3 U.S. Soldiers Killed by Explosion in Afghanistan

KABUL, Afghanistan — Three American soldiers were killed on Tuesday in an explosion in Afghanistan, the United States military said. It was the worst loss of life in the country for the United States this year. Three other soldiers and an American contractor were wounded.

The deaths took place near Ghazni City, in the southeastern province of the same name, from the detonation of a roadside bomb, the military said in a statement.

The events came only three days after another American soldier was killed in the southeastern province of Nimroz during a fight with militants linked to Al Qaeda, the military said in a statement. The military also said that the soldier, Sgt. Leandro A. S. Jasso, a 25-year-old Army Ranger from Washington State, was shot accidentally by a soldier from an Afghan “partner force,” adding, “There were no indications he was shot intentionally.”

Mexico’s New Leader Faces Clash With Trump Over Migrant Caravan

MEXICO CITY — The new president of Mexico, Andrés Manuel López Obrador, has built his entire political career on defending the poor.

Now, days before Mr. López Obrador takes office, President Trump is testing how firmly he will live up to that.

Thousands of migrants from Central America have massed along the border of Mexico and the United States — with thousands more on the way. American border patrol agents fired tear gas at them on Sunday to prevent hundreds from reaching the border.

Mr. Trump has vowed to keep the migrants on Mexican soil while they apply for asylum in the United States, a process that could squeeze them into squalid, overcrowded shelters for months, possibly even years. Mexican officials say the strain is already causing a humanitarian emergency, creating a political crisis for Mr. López Obrador even before he takes office.

Russia-Ukraine Fight Over Narrow Sea Passage Risks Wider War

MOSCOW — Ukraine’s president put his nation on a war footing with Russia on Monday, as tensions over a shared waterway escalated into a crisis that dragged in NATO and the United Nations.

Russia’s seizure a day earlier of three small Ukrainian naval vessels and 23 sailors — including at least three wounded in a shooting by the Russian side — was the first overt armed conflict between the two sides since the beginning days of the conflict in 2014, when Russian special forces occupied Crimea.

The opening of an additional front at sea, even if Ukraine lacks a real navy, introduced an unstable element into what had been a shadowy war. The conflict pitting Ukrainian soldiers against Russian-backed separatists in the breakaway Donbas region, in eastern Ukraine, has sputtered along for almost five years with more than 10,000 people killed.

A Journalist Was Killed in Mexico. Then His Colleagues Were Hacked.

MEXICO CITY — The messages arrived at a familiar moment of crisis for Mexico’s fragile journalist community — another reporter killed in the line of duty.

Javier Valdez, a prominent investigative reporter, had been shot dead only a day earlier. Then came a sudden breakthrough: According to a text message received by his colleagues, his killers had been detained.

Despite the tragedy, his co-workers were suspicious. More than 90 percent of murders go unsolved in Mexico. How did the authorities solve the case so soon?

More likely, they worried, the text messages were an attempt to infiltrate their smartphones — part of a pattern of hacking attempts involving sophisticated spying technology bought by the Mexican government.

Argentine Prosecutors Consider Charges Against Saudi Crown Prince Ahead of G-20

BUENOS AIRES — Argentine authorities are looking into possible criminal charges against Crown Prince Mohammed bin Salman of Saudi Arabia as he prepares to attend an international summit meeting of world leaders this week in Buenos Aires, officials involved in the inquiry said.

The inquiry, centering on allegations of war crimes during the Saudi-led military intervention in neighboring Yemen, is the most significant test yet of Prince Mohammed’s ability to move past the international uproar that has surrounded him since the killing of the Saudi dissident Jamal Khashoggi, a Virginia resident and Washington Post columnist.

The Khashoggi case, too, is expected to be part of the inquiry as well as allegations of torture in Saudi Arabia.

The investigation in Argentina, initiated by a complaint lodged by Human Rights Watch, the advocacy group, is in its early stages, and diplomatic or other kinds of immunity may ultimately shield the prince from any potential charges. Argentine officials called it extremely unlikely that the inquiry might produce an arrest warrant before the gathering, which is set to begin on Friday.

U.S. and Czech Troops Investigated for Death of Afghan Prisoner

WASHINGTON — American and Czech forces are under investigation for the death of an Afghan commando who was beaten while in NATO custody in western Afghanistan, American and Afghan officials said, demonstrating the tensions that have grown among military forces after 17 years of war.

The commando, Wahidullah Khan, was accused of killing a Czech soldier last month in one of four deadly insider attacks this year by Afghan forces on NATO troops.

One American official said a team from the Army’s 7th Special Forces Group, which helped transfer Mr. Khan to the custody of Czech soldiers, has been withdrawn from Afghanistan as the investigation continues. It is not clear, however, if any American soldiers participated in the beating of Mr. Khan.

Col. Dave Butler, a spokesman for the American-led mission in Afghanistan, acknowledged the investigation but declined to provide details.

Manafort held secret talks with Assange in Ecuadorian embassy

Donald Trump’s former campaign manager Paul Manafort held secret talks with Julian Assange inside the Ecuadorian embassy in London, and visited around the time he joined Trump’s campaign, the Guardian has been told.

Sources have said Manafort went to see Assange in 2013, 2015 and in spring 2016 – during the period when he was made a key figure in Trump’s push for the White House.

A separate internal document written by Ecuador’s Senain intelligence agency and seen by the Guardian lists “Paul Manaford [sic]” as one of several well-known guests. It also mentions “Russians”.

Argentina prosecutors considering charges against Mohammed bin Salman at G20

The move comes after advocacy group Human Rights Watch wrote to a federal prosecutor arguing that the Argentinian courts should invoke a universal jurisdiction statute in Argentinian law, to seek prosecution of the Crown Prince for mass civilian casualties caused by the Saudi-led coalition’s campaign in Yemen, and for the torture of Saudi citizens, including Washington Post columnist, Jamal Khashoggi, who was killed in the Saudi consulate in Istanbul on 2 October.

La ONU aprueba 9 millones de dólares en fondos de emergencia para Venezuela

Es el primer financiamiento de emergencia de la ONU para el Gobierno de Nicolás Maduro, quien atribuye los problemas económicos del país a las sanciones financieras de Estados Unidos.

Merkel pide a Putin distensión en conflicto con Ucrania

La canciller alemana, Angela Merkel, "subrayó la necesidad de distensión y diálogo" entre Moscú y Kíev en una conversación telefónica anoche con el presidente ruso, Vladímir Putin.

Merkel y Putin "discutieron la opción de un análisis del incidente (ocurrido en el estrecho de Kerch) con la participación de expertos rusos y ucranianos en gestión fronteriza", señaló el portavoz del Gobierno alemán, Steffen Seibert.

La canciller había hablado asimismo con el presidente de Ucrania, Petro Poroshenko, a quien expresó su "preocupación" por la tensión desatada tras el incidente del domingo, así como la necesidad de "distender" la situación creada en el conflicto entre Kiev y Moscú, según el comunicado emitido por Seibert.

Human Rights Watch has asked Argentina to use a war crimes clause in its constitution to investigate the role of Saudi Crown Prince Mohammed bin Salman or, MbS as he has styled himself, in the murder of journalist Jamal Khashoggi as well as possible crimes against humanity in Yemen.

MOSCU, 27 nov (Xinhua) -- El presidente ruso, Vladimir Putin, abordó vía telefónica la situación sobre el estrecho de Kerch con la canciller alemana, Angela Merkel, informó en un comunicado el Servicio de Prensa del Kremlin.

En la conversación, propuesta por Alemania, Putin dijo que la acción ucraniana fue una "violación de las normas del derecho internacional por sus buques de guerra", de acuerdo con el comunicado.

China y Myanmar impulsarán construcción de corredor económico entre ambos países

YANGON, 27 nov (Xinhua) -- China y Myanmar se comprometieron a impulsar juntas la construcción del corredor económico entre ambos países en el marco de la iniciativa de la Franja y la Ruta, propuesta por China.

El compromiso fue realizado durante la visita de Ning Jizhe, subdirector de la Comisión Nacional de Desarrollo y Reforma de China, a Myanmar del 24 al 27 de diciembre.

NACIONES UNIDAS, 26 nov (Xinhua) -- Un enviado chino pidió hoy autocontrol para evitar un mayor incremento de las tensiones entre Rusia y Ucrania.

Wu Haitao, representante permanente de China ante la ONU, dijo al Consejo de Seguridad de la ONU que China ha tomado nota del altercado entre buques navales rusos y ucranianos en aguas cerca del estrecho de Kerch y añadió que China está "preocupada por las tensiones derivadas de esto"

Presidente sirio sustituye a 9 ministros en reorganización de gabinete

DAMASCO, 26 nov (Xinhua) -- El presidente de Siria, Bashar al-Assad, ordenó hoy una reorganización del Gobierno a través del cambio de nueve ministros, informó la agencia estatal de noticias SANA.

Los nueve ministros sustituidos en la reorganización son los del Interior, Recursos Hídricos, Comercio Interno, Turismo, Educación, Educación Superior, Obras Públicas y Vivienda, Comunicación e Industria.
