Arctic oil spill: Russian watchdog ‘revealed violations’ in Norilsk thermal power plant’s operations in 2017
Russia’s Federal Environmental, Industrial and Nuclear Supervision Service (Rostechnadzor) revealed violations in the operation of tanks at the combined heat and power plant CHPP-3 in Norilsk, in Russia’s Krasnoyarsk Region, in 2017, according to the SPARK database. During inspections in the fall of 2017, Rostechnadzor found irregularities in the operation of two tanks for fuel storage at the thermal power plant that belongs to the Norilsk-Taimyr Energy Company (NTEC), which is part of the Nornickel group.

Brazil overtakes Italy as country with third-highest coronavirus deaths
The figure was published by Brazil’s health ministry on Thursday night and means only the United States and the United Kingdom have registered more deaths because of the pandemic. The official number of infections rose to nearly 615,000, second only to the US.
In an online broadcast shortly before the numbers were released, Brazil’s president Jair Bolsonaro made almost no mention of the victims but continued to publicly attack efforts to slow the advance of coronavirus with quarantine measures and social distancing.

Trump orders agencies cut environment reviews, citing 'economic emergency'
One of the policies came as an executive order from Donald Trump instructing agencies to use emergency authorities to bypass bedrock environmental laws and speed federal approvals for highways and oil and gas pipelines. The order said it is meant to accelerate the recovery from the “dramatic downturn” in the economy and high unemployment from the Covid-19 pandemic.
Trump’s Environmental Protection Agency chief, Andrew Wheeler, on Thursday also proposed new guidelines for how the agency weighs the costs that a regulation places on an industry and its customers versus the health benefits it provides to the public.
The proposal applies to rules under the Clean Air Act. Wheeler said the agency intends to complete similar proposals for water, land and chemical rules within the next three years.

Paro y movilización en Uruguay contra el ajuste en plena pandemia
Miles de personas se movilizaron en Montevideo para protestar por la pérdida de puestos trabajo y reclamar al gobierno de Luis Lacalle Pou que aborde la situación. La convocatoria fue realizada por la central sindical única uruguaya que aúna al Plenario Intersindical de Trabajadores (PIT) y a la Convención Nacional de Trabajadores (CNT). En su discurso el secretario general Marcelo Abdala informó que más de 200.000 personas fueran enviadas a seguro de paro en medio de la pandemia. Fue la primera medida de fuerza desde que asumió Lacalle Pou el pasado 1 de marzo. En paralelo se dieron fuertes debates en el Senado por la Ley de Urgente Consideración (LUC) que envió el ejecutivo a la Asamblea Nacional.

Una vez más, después de tantas otras, las élites brasileñas prefirieron correr el riesgo de caer en la dictadura (si es que no la deseaban desde el principio) cada vez que las clases populares manifiestan su aspiración de ser incluidas en la nación, que las élites siempre han concebido como su propiedad privada. La lectura de la transcripción de la reunión del Consejo de Ministros de Brasil del pasado 22 de abril es una experiencia dolorosa, aterradora e indignante. El hecho de que este video se haya hecho público y transcrito es una señal elocuente de que la democracia aún sobrevive.
