Sept. 26, 2019, 3:00 a.m. ET -- Computer scientists say A.I. research is becoming increasingly expensive, requiring complex calculations done by giant data centers, leaving fewer people with easy access to the computing firepower necessary to develop the technology behind futuristic products like self-driving cars or digital assistants that can see, talk and reason.
The danger, they say, is that pioneering artificial intelligence research will be a field of haves and have-nots. And the haves will be mainly a few big tech companies like Google, Microsoft, Amazon and Facebook, which each spend billions a year building out their data centers.

Saudi Prince Accepts Responsibility for Khashoggi Killing, but Denies Involvemen
BEIRUT, Lebanon — The crown prince of Saudi Arabia, Mohammed bin Salman, said he bears “all the responsibility” for the killing of a dissident writer by Saudi agents in Istanbul last year, but denied he had prior knowledge of the plot, according to a trailer for a documentary to be released next week.

Imran Khan warns UN of potential nuclear war in Kashmir
Pakistan’s prime minister, Imran Khan, has said he has been trying to raise the alarm at the United Nations this week about the danger of a nuclear war breaking out over Kashmir.
India and Pakistan came close to a conflict in February when India bombed Pakistani territory for the first time in a half century and warplanes from both countries fought a dogfight over the divided region.
“My main reason for coming here was to meet world leaders at the UN and speak about this. We are heading for a potential disaster of proportions that no one here realises,” Khan said. “It is the only time since the Cuban crisis that two nuclear-armed countries are coming face to face. We did come to face to face in February.”
Trump pressed Ukraine leader to investigate Biden, memo reveals
On Wednesday a damning White House memo revealed that Trump pressed the Ukrainian president, Volodymyr Zelenskiy, to work with the US attorney general to investigate his political rival Joe Biden, raising the stakes in an acrimonious and polarising impeachment inquiry.
Democrats said the US president’s conversation with Zelenskiy, detailed in the five-page rough “transcript” was a devastating betrayal of his country that merited their investigation, while Republicans claimed it showed no quid pro quo and offered complete vindication.
Donald Trump appeared to address the rolling Ukraine controversy on Thursday morning, tweeting: “THE GREATEST SCAM IN THE HISTORY OF AMERICAN POLITICS!”
Israel's president chooses Netanyahu to form government
Israel’s president has tasked Benjamin Netanyahu with forming a coalition government, throwing a lifeline to the incumbent prime minister after an inconclusive election threatened to end his political career.
Reuven Rivlin’s offer does not guarantee Netanyahu will lead Israel’s next administration. Before that can happen, Netanyahu has up to six weeks to forge a majority coalition in Israel’s parliament.
“The responsibility for forming the government will be handed to prime minister and Likud leader Benjamin Netanyahu,” the president’s office said in a statement.

U.S. elections, impeachment may waylay free trade deal: Mexican president
MEXICO CITY, Sept. 25 (Xinhua) -- Mexican President Andres Manuel Lopez Obrador said Wednesday that the looming U.S. elections and impeachment proceedings could hold up the ratification of the United States-Mexico-Canada Agreement (USMCA).
"We don't want it to be left until the eve of the elections (in November 2020). It's better to wrap it up soon. It benefits the three countries to have the treaty already approved," the president told a press conference. Mexico became the first of the three trade partners to ratify the USMCA in June, but the Canadian and U.S. legislatures must also endorse the terms of the agreement before it takes effect.

China strongly opposes U.S. congressional committees' passing of Hong Kong-related act
BEIJING, Sept. 26 (Xinhua) -- China on Thursday deplored and strongly opposed the passing of the so-called Hong Kong Human Rights and Democracy Act of 2019 by U.S. congressional committees, urging the United States to stop interference in Hong Kong affairs.
The Act confuses right and wrong in total disregard of the facts, brazenly bolsters up violent radicals in Hong Kong and grossly interferes in China's internal affairs, Foreign Ministry spokesperson Geng Shuang said in a statement released Thursday morning.

UN chief underscores cyber realm as anti-terrorism new frontier
UNITED NATIONS, Sept. 25 (Xinhua) -- UN Secretary-General Antonio Guterres warned Wednesday that a "new frontier" of the fight against terrorism is the cyber realm and called for complementing security measures with prevention efforts that identify and address root causes.
Guterres made the remarks at a Security Council ministerial debate on cooperation between the United Nations and the Collective Security Treaty Organization, the Commonwealth of Independent States and the Shanghai Cooperation Organization in countering terrorist threats. Describing the terror threat as "evolving," he said that "the new frontier is cyber-terrorism: the use of social media and the dark web to coordinate attacks, spread propaganda and recruit new followers."
