After Meeting Kim Jong-un, Putin Supports North Korea on Nuclear Disarmament
MOSCOW — President Vladimir V. Putin of Russia made a public show of support for North Korea on nuclear disarmament, seeming to undermine President Trump’s approach to nuclear diplomacy, as Mr. Putin and Kim Jong-un on Thursday wrapped up their first summit meeting.
Russian officials have long insisted they wanted to support Mr. Trump’s efforts at one-on-one nuclear negotiations with Mr. Kim, the North Korean leader. But speaking to reporters after the meeting in Vladivostok, on Russia’s Pacific Ocean coast, Mr. Putin said that North Korea needs security guarantees from more nations than just the United States before abandoning its nuclear arsenal.

Afghan War Casualty Report: April 19-25
At least 16 pro-government forces and 15 civilians were killed in Afghanistan during the past week. There was a notable decrease in attacks compared to the near-constant violence breaking out across the country in recent months. In Kabul, at least 10 people were killed on Saturday in an attack on the Afghan communications ministry, for which the Taliban denied responsibility. A report issued by the United Nations on Wednesday said that for the first time since the organization began documenting civilian casualties a decade ago, more civilians are being killed by the Afghan government and American forces than by the Taliban and other insurgents. Civilian deaths attributed to pro-government forces rose in the first quarter of this year even as overall civilian casualties dropped to their lowest level in that period since 2013.

Venezuelan Migrants Missing After Boat Sinks
CARACAS, Venezuela — Search teams combed the Caribbean on Thursday for 25 Venezuelan migrants missing after a boat sank in rough seas on the way to Trinidad, authorities said.
At least nine others from the sunken boat had been pulled alive from the water, they said.

Belt and Road forum: Xi Jinping promises transparency to ease concerns
Xi avoided mentioning debt complaints in a speech opening a forum attended by leaders from some three dozen countries to celebrate his signature foreign initiative. But he said Beijing wants “open, green and clean cooperation” with “zero tolerance for corruption.”
The United States, Russia, Japan and India also worry Beijing is trying to build a trade and political network centred on China and expand its strategic influence at their expense.
More than 1,000 migrants break out of southern Mexico detention centre
More than half of the roughly 1,300 migrants later returned to the Siglo XXI facility in the border city of Tapachula in Chiapas state, but about 600 are still unaccounted for, the National Migration Institute said in a statement.

MOSCÚ, 26 abr (Xinhua) -- Representantes de China, Rusia y Estados Undios alcanzaron el jueves consensos sobre varios aspectos de Afganistán, incluidos la soberanía, el diálogo interno, el terrorismo, las retiradas militares y el contrabando.

Rusia reconoce que RPDC necesita garantías de seguridad para desnuclearizarse
MOSCU, 25 abr (Xinhua) -- La República Popular Democrática de Corea (RPDC) necesita garantías de seguridad para desnuclearizarse, declaró hoy el presidente de Rusia, Vladimir Putin, luego de reunirse con el máximo líder de la RPDC, Kim Jong Un.
"La desnuclearización significa un cierto grado de desarme de la RPDC. Definitivamente, la RPDC necesita garantías de su seguridad y la preservación de la soberanía", dijo Putin en conferencia de prensa.
Estas garantías deben basarse en el derecho internacional, aunque es demasiado pronto para hablar acerca de qué tan sustanciales pueden ser esas garantías.

Irán condena a Arabia Saudí y Bahréin por apoyar sanciones petroleras de EEUU
TEHERAN, 25 abr (Xinhua) -- El Ministerio de Relaciones Exteriores de Irán advirtió hoy a Arabia Saudí y a Bahréin sobre las consecuencias de apoyar la decisión de Estados Unidos de poner fin a las exenciones a las importadores de petróleo iraní.
Arabia Saudí y Bahréin son ignorantes de "la obediencia ciega a la acción de Estados Unidos", dijo hoy el vocero de la cancillería, Abbas Mousavi, en un comunicado.
Estados Unidos concluyó el lunes con seis meses de exenciones para los compradores de petróleo de Irán y les exigió detener las compras en mayo.
Mousavi también señaló que Irán no permitirá que ningún país sustituya su participación en el mercado de las exportaciones petroleras y que hará a Estados Unidos, Arabia Saudí y a Bahréin responsables de todas las consecuencias.

Fragata china zarpa para ejercicio internacional con fuego real
La fragata china Xiangtan zarpó de un puerto militar en Zhoushan, situado en la provincia oriental de Zhejiang, hoy viernes para unirse a un ejercicio internacional con fuego real en las aguas cercanas a la República de Corea y Singapur.
La fragata Xiangtan, que tiene una capacidad de desplazamiento de 4.000 toneladas, llevará un helicóptero y un equipo de fuerzas especiales que se unirán al ejercicio, que durará del 29 de abril al 15 de mayo como parte de la reunión de Ministros de Defensa de la ASEAN-Plus.
Los buques participantes se congregarán en el puerto de Busan, de la República de Corea, para una verificación de control y la ceremonia de apertura del 29 de abril al 30 de mayo, y realizarán los ejercicios del 1 al 12 de mayo. El día de puertas abiertas para los navíos y la ceremonia de clausura tendrá lugar en Singapur del 12 al 15 de mayo.

China se opone a intervención en asuntos internos de Ucrania
NACIONES UNIDAS, 25 abr (Xinhua) -- Un enviado chino aseguró el jueves que China se opone a una intervención de cualquier fuerza extranjera en asuntos internos de Ucrania.
"China toma una posición objetiva e imparcial en el tema de Ucrania", afirmó Wu Haitao, vicerepresentante permanente de la misión china ante las Naciones Unidas, en la reunión del Consejo de Seguridad sobre Ucrania.
"Respetamos la soberanía y la integridad territorial de todos los países, incluyendo Ucrania", añadió.
La firma del nuevo aguerdo de Minsk en 2015, que es una renovación del primer protocolo alcanzado en 2014, ha jugado un rol clave en la política mediación de la crisis ucraniana, manifestó Wu, quien agregó que la autoridad del acuerdo ha sido reconocida completamente por todas las partes en los últimos cuatro años.

China otorga crédito por casi mil millones a Serbia
China otorgó a Serbia este jueves (25.04.2019) un crédito por valor de 988.388.500 millones de dólares para la reconstrucción y modernización de un tramo de la vía férrea que conecta a Belgrado con Hungría.
El acuerdo fue firmado en Pekín, durante el segundo Foro de la Franja y la Ruta (o de las Nuevas Rutas de la Seda), por el ministro serbio de Finanzas, Sinisa Mali, y representantes del banco chino Exim, en presencia de los presidentes chino, Xi Jinping, y serbio, Aleksandar Vucic (foto principal), informó la agencia serbia Tanjug.

China's Xi pledges to 'fight corruption' at Belt and Road summit
President Xi Jinping laid out China's aspirations for its Belt and Road Initiative that spans the globe.
Sri Lanka sold China a 70 percent stake in a major port - Hambantota - in 2017 despite security concerns and demonstrations. Sri Lankan officials said the deal was the only way the country could repay debt - much of it owed to China.
Malaysia halted a BRI rail project last year, restarting after it renegotiated to reduce the cost of construction by a third and increase the level of local involvement.
China has pledged more than $60bn to Pakistan in loans and investments for roads, ports, power plants and industrial parks making the country one of the largest BRI recipients.
Kim Jong Un: US acted in bad faith at Vietnam talks
Talks between North Korea and US over sanctions and denuclearisation ended abruptly in February.
The North Korean leader also warned that the situation "may return to its original state as the US took a unilateral attitude in bad faith at the recent second DPRK-US summit talks".
Russia has already called for the sanctions to be eased, while the US has accused it of trying to help Pyongyang evade some of the measures - accusations Moscow denies.
Since March 2018, the North Korean leader has held four meetings with Chinese President Xi Jinping, three with South Korea's Moon Jae-in, two with Trump and one with Vietnam's president.

Moscow warns of ISIS & Al-Qaeda terrorist camps in Latin America
The activity of jihadists affiliated to Islamic State and Al-Qaeda has been spotted in Latin America as they recruit fighters and promote extremist ideology among local Muslims, Russian GRU chief Igor Kostyukov said.
"Among the new risk factors is the emergence of jihadist training camps and hideouts in the region," Igor Kostyukov, the head of Russia's main intelligence directorate (the GRU), said during the annual Moscow Conference on International Security. The jihadists currently operating in Latin America are linked to Islamic State (IS, formerly ISIS) and Al-Qaeda, he added.
