U.S. and Taliban Agree in Principle to Peace Framework, Envoy Says

KABUL, Afghanistan — American and Taliban officials have agreed in principle to the framework of a deal in which the insurgents would guarantee to prevent Afghan territory from being used by terrorists, and that could lead to a full pullout of American troops in return for larger concessions from the Taliban, the chief United States negotiator said Monday.

The American envoy, Zalmay Khalilzad, said those concessions must include the Taliban’s agreeing to a cease-fire and to talk directly with the Afghan government, issues that the insurgents have doggedly opposed in the past.

“We have a draft of the framework that has to be fleshed out before it becomes an agreement,” Mr. Khalilzad said in an interview with The New York Times in Kabul. “The Taliban have committed, to our satisfaction, to do what is necessary that would prevent Afghanistan from ever becoming a platform for international terrorist groups or individuals.”

Use of Force in France’s ‘Yellow Vest’ Protests Fuels Anger

PARIS — As he joined a “Yellow Vest” protest in Bordeaux, in southwestern France, Jean-Marc Michaud felt elated. His wife worked nearby and they had not seen each other in a month, so the march was a perfect opportunity to reunite.

Instead, his life took a serious turn for the worse at the protest in early December, when a rubber projectile fired by the police destroyed his right eye. Mr. Michaud, 41, who lives on France’s western coast, now joins demonstrations to protest both economic distress and police violence.

“The government claims that we are looters and violent protesters, but so many of us are just peaceful civilians,” said Mr. Michaud, a horticulturist who now wears an eye patch and says his arms were raised when he was shot. “The government isn’t listening to us, and now they are trying to silence us with repression in the streets.”

Philippines Cathedral Bombing Kills 20

MANILA — Two bombs exploded at a cathedral in the southern Philippines on Sunday, killing 20 people and wounding scores of others, officials said.

The attack on the island of Jolo came less than a week after voters rejected its inclusion in a Muslim autonomous area; the referendum was overwhelmingly approved in other parts of the Mindanao island group, which includes Jolo. The government of the mainly Catholic country has for decades been fighting Islamist separatist groups like Abu Sayyaf and the Islamic State.

The blasts occurred in the morning as people were gathered for Mass at the Cathedral of Our Lady of Mount Carmel in Jolo, the capital of Sulu Province, said Col. Gerry Besana, a spokesman for the military. The bombs were believed to be homemade.

The Islamic State of Iraq and the Levant (ISIL, also known as ISIS) claimed responsibility for the attack via its Amaq website.

The term is at times meant pejoratively and brings back memories of the 2005 uprising when young people in these neighbourhoods burned cars to protest police brutality and inequality under then-President Nicolas Sarkozy - who in return described them as "racaille", or scum.

In one instance, white yellow vest protesters forced a black woman out of her car and insulted her in front of her children, telling her to "go back to [her] country."

Foreign Minister Jorge Arreaza gave an inteview to RT Spanish on Sunday. Without further ado, he accused Washington of spearheading what he said an effort to overthrow democratically elected President Nicolas Maduro; "The US government is not just behind the coup but is leading it. We are focused on neutralizing Washington's attacks."

“First of all, it is interventionism to the highest degree. Secondly, it is arrogant, and, thirdly, it is artificial,” Arreaza commented. The Venezuelan government will scrutinize ties with countries who backed the opposition but will not put too much emphasis on it. Nevertheless, Caracas will keep the door open to any talks with pro-Western opposition led by Juan Guaido. The opposition leader declared himself interim president last week, garnering support or recognition from the US and an array of other nations. Russia and Turkey were among those to denounce Guaidos’s move and said they would further recognize the elected leader Maduro.

Russian Su-27 fighter jet intercepts US spy plane over Baltic Sea – Moscow (VIDEO)

Russian Su-27 fighter jet has warned off a US P-8а Poseidon reconnaissance plane, which was approaching the Russian maritime border in the Baltic Sea, the Defense Ministry said. The radars picked up the approaching target over the neutral waters in the Baltics and a Su-27 fighter jet was scrambled to intercept it.

The Russian pilots closed in on the target, while maintaining a safe distance, and identified it as US Air Force reconnaissance plane, P-8A Poseidon. The American aircraft subsequently pulled away, while the Russian jet safely returned to base. P-8 Poseidon is a modified version of Boeing 737 Next Generation passenger aircraft, developed by the company for the US Navy and put in service in 2013. Besides performing patrol and reconnaissance missions, the plane can carry torpedoes and missiles to be used in anti-ship and anti-submarine warfare.

n an extremely worrying development, genes relating to one of the most antibiotic resistant superbugs known to mankind have been found in the soil of the high Arctic, a remote and largely inhospitable corner of the world. The New Delhi Metallo-beta-lactamase-1 genes (blaNDM-1) were first identified when a Swedish patient of Indian origin, who traveled to India in 2008, presented at a Delhi hospital. The genes were then detected in surface water on Delhi streets in 2010.

In a shock development, they have now been unearthed in the soil in Svalbard, Norway, high up in the Arctic Circle, 12,870km away from the Indian city, and how they got there is a profound mystery. DNA was extracted from 40 soil samples at eight locations in Svalbard and a total of 131 antibiotic resistant genes were found. The New Delhi superbug was present in over 60 percent of the samples analyzed. The impact of antibiotic-resistant bacteria cannot be overstated, regardless of the lack of a coherent, international strategy at present.
