscow to meet his Russian counterpart Vladimir Putin. 

Last Saturday, dozens of Kosovan troops entered a predominantly Serb enclave in the north of the self-proclaimed republic, seizing several industrial sites. The incursion, which violated agreements between Belgrade and Pristina, was justified by security concerns during a visit by Kosovan leader Hashim Thaci. Serbia protested against the move and put its troops on high alert in response.

While Vucic said the situation with the incursion of Kosovan commandos would be part of the discussion with Putin, the Kremlin stressed that the visit had been planned months ahead and was not directly linked to tension in the Balkans.

Russian space boss accuses Elon Musk and Pentagon of dumping conspiracy

The head of Roscosmos, Dmitry Rogozin, has accused Elon Musk and the Pentagon of foul play in a televised interview. He claimed that the SpaceX founder was charging outside customers between 40 and 50 million US Dollars for one launch with a single purpose – to squeeze Russia out of the market. Rogozin added that the US Department of Defense was secretly paying Musk several times more – on average, about $150 million per launch.

Police fire tear gas and water cannons against thousands of Indian protesters (PHOTOS, VIDEO)

Some 20,000 farmers are understood to have taken part in the rally on Tuesday, organized by the Bhartiya Kisan Union (BKU), to call on the government to grant them a series of demands, ranging from absolute loan waivers to a cut in fuel prices which have recently skyrocketed.

Several people were reportedly injured after police tried to counter protesters with water cannons and tear gas shells at the border between Delhi and the northern Uttar Pradesh state. One person lost consciousness, according to the Times of India.

Chinese warship sails within yards of US destroyer in 'unsafe' encounter

The USS Decatur guided-missile destroyer was conducting what the military calls a “freedom of navigation operation” on Sunday, when it passed within 12 nautical miles of Gaven and Johnson reefs in the remote Spratly Islands.Beijing claims all of the Spratly chain as part of its sweeping claims across much of the South China Sea.

Global image of US is historically bad under Trump, says poll

In the Pew Research Center poll, respondents generally had less confidence in Trump’s ability to lead than they did in Vladimir Putin’s and Xi Jinping’s.

In most countries, a majority said they had no confidence in Trump. Only 7% of Spanish people, 9% of French people and 10% of Germans said they trusted Trump’s leadership. Even in Russia, where the US’s image has grown more positive under the current administration, Trump’s had fallen by 34 percentage points since last year.

Shell approves $12bn liquefied natural gas project in Canada

The scheme will be Canada’s biggest ever infrastructure project and is the world’s first major liquefied natural gas project to be given the go-ahead in five years. Shell has a 40% stake in the $31bn Canada LNG joint venture, along with Malaysian, Chinese, Japanese and South Korean energy firms.

Oil and gas analysts Wood Mackenzie said the investment was a sign that “mega projects are back” and it expected several other major LNG projects to get the go-ahead next year.

Amazon raises minimum wage for US and UK employees

The company, which has become almost a byword for low-paid and low-quality work in recent years, said it would increase the minimum wage to $15 (£11.57) an hour in the US for more than 350,000 workers, while almost 40,000 staff in Britain will get an increase to £10.50 an hour in London and £9.50 across the rest of the country.

'There’s no other option’: the radical plan to move Mexico's government

Andrés Manuel López Obrador wants to move the headquarters of up to 31 government agencies out of Mexico City to spread civil service job opportunities to smaller cities.

With 700,000 government employees in the capital, many with families, the plan could lead to an exodus of 2.7 million people from the metropolitan area of Mexico City. But that is a liberal estimate, as it is unlikely that every employee will be able to follow their jobs.

American and Chinese Warships Narrowly Avoid High-Seas Collision

The United States and China traded new accusations over naval operations in the South China Sea on Tuesday after warships from each country came perilously close to colliding in the disputed waters.

The Pentagon accused the Chinese Navy of using “an unsafe and unprofessional maneuver” when one of its destroyers challenged an American destroyer, the Decatur, as it sailed on Sunday near one of the disputed islets that China claims in the Spratly archipelago.

The Chinese ship “conducted a series of increasingly aggressive maneuvers,” coming within 45 yards of the bow of the Decatur, a guided-missile cruiser on what the Pentagon described as a routine mission in international waters.

The Chinese Navy’s actions forced the Decatur to maneuver to avoid a collision, a spokesman for the Pacific Fleet, Capt. Charlie Brown, said in a statement

Mexico’s New Leader, Once a Nafta Foe, Welcomes New Deal

Mexico’s incoming president, the leftist Andrés Manuel López Obrador, once railed against free-market policies and harbored deep misgivings about the North American Free Trade Agreement.

But hours after Canada joined an agreement between Mexico and the United States to revamp the 24-year-old trade deal, the president-elect and his aides on Monday hailed the last-minute negotiations that salvaged the trilateral accord.

“To us, the agreement looks to be very good for Mexico,” said Jesús Seade, who represented Mr. López Obrador on the Mexican negotiating team.

Both Mr. López Obrador, Mexico’s president-elect, and the center-right Enrique Peña Nieto, its president, welcomed news of the agreement, glossing over the fact that it included Mexican concessions — particularly in the auto industry, a key concern for President Trump.

North Korea Escalates Pressure on U.S. Ahead of Pompeo Visit

Ramping up pressure on the United States, North Korea on Tuesday accused the Trump administration of demanding too much but offering too few concessions in its negotiations over the terms of denuclearizing the North.

Up to now, North Korea has demanded almost daily that the United States join North and South Korea in declaring an end to the Korean War as an initial confidence-building concession from Washington before taking steps to denuclearize. The war was halted with a truce in 1953 but a peace treaty was never signed.

The United States insists that before it grants any concessions to North Korea, the North must do more to keep its end of the deal Kim Jong-un reached in his talks with President Trump in Singapore in June — when the North Korean leader promised to “work toward the complete denuclearization of the Korean Peninsula.”

United States officials and analysts have called on the North to submit a full inventory of its nuclear program for verification and to start dismantling its nuclear and missile facilities

Election Rally Bombing in Afghanistan Heightens Security Fears

A suicide bomber attacked an election rally on Tuesday in the eastern Afghan province of Nangarhar, killing at least 14 people and once again highlighting security concerns as candidates prepare for an Oct. 20 parliamentary vote amid a raging war.

The attack struck at a gathering of about 300 supporters of the candidate Nasir Mohmand in Nangarhar’s Kama district. Najibullah Kamawal, the province’s director of public health, said at least 43 others were wounded. Officials feared the toll could rise.

Mr. Mohmand survived, but with more than two weeks until Election Day, at least other seven candidates have already been killed across Afghanistan.

Nangarhar has seen a drastic increase in violence in recent years, with the emergence of the Islamic State, which has its foothold in the province, adding to insecurity caused by the Taliban. Corruption and a heavy infiltration of mafia have complicated the situation, so much so that after back-to-back suicide bombings in the provincial capital, Jalalabad, the government recently changed all senior police officials and handed control of security to the army.

Iran Fires a Ballistic Missile at ISIS in Syria, Avenging an Earlier Attack

 Iran fired six medium-range ballistic missiles across Iraq and into Syria early Monday at what it said was an Islamic State base, according to Iranian news agencies, its allies and spokesmen for Iran’s Revolutionary Guards Corps.

The Revolutionary Guards described the strike as retaliation for an attack in Ahvaz, Iran, on Sept. 22 against a military parade by its soldiers in which at least 25 people were killed, including 12 members of the elite unit plus civilian spectators and at least one young child.

Iran initially attributed the attack to an Arab separatist group backed bythe United States, Israel, the United Arab Emirates and Saudi Arabia. But the missile strike was on what it said was the headquarters of the Islamic State group in the eastern Euphrates River valley, close to Syria’s border with Iraq. The area is one of the last strongholds of the Islamic State, also called ISIS and Daesh, after its Arabic acronym, and has also been the site of recent American military activity.

It was not immediately clear whether Iran was now blaming the Islamic State exclusively for the attack, a combination of ISIS and the Arab separatist group or, implausibly, those groups and the foreign powers it named previously

China denuncia la entrada ilegal de un buque de EE. UU. en sus aguas

Por su parte, EE. UU. aseguró que un destructor chino se acercó agresivamente a un barco de la Armada estadounidense en el mar de China Meridional, obligándolo a maniobrar para evitar una colisión.

Las Fuerzas Armadas de China advirtieron hoy (02.102.018) de que sus relaciones con el Ejército estadounidense "se han dañado severamente" tras la entrada de un buque de guerra de la Marina de EE. UU. en aguas del mar del Sur de China que considera que forman parte de su soberanía.

"El destructor de misiles dirigidos USS Decatur entró en aguas de islas y arrecifes chinos del mar del Sur de China el 30 de septiembre", informó hoy Wu Qian, portavoz del Ministerio Nacional de Defensa en un comunicado.

Saudi investment in China-Pakistan economic corridor may upset Iran

The new Pakistani government has said Riyadh may invest in the multibillion dollar China-Pakistan Economic Corridor project. But the move raised eyebrows in Iran, which is skeptical of Saudi intentions.

A Saudi team arrived in Pakistan on Sunday to sign four contracts for oil and mineral sector investment and trade cooperation that, according to local media, "would ultimately extend the Chinese Belt and Road Initiative (BRI) from Gwadar to Africa through Oman and Riyadh."

TEHERAN, 2 oct (Xinhua) -- Irán afirmó que no se sentará a conversar con Estados Unidos ya que las condiciones no están listas, anunció el martes el ministro de Relaciones Exteriores iraní, Mohammad Javad Zarif, citado por Press TV.

"No descarto la posibilidad de conversar con Washington si las condicones lo ameritan, empezando por la confiabilidad", dijo Zarif.

Primer ministro de Israel niega vínculo israelí con ataque terrorista en Irán

El comentario de Netanyahu se produce después de que los Cuerpos de la Guardia Revolucionaria Islámica indicaron que lanzaron seis misiles balísticos hacia al este de Siria para alcanzar a terroristas que estuvieron detrás del ataque del 22 de septiembre en Ahvaz, Irán.

Al menos 24 personas murieron y otras 60 resultaron heridas en el ataque.

El muro con México se abordó en renegociación de TLCAN: Trump

 El presidente de Estados Unidos, Donald Trump, aseguró hoy que durante la renegociación del TLCAN, su país habló con México sobre el muro que quiere levantar en la frontera entre ambos países y anticipó que tras las elecciones legislativas de medio término tomará "una gran decisión" al respecto.

"Creo que la gente quiere el muro, no quiere fronteras abiertas como quieren los demócratas", manifestó.

Trump ha asegurado siempre que México debe pagar por la construcción de un muro con el que asegura que frenará la llegada de inmigración ilegal a Estados Unidos.

Ante la negativa de los demócratas, hoy los volvió a acusar de querer "fronteras abiertas" y de no preocupase por la delincuencia y las drogas que asegura que entran desde México.

Entienda el fallo a favor de Chile en Corte Internacional de Justicia

El alto tribunal de la ONU rechazó obligar jurídicamente a Chile a entablar dichas negociaciones. La CIJ reconoció que las notas, actas y declaraciones de ambos países entre el siglo XX y principios del XXI implican que ha existido una intención de Chile a negociar, pero ello no implica que haya adquirido una obligación jurídica.

El presidente de Bolivia, Evo Morales, quien asistió a la lectura del fallo, dijo que su país insistirá en buscar el acceso al mar. Este es un abecé del diferendo entre ambos países.
