Turkey Urges Kurdish Fighters to Lay Down Their Arms
DOHUK, Iraq — President Recep Tayyip Erdogan of Turkey on Wednesday called for Kurdish fighters battling his troops in northeastern Syria to lay down their weapons and withdraw from the border area “this very night.” Resisting Western pressure to halt the operation, Mr. Erdogan also requested international support for his country’s battle against Kurdish fighters whom Turkey considers terrorists but who had been allied with the United States against the Islamic State.
British Family Says One Wrong Turn Led to ICE Detention Nightmare
Border Patrol officials detained the two couples and their three young children, who have now been held in American custody for nearly two weeks. They were waiting on Tuesday to be deported after spending the past 10 nights in a Pennsylvania detention center, said a lawyer for the families.
A spokesman with United States Customs and Border Protection said on Tuesday that the vehicle was seen on surveillance video on Avenue 0 in British Columbia at about 9 p.m. on Oct. 2. The official said the vehicle then crossed the border “by slowly and deliberately driving through a ditch onto Boundary Road in Lynden, Washington.”

Warren Draws Fire From All Sides, Reflecting a Shift in Fortunes in Race
WESTERVILLE, Ohio — Senator Elizabeth Warren of Massachusetts faced a sustained barrage of criticism from her Democratic rivals at a presidential debate in Ohio on Tuesday, tangling with a group of underdog moderates who assailed her liberal economic proposals, while former Vice President Joseph R. Biden Jr. appeared to fade from the fray after parrying President Trump’s attacks on his family.
The debate confirmed that the primary race had entered a new phase, defined by Ms. Warren’s apparent strength and the increasing willingness of other Democrats to challenge her. She has risen toward the top of the polls while confronting limited resistance from her opponents, and in past debates she attracted a fraction of the hostility that Democrats trained on Mr. Biden.

Russian troops patrol between Turkish and Syrian forces on border
Russian units have begun patrolling territory separating Turkish-backed Syrian rebels from the Syrian army around the flashpoint town of Manbij in north-east Syria, in a clear sign that Moscow has become the de facto power broker in the region after the evacuation of US troops.
The strategically located town of Manbij, a US base for three years, remains a major military target for Turkey, its president, Recep Tayyip Erdoğan, said on Tuesday. Shelling between Turkish proxy Syrian rebel forces and Kurdish-led Syrian Democratic Forces (SDF) positions continued at intervals throughout the day, although there have been no reports yet of fighting inside the city itself.
Moscow’s special envoy to Syria, Alexander Lavrentyev, said on Tuesday Russia opposed the Turkish operation and would not allow direct clashes between Nato member Turkey’s troops and Syrian forces. The two sides stopped short of a direct confrontation when Ankara first put boots on the ground in Syria in 2016 to seize the area around Jarablus from Isis, in the process hampering the expansion of the SDF.
‘Digital welfare state’: Big Tech allowed to target and surveil the poor, UN warns
Nations around the world are “stumbling zombie-like into a digital welfare dystopia” in which artificial intelligence and other technologies are used to target, surveil and punish the poorest people, the United Nation’s monitor on poverty has warned.
Net 1’s subsidiary Cash Paymaster Services together with MasterCard were initially involved in South Africa’s social grant distribution system which raised privacy concerns because of its biometric data collection. In Australia, Indue and Visa helped introduce cashless debit card trials, and IBM was central to the multi-million dollar SAMS system in Canada, the US, Germany and New Zealand.
In many of these schemes, the role and responsibility of these corporations are opaque, rendering public accountability impossible. “A handful of powerful executives are replacing governments and legislators in determining the directions in which societies will move and the values and assumptions which will drive those developments,”
Ecuador: deal marks bittersweet win for indigenous protesters after deaths
The demonstrations ended late on Sunday when Ecuador’s president Lenín Moreno agreed to restore fuel subsidies and revoke a controversial IMF-backed austerity package.
The move ended nearly two weeks of upheaval which saw violence, looting and vandalism – as well as a heavy-handed police response which left eight dead, more than 1,300 injured and nearly 1,200 arrested, according to the country’s human rights defender’s office.
But the deaths of eight protesters, including indigenous leader Inocencio Tucumbi, has made the triumph bittersweet for many.

Global economy faces $19tn corporate debt timebomb, warns IMF
In its half-yearly update on the state of the world’s financial markets, the IMF said that almost 40% of the corporate debt in eight leading countries – the US, China, Japan, Germany, Britain, France, Italy and Spain – would be impossible to service if there was a downturn half as serious as that of a decade ago.
Officials at the Washington-based organisation fear that the buildup of debt makes the global financial system highly vulnerable and are telling member states not to repeat the mistake of the early 2000s, when warning signs of a possible market meltdown were ignored.

Trump vetoes resolution to end national emergency at Southern border
WASHINGTON, Oct. 15 (Xinhua) -- U.S. President Donald Trump on Tuesday again vetoed a Congress resolution to end the national emergency at the southern border. "The southern border continues to be a major entry point for criminals, gang members, and illicit narcotics to come into our country," Trump said in a letter to the Senate, arguing that the state of national emergency there should be upheld.
This is the second veto Trump has issued to counter Congressional efforts to end the national emergency declared in February. Trump vetoed a House resolution in March. The national emergency status gave the Trump administration expanded powers to deploy resources, including dispatching troops and allocating funds for a border wall, to curb the stem of illegal immigrants entering the country.

China-made "power bank" to serve Antarctic research station
NANJING, Oct. 16 (Xinhua) -- China's domestically-made unattended power supply system will provide power for the first time to Taishan station in the Antarctic inland ice sheet, its developer said. Developed by Southeast University, the giant "power bank" left Nanjing, capital of east China's Jiangsu Province, on Tuesday to join the country's 36th Antarctic expedition.
The unattended power supply system can provide uninterrupted power to the polar region for a year, according to Wei Haikun, executive dean of the university's automation college. The system is formed by two containers -- one for instruments and another for power generation with a tank that can store up to five tonnes of aviation oil.

Yemen gov't, separatists expected to announce Aden deal
Two officials in President Hadi's government say a pact to end standoff in port city will be signed on Thursday.
Saudi Arabia, leading the Arab coalition battling Yemen's Houthi movement, has been hosting indirect talks for a month between the government of Abd-Rabbu Mansour Hadi and the Southern Transitional Council (STC) to end the power struggle that had opened a new front in the multi-faceted war.
The STC is part of the military alliance that intervened in Yemen in March 2015 to restore Hadi's government after it was removed from power in the capital, Sanaa, by the Houthis.
The Saudi-brokered deal calls for a government reshuffle to include the STC and the restructuring of armed forces under Saudi supervision.
