Guns, Filth and ISIS: Syrian Camp Is ‘Disaster in the Making’

BEIRUT, Lebanon — In the desert camp in northeastern Syria where tens of thousands of Islamic State fighters’ wives and children have been trapped for months in miserable conditions with no prospects of leaving, ISIS sympathizers regularly torch the tents of women deemed infidels.

Fights between camp residents have brought smuggled guns into the open, and some women have attacked or threatened others with knives and hammers. Twice, in June and July, women stabbed the Kurdish guards who were escorting them, sending the camp into lockdown.

Virtually all women wear the niqab, the full-length black veil demanded by ISIS’s rigid interpretation of Islam — some because they still adhere to the group’s ideology, others because they fear running afoul of the true believers.

The Kurdish-run Al Hol camp is struggling to secure and serve nearly 70,000 displaced people, mainly women and children who fled there during the last battle to oust the Islamic State from eastern Syria. Filled with women stripped of hope and children who regularly die before receiving medical care, it has become what aid workers, researchers and American military officials warn is a disaster in the making.

South Africa Riots Spur Cries of Xenophobia

The police in Johannesburg have arrested at least 110 people after rioters set fire to cars and buildings and looted shops, the latest outbreak of violence against African immigrants in South Africa’s largest city. At least one death was being investigated in connection with the chaos.

The violence on Monday night appeared to target shops owned by foreigners, said the mayor of Johannesburg, Herman Mashaba, and follow a spate of similar riots this year that have been part of a larger trend of hostility toward outsiders.

Video and still images from the riots showed streets covered in debris and burned tires, with people carrying refrigerators and vending machines out of shops. Law enforcement officers have responded with rubber bullets and tear gas.

There are fewer than four million migrants in South Africa, a nation of more than 50 million. But attacks on foreign-owned shops have become regular occurrences that many have attributed to frustration with the country’s high unemployment rate, which sits at about 28 percent.

Sudan Court Formally Indicts Al-Bashir on Corruption Charges

KHARTOUM, Sudan — A judge in Sudan formally indicted former President Omar al-Bashir on Saturday on charges of possessing illicit foreign currency and corruption.

A senior police officer had testified earlier that Mr. al-Bashir, who was ousted in April after months of street protests, had admitted to receiving $90 million from Saudi Arabia.

Mr. al-Bashir, 75, questioned in court for the first time during his trial in Khartoum, said that he had received $25 million from the Saudi crown prince, Mohammed bin Salman, but that he had not used the money for private purposes.

Hong Kong’s Chief Executive Is Disheartened, but No Successor Is in Sight

HONG KONG — Beleaguered after three months of increasingly violent street protests, Hong Kong’s chief executive said on Tuesday morning that her emotions were in turmoil but that she had not tendered her resignation and had no intention of stepping down.

“Even if my personal emotions are fluctuating greatly, the ultimate decision is in regard to Hong Kong citizens and whether I can help Hong Kong citizens and help Hong Kong out of this difficult situation,” Carrie Lam, the chief executive, said during her weekly news conference.

Senior Hong Kong officials and Beijing advisers have been saying for weeks that Mrs. Lam is deeply unhappy in the job, but that Beijing’s leaders will not allow her to resign even if she decides that she wants to do so.

To Start Afghan Withdrawal, U.S. Would Pull 5,400 Troops in 135 Days

KABUL, Afghanistan — The United States would pull 5,400 troops from Afghanistan within 135 days of signing an agreement with the Taliban, the American special envoy told Afghan leaders on Monday.

That pullout would be the start of what is expected to be the gradual withdrawal of all 14,000 United States troops that could end America’s longest running war.

The American envoy, Zalmay Khalilzad, who has led nearly a year of talks with the Taliban, told an Afghan news channel in Kabul that the United States had reached an agreement “in principle” with the Afghan insurgents, but he cautioned that final approval rested with President Trump.

“In principle, on paper, yes we have reached an agreement — that it is done,” Mr. Khalilzad told the Afghan channel ToloNews. “But it is not final until the president of the United States also agrees to it.”

North Korea Missile Tests, ‘Very Standard’ to Trump, Show Signs of Advancing Arsenal

As North Korea fired off a series of missiles in recent months — at least 18 since May — President Trump has repeatedly dismissed their importance as short-range and “very standard” tests. And although he has conceded “there may be a United Nations violation,” the president says any concerns are overblown.

Kim Jong-un, North Korea’s leader, Mr. Trump explained recently, just “likes testing missiles.”

Now, American intelligence officials and outside experts have come to a far different conclusion: that the launchings downplayed by Mr. Trump, including two late last month, have allowed Mr. Kim to test missiles with greater range and maneuverability that could overwhelm American defenses in the region.

Blast hits Kabul after briefing on US-Taliban deal to withdraw 5,000 troops

The Taliban has claimed responsibility for a large explosion in the Afghan capital, just hours after a US envoy briefed the Afghan government on an agreement “in principle” with the insurgent group that would see 5,000 US troops leave the country within five months.

Interior ministry spokesman Nasrat Rahmi said at least five civilians were killed and around 50 wounded, but said the toll could still rise because a number of homes were destroyed.

He confirmed that the target of the blast was the Green Village compound, which houses several international organisations and guesthouses.

Chinese, DPRK FMs meet on bilateral ties, situation in Korean Peninsula

PYONGYANG, Sept. 3 (Xinhua) -- Visiting Chinese State Councilor and Foreign Minister Wang Yi discussed bilateral ties and the situation in the Korean Peninsula with his counterpart of the Democratic People's Republic of Korea (DPRK), Ri Yong Ho, here on Monday.

Wang said this year marks the 70th anniversary of the establishment of the diplomatic relations between the two countries.

Chinese President Xi Jinping's state visit to the DPRK in June was a big success and a milestone, which has strongly promoted China-DPRK traditional friendship and strategic mutual trust and pushed forward the ties between the two parties as well as the two countries into a new historical era, Wang said.

China stands ready to make joint efforts with the DPRK to fully implement the important consensus between Xi and top DPRK leader Kim Jong Un at an early date, turn the will of the two leaders into concerted deeds, and push the bilateral ties toward greater development, he said.

Iraqi FM meets Arab League chief in Baghdad over Arab, regional issues

BAGHDAD, Sept. 3 (Xinhua) -- Iraqi Foreign Minister Mohammed al-Hakim on Tuesday met with Arab League (AL) Secretary-General Ahmed Aboul-Gheit over Arab and regional issues, ahead of a meeting for Arab foreign ministers on Sept. 10.

In a joint press conference after their meeting, al-Hakim told reporters that "we have discussed the Arab situation in general, and the security of the Gulf and navigation, and we clarified Iraq's position on efforts to ease the tension between the U.S. and Iran in the Gulf."

"We have explained ... Iraq's position on the Israeli attacks against Arab countries," al-Hakim said, adding that they also discussed other significant regional issues.

Threatening letter, bullet sent to South Korean Embassy in Japan

TOKYO, Sept. 3 (Xinhua) -- The South Korean Embassy in Tokyo received a threatening letter accompanied by what appeared to be a bullet late last month, the Japanese police said on Tuesday.

Police in charge of the investigation said the letter was delivered on Aug. 27 to the embassy in central Tokyo's Minato district and was addressed to former ambassador Lee Su-hoon.

Investigative sources said the envelope contained a single piece of paper and an apparent bullet.

Written on the paper, the sender claimed to be in possession of rifles and is plotting to target South Korean people.

The sender also wrote that South Korean people should leave Japan, according to Japan's public broadcaster NHK.

AU condemns xenophobic attacks in South Africa

ADDIS ABABA, Sept. 3 (Xinhua) -- The African Union (AU) on Tuesday condemned the current spate of xenophobic attacks in South Africa.

In a press statement, AU Commission Chairperson Moussa Faki Mahamat condemned in the strongest terms incidents of violence against fellow Africans in South Africa, including incidences of looting and destruction of property.

"The AU calls for immediate steps to be taken to protect the lives of people and their property, ensure that all perpetrators are brought to account for their acts, and that justice be done to those who suffered economic and other losses," said Mahamat.

The chairperson also praised South African security forces for arresting suspected attackers.

FARC dissidents kill mayoral candidate, 5 others in SW Colombia

BOGOTA, Sept. 2 (Xinhua) -- Dissidents of the disbanded Revolutionary Armed Forces of Colombia (FARC) guerrilla group killed mayoral candidate Karina Garcia and five others, the government said on Monday.

Garcia was running for mayor of Suarez, a southwest coastal department of Colombia, where the government announced a sizable reward for information on the rebel leaders allegedly responsible.

"We are offering a reward of 100 million pesos (29,000 U.S. dollars) for information leading to the capture of alias 'Mayimbu' and 50 million pesos (14,500 dollars) for alias 'Marlon'," Defense Minister Guillermo Botero said on Twitter.

"This crime will not go unpunished," Botero said, adding the government was beefing up security in the region.

More arrests as looting continues in South Africa's Johannesburg

Shops plundered, cars burned in Johannesburg as trucks torched in KZN amid rallies linked to anti-foreigner sentiment.

South Africa is a major destination for economic migrants from other parts of the continent, including the Southern Africa region, with many moving from neighbouring Lesotho, Mozambique and Zimbabwe in search of work.

The unrest started on Sunday when an old building in the CBD caught fire and collapsed, killing at least three people. It then spread to two eastern suburbs and to the executive capital, Pretoria, where local media reported shops burning in Marabastad - a central business area largely populated by economic migrants.

The pamphlet, attributed to a group called the Sisonke Peoples Forum, accused foreigners living in South Africa of selling drugs and stealing jobs, both common refrains during the regular flare-ups of violence against foreigners in the greater Johannesburg area in recent years.

US, France, Britain may be complicit in Yemen war crimes: UN

UN investigators have also compiled secret list of 160 'main actors' among Saudi, Emirati and Yemeni top brass.

The United States, United Kingdom and France may be complicit in war crimes in Yemen by arming and providing intelligence and logistics support to a Saudi-led coalition that starves civilians as a war tactic, the United Nations has said.

A UN panel announced on Tuesday that investigators compiled a secret list of possible international war crimes suspects, drawn from their latest report into violations during the four-year conflict between a coalition of Arab states and the Houthi movement that controls Yemen's capital.

Discontent swells in Zimbabwe amid crackdown, economic woes

Less than two years after Mugabe was removed from power, President Mnangagwa accused of repressing human rights.

With inflation at 200 percent in June, high living costs, stagnant salaries and 90 percent unemployment, discontent against Mnangagwa's government is rising.

"The argument that Mnangagwa is worse than Mugabe is purely academic," he told Al Jazeera. "This is because there should not be any distinction between the two. Mnangagwa was always at the centre of the security apparatus that enabled Mugabe to do all the things he did."

Opposition activists Blessing Kanotunga, MDC Youth chairperson, and Citizens Manifesto's Tatenda Mombeyarara were abducted and assaulted last month in advance of protests, before being dumped back on the streets of Harare.

Iran's Rouhani rules out bilateral talks with US

President says Tehran is planning to reduce commitments to nuclear deal for third time, in response to US sanctions.

In an address to parliament on Tuesday, Rouhani, however, said that if Washington lifted all sanctions it reimposed on Iran after withdrawing unilaterally from the 2015 deal, then it could join multilateral talks between the remaining signatories to the landmark accord.

In his remarks, Rouhani also said Iran was ready to further reduce its commitments to the accord for the third time "in the coming days" if current negotiations with European signatories to the deal yielded no results by Thursday.

Colombia no tiene otra alternativa que la paz

Sin embargo, el miércoles 29 de agosto una nube negra ensombreció  a los colombianos cuando Luciano Marín, conocido como Iván Márquez, quien fue el negociador principal del grupo armado durante los diálogos de paz, apareció frente a una veintena de exguerrilleros y explicó por qué él y su grupo de insurgentes regresaban a la selva. 

El dirigente insurgente culpó de su decisión  de retomar las armas a una “oligarquía corrupta” que traicionó el acuerdo de paz firmado hace casi tres años.

“Anunciamos al mundo que ha comenzado la segunda Marquetalia (lugar de nacimiento de las FARC) bajo el amparo del derecho universal que asiste a todos los pueblos del mundo de levantarse en armas contra la opresión“, proclamó Iván Márquez, quien fue el líder de las negociaciones con el gobierno en La Habana.

Anuncian formación de bloque nacional del sur en Yemen en 10 días

El jefe del Buró Político del Consejo de Movilidad Revolucionaria, Fadi Baoum, anunció que dentro de 10 días se anunciará la formación de un bloque nacional del sur en Yemen llamado "Consejo de Salvación Nacional" que incluye muchas fuerzas y componentes del sur de Yemen.

Agregó que los objetivos del consejo incluyen "preservar las capacidades del país y sus recursos materiales y humanos, así como defender el derecho de nuestra gente a una compensación justa por todas las consecuencias de la guerra, así como recuperar fondos y derechos robados, y buscar una asociación nacional genuina en el poder, y establecer un estado que garantice libertad, dignidad, justicia, igualdad y seguridad para todos los ciudadanos sin excepción por cualquier motivo ".

Con respecto a la reunión con el viceministro de Relaciones Exteriores ruso, Mijail  Bogdanov, Baoum dijo: "Nos hemos reunido con el Sr. Bogdanov y estamos en contacto con el embajador ruso para determinar la fecha de la visita a Moscú.

Por su parte, el enviado especial del presidente ruso a los países de Medio Oriente y África, el viceministro de Relaciones Exteriores Mijail  Bogdanov, discutió la semana pasada con representantes de varias fuerzas sociales y políticas yemenitas durante una visita de trabajo a Omán y los Emiratos Árabes Unidos sobre la situación en Yemen.
