Trump dismantles environmental protections under cover of coronavirus

Global report: Russia to end national lockdown as French shops reopen

In a TV address, Russia’s president said his citizens could go back to work from Tuesday. But he made clear the return was “conditional”, and it would be up to individual regions to decide how fast to lift restrictions. It would be a cautious “step-by-step” exit, he said, adding: “We have a long and difficult process ahead.”

Putin’s decision to reboot the national economy came despite a surge in new cases. On Monday Russia overtook the UK and Italy for number of confirmed infections, reaching 221,234. There had been 11,656 new infections in the previous 24 hours.

López Obrador accused of militarizing Mexico with new security decree

The decree, published on Monday by President Andrés Manuel López Obrador, demonstrates an ongoing dependency on the army and navy for public security work – even though soldiers and marines have been frequently accused of human rights violations.

“In effect, the army and navy are going to be handling police duties until 2024,” said Santiago Aguirre, director of the Miguel Agustín Pro Juárez Human Rights Centre in Mexico City. “[Both] have a long history of not being accountable, especially in cases of serious human rights violations.”

The decree perpetuates the practice of deploying Mexico’s armed forces for policing duties as the country’s homicide rate races to new records. Mexico recorded its most murderous month on record in March – a grim tally nearly matched in April, in spite of Covid-19 quarantines throughout the country.

Coronavirus : après la pandémie, une grave crise alimentaire menace au nord comme au sud

Alors que les indicateurs de la malnutrition étaient déjà au rouge avant la crise sanitaire, des dizaines de millions de personnes vont venir gonfler en 2020 les rangs de celles qui souffrent de la faim.

L’Organisation des Nations unies pour l’agriculture et l’alimentation (FAO) a calculé qu’elles seraient 14,4 millions à rejoindre les rangs de la sous-alimentation en cas de récession globale de 2 %, 38,2 millions si la contraction atteint 5 %, et jusqu’à 80,3 millions pour un repli de 10 % – le recul est pour l’heure estimé à 3 % en 2020. Ces nouveaux malnutris viendront s’ajouter aux 820 millions de personnes souffrant déjà de faim, soit un Terrien sur neuf.

Bien qu’ils résistent, les systèmes alimentaires ont aussi montré ces dernières semaines leurs fragilités, qui pourraient affecter la production à moyen terme : dépendance à la main-d’œuvre agricole étrangère, hyperspécialisation de certaines régions sur des monocultures, dépendance aux importations et exportations… Des territoires, notamment dans les zones frontalières, se retrouvent ainsi fragilisés par la fermeture des frontières.

China reveals large destroyer's replenishment training for 1st time

The Nanchang, the Chinese People's Liberation Army (PLA) Navy's first Type 055 large destroyer, recently completed its first known maritime replenishment training, an operation that military experts said is crucial for the newly commissioned warship's combat capability.

China's most advanced destroyer is soon expected to be put into action and accompany aircraft carriers in far sea operations, experts predicted.

In addition to the Nanchang, China has launched at least five more Type 055 destroyers in the Dalian Shipyard, Northeast China's Liaoning Province, and Jiangnan Shipyard in Shanghai. Two more are reportedly under construction, military observers said.

Acorralado, renunció J.J. Rendón, asesor de Juan Guaidó

El efecto encadenado del fracaso de la Operación Gedeón continúa: Juan José Rendón, hombre clave en los últimos sucesos que desembocaron en la llegada de mercenarios a Venezuela, presentó su renuncia al “comité de estrategia” del “gobierno interino de Juan Guaidó”.

Rendón había estado en el centro de la polémica por su rol en la elaboración y firma del contrato con la contratista militar estadounidense Silvercorp, que detallaba cómo capturar o asesinar a Nicolás Maduro, Diosdado Cabello, y proceder a una persecución de civiles y militares en el país durante más de un año.

A diferencia de Guaidó, Rendón reconoció haber firmado el contrato. Ante la crisis abierta por la situación, fue él quien salió a dar explicaciones ante los medios de comunicación para realizar un control de daños, e intentar ofrecer una versión ante la cantidad de contradicciones dichas por Guaidó.

Coronavirus en Colombia: empieza la reapertura de sectores económicos

 Colombia activó este lunes una nueva etapa de la cuarentena que comenzó el 25 de marzo con la reapertura gradual de varios sectores económicos autorizada por el gobierno como medida de contingencia ante la crisis por el coronavirus.

'La Armada no está vigilando los ríos de la frontera con Venezuela'

De acuerdo con un comunicado de la Armada Nacional, y según versión preliminar, el hecho se presentó “cuando el centinela encargado de la seguridad de los botes se percata que, por efectos de la fuerte corriente, las embarcaciones son arrastradas por el río, sin tener la oportunidad de recuperarlas. Ante esta situación, se ordenó el desplazamiento de Unidades de la Fuerza Naval del Oriente de la Armada de Colombia para la recuperación de los botes”.

Frente a este tema, el representante Arango, quien en varias oportunidades había advertido problemas en el ejercicio de la soberanía en esta zona, señaló que, además de eso, queda comprobado que “la Guardia Bolivariana de Venezuela patrulla las 24 horas el río Orinoco y nosotros con horario de oficina”.

Aeropuerto Felipe Ángeles, Tren Maya y Corredor del Istmo de Tehuantepec van en tiempo

Los proyectos principales de la administración federal, como el Aeropuerto Felipe Ángeles, Tren Maya y el corredor del Istmo de Tehuantepec, van en tiempo y acordes con lo planeado presupuestariamente, afirmó el presidente Andrés Manuel López Obrador.

Durante los siguientes meses, tanto para dichos proyectos como para algunos apoyos para la población, el gobierno prevé destinar en promedio 100 mil millones de pesos mensuales.

El inicio del proyecto ferroviario es un serio riesgo de contagio del Covid-19

Mérida, Yuc., Organizaciones civiles, colectivos indígenas y residentes de los tres estados de la península de Yucatán interpusieron, el pasado 6 de mayo, una queja ante la Comisión Nacional de Derechos Humanos y solicitaron medidas cautelares por las actividades para ejecutarel proyecto del Tren Maya, sobre todo por la pandemia del Covid-19 que azota al país.

En un comunicado, emitido ayer, las organizaciones de Yucatán, Indignación, Promoción y Defensa de los Derechos Humanos, AC; de Campeche, Red de Productores de Servicios Ambientales “Ya‘ax Sot’ Ot’ Yook’ol Kaab” AC, y de Quintana Roo, la Asamblea de Defensores del Territorio Maya Múuch’ Xíinbal, argumentaron que el inicio del Tren Maya es un serio riesgo de contagio por Covid-19.

Oficial, Ejército hará tareas de seguridad

Se publicó el acuerdo que oficializa la asistencia de las fuerzas armadas a la Guardia Nacional (GN), la cual deberá ejercerse en apego a los derechos humanos, de manera extraordinaria, regulada, fiscalizada y complementaria con las labores de las autoridades civiles.

El acuerdo es complementario a lo que marca el artículo quinto transitorio del decreto que creó a la Guardia Nacional, emitido el 26 de marzo de 2019, y en el cual se establece que el Ejército y la Marina apoyará el trabajo de dicha instancia en materia de seguridad pública, por un plazo de cinco años, hasta que la nueva corporación pueda desarrollar su propia estructura, capacidad e implementación territorial.

“Militarismo salió del clóset”

El decreto presidencial publicado en el Diario Oficial de la Federación con el que se ordena que las fuerzas armadas permanezcan en labores de seguridad pública durante cinco años es un intento por disfrazar de legalidad el despliegue de militares y marinos en las calles, señalaron organizaciones civiles, mientras actores políticos indicaron que las leyes de la Guardia Nacional (GN) ya consideraban el apoyo de la milicia al cuerpo civil.

Colombia rechaza acusación de complicidad en fallida invasión a Venezuela

Bogotá. El canciller de Venezuela, Jorge Arreaza, acusó ayer al gobierno de Colombia de ser cómplice en la fallida invasión armada que un grupo de mercenarios llevó a cabo el pasado día 3, en una operación por la cual fueron detenidas ocho personas más.

El pasado fin de semana fueron halladas tres embarcaciones colombianas sin ocupantes pero con armamento en aguas de Venezuela.
