Trump’s Plans to Deter Migrants Could Mean New ‘Voluntary’ Family Separations
TUCSON, Ariz. — Facing a surge in migrant families entering the United States and with the midterm elections two weeks away, the Trump administration is weighing an array of new policies that it hopes will deter Central Americans from journeying north.
Each of the policies, which range from a new form of the widely criticized practice of family separation to stricter requirements on asylum, would face significant legal and logistical challenges. But the White House is applying strong pressure on federal immigration authorities to come up with a solution to secure the southwest border.
The Border Patrol apprehended 16,658 people in family units in September — a record figure, according to unpublished government data obtained by The New York Times. The total number of families that entered the country in the 2018 fiscal year, which ended Sept. 30, exceeded 100,000 for the first time in recent history.
The surge is occurring even as the total number of border crossings, including individual adults and children traveling alone, remains well below the numbers seen in the late 1990s and early 2000s.
Trump Claims ‘Criminals and Unknown Middle Easterners’ Are in Caravan of Migrants
WASHINGTON — President Trump on Monday said a caravan of migrants making their way toward the United States included “criminals and unknown Middle Easterners,” and blamed Democrats for the state of immigration law.
The “unknown Middle Easterners” Mr. Trump mentioned are a new cohort on the president’s recent list of “bad people” he says want to cross the border into America.
At a political rally on Friday, Mr. Trump said some people traveling in these groups headed toward the United States-Mexico border included “bad people,” “criminals,” “not little angels,” and “tough, tough people.” He did not mention Middle Easterners.

Disinformation Spreads on WhatsApp Ahead of Brazilian Election
SAN FRANCISCO — Over the past few months, the 120 million Brazilians who use WhatsApp, the smartphone messaging application that is owned by Facebook, have been deluged with political messages.
The missives, spread through the country by the millions, have targeted voters ahead of Brazil’s fiercely contested presidential election. A final runoff between a far-right candidate, Jair Bolsonaro, and Fernando Haddad, the leftist Workers’ Party candidate, will be on Oct. 28.
One popular WhatsApp message displayed the name of a presidential candidate, Luiz Inácio Lula da Silva, next to the number 17. When Brazilians vote, they punch in a number for a candidate or party in an electronic voting machine.

Turkey’s President Vows to Detail Khashoggi Death ‘in Full Nakedness’
Turkish officials have been leaking lurid details for weeks about the assassination and reported dismemberment of the Saudi dissident Jamal Khashoggi in the kingdom’s consulate in Istanbul. But President Recep Tayyip Erdogan, keen to maintain good relations with Saudi Arabia, has until now mostly held his tongue.
On Sunday, Mr. Erdogan broke his silence, promising that within 48 hours he would remove the lid completely from what his spokesmen are now calling a Saudi cover-up.
“We will reveal it,” he said in a televised speech. “It will be revealed in full nakedness.”
With international outrage at Mr. Khashoggi’s killing increasingly focused on the potential culpability of Saudi Arabia’s de facto ruler, Crown Prince Mohammed bin Salman, Mr. Erdogan appears to sense an opportunity.

Rebels in Congo Kill 15 and Abduct Children in Area of Ebola Outbreak
JOHANNESBURG — Congolese rebels have killed 15 civilians and abducted a dozen children in an attack in the center of the latest outbreak of the deadly Ebola virus, Congo’s military said Sunday. The violence threatened to again force the suspension of efforts to contain the virus.
The Ebola outbreak in the Democratic Republic of Congo was declared on Aug. 1, and has been centered on North Kivu Province, which borders Uganda and Rwanda. On Friday, the World Health Organization said that there had been 118 confirmed Ebola deaths so far and 35 probably caused by the disease, out of more than 200 cases. It is the 10th outbreak in the country since 1976.
Efforts to combat the disease have been complicated by fighting between government forces and armed militias, and by attacks on medical workers.
“We condemn this attack,” said Tedros Adhanom Ghebreyesus, director general of the World Health Organization. “Everyone should work on achieving peace and fight Ebola.”
At Least 55 Killed in Communal Violence in Central Nigeria
More than 55 people have been killed in a new eruption of communal violence in central Nigeria, officials said on Sunday.
Security has become a key campaign issue ahead of the election next February, in which President Muhammadu Buhari will seek a second term.
The presidency condemned the latest violence in a statement issued on Saturday.
“The frequent resort to bloodshed by Nigerians over misunderstandings that can be resolved peacefully, is worrisome,” said the statement, issued by Mr. Buhari’s spokesman, Garba Shehu.
A local police commissioner said that 22 people were arrested in the clashes last week between two communities in the Kasuwan Magani area of Kaduna state, in north-central Nigeria.

Angela Merkel puts on hold arms sales to Saudi Arabia
Chancellor Angela Merkel has said Germany will stop exporting weapons to Saudi Arabia, at least for the time being. The decision comes in the wake of the killing of journalist Jamal Khashoggi at a Saudi consulate.

MOSCU, 21 oct (Xinhua) -- Rusia responderá a las medidas de Estados Unidos luego de su retirada del Tratado de Fuerzas Nucleares de Alcance Intermedio (INF) en lugar de retirarse, indicó hoy un legislador ruso.
El tratado INF fue firmado en 1987 entre la Unión Soviética y Estados Unidos y aborda la eliminación de misiles de alcance corto e intermedio.
En los últimos años, Moscú y Washington han intercambiado acusaciones de violación del acuerdo de control de armas en medio de las crecientes tensiones entre los dos países.

Israel intenta renegociar arrendamiento de tierras con Jordania, dice Netanyahu
JERUSALEN, 21 oct (Xinhua) -- El primer ministro israelí, Benjamin Netanyahu, dijo hoy que Israel tiene intención de renegociar con Jordania la extensión de un arrendamiento israelí de tierras bajo el tratado de paz entre los dos países.
Jordania informó a Israel horas antes que desea recuperar los terrenos en el Valle del Jordán y en la sureña Arava, dijo Netanyahu en una reunión pública.
El tratado de paz Israel-Jordania, firmado en 1994, es "un valioso activo importante para ambos países" y es "el pilar principal de la estabilidad regional" junto con el firmado con Egipto en 1979, indicó Netanyahu.
Bajo el tratado Israel-Jordania, Israel arrendó cerca de 400 hectáreas de tierras agrícolas fronterizas jordanas, además de un área al sur del mar de Galilea.

Asistieron a la reunión los ministros de Defensa de los países miembros de ASEAN así como de los ocho socios de ASEAN: Australia, China, la India, Japón, Nueva Zalanda, la República de Corea, Rusia y Estados Unidos. La reunión fue presidida por Ng Eng Hen, ministro de Defensa de Singapur, que asumió la presidencia de ASEAN este año.

EEUU y Corea del Sur suspenden ejercicios aéreos de defensa conjuntos
SINGAPUR, 20 oct (Xinhua) -- Estados Unidos ha cancelado otro ejercicio militar con Corea del Sur para conceder a las maniobras diplomáticas con la República Popular Democrática de Corea (RPDC) "toda oportunidad de avanzar", indicó el Ejército estadounidense.
El secretario de Defensa estadounidense, James Mattis, y su homólogo surcoreano, Jeong Kyeong-doo, alcanzaron un acuerdo para suspender los ejercicios de defensa aéreos Vigilant Ace, informó el canal de televisión local NewsAsia, citando declaraciones de la portavoz del Pentágono, Dana White, en un comunicado publicado el viernes.
La maniobra Vigilant Ace estaba programada para celebrarse en diciembre de este año.

Russia warns of arms race if US quits weapons treaty
Kremlin bids to save landmark arms-control deal as US National Security Adviser John Bolton reaches Moscow for talks.
Kremlin spokesperson Dmitry Peskov said on Monday that Russia would be forced to act if the United States pulled out of the 1987 Intermediate-Range Nuclear Forces (INF) treaty.
US officials believe Moscow is developing and has deployed a ground-launched system in breach of the INF treaty that could allow it to launch a nuclear strike on Europe at short notice.
Several international powers - including China, Germany and France - expressed concern over Trump's comments. Britain, the US' long-time ally, said it would stand "absolutely resolute" alongside Washington over the issue, however.

China is eager to bring Latin American countries on board as well, though the initiative has started to face rising scepticism as some countries, such as Sri Lanka, have become saddled with debt that they are struggling to repay.

India will retaliate with ‘double the force’ against any attack on its sovereignty – Modi
India will respond against aggressors who challenge its sovereignty with “double the force,” Prime Minister Narendra Modi has stated, noting that his government is not shy of taking “bold” steps to defend the country’s interests.
Under Modi’s government, India is looking to spend some $250 billion to modernize its military over the next decade. While outsourcing purchases of some of its new weapons, the country is also expanding the role of state and defense firms in the indigenous development of arms.
Besides importing defense equipment from Israel, France and the United States, India has been increasingly relying on Russian tech to modernize its military. US President Donald Trump sent shock waves over the weekend, promising to withdraw from the Intermediate-Range Nuclear Forces Treaty (INF). Using the evergreen ‘Russia violated agreements’ argument, he called the accord “unacceptable.”
The agreement, in particular, envisioned the elimination of nuclear and conventional missiles with ranges of 500 to 5,500 kilometers. Dismissing the allegation that Russia has violated the terms of the deal, Peskov said Moscow is committed to the accord. Notably, he added, Washington has not undertaken any official steps to quit it, which includes a formal notification of withdrawal.

The alleged mastermind behind the US pullout from the historic INF treaty, John Bolton will expect a wintry reception in Moscow, with only the embers of the long-forgotten Helsinki summit to warm the parties.
The foreign ministry has already demanded “to hear a coherent explanation” of Washington’s actions, while various senior Russian officials have called the prospect of withdrawal “blackmail”, “a landmine under the nuclear disarmament process”, and a harbinger of “complete chaos in the sphere of nuclear armaments.”
And this is not one Bolton can blame on his boss. Appointed only in March, Bolton has become arguably the most influential US foreign policy architect, and is a long-time critic of arms control treaties. According to senior staff sources who spoke to the Guardian and the Washington Post last week, he personally persuaded Trump to quit INF. Stateside reports indicate that despite Trump’s customarily hazy pronouncements, Bolton will definitively signal US intentions to leave – a six-month notice is required to leave the indefinite-term agreement - during the Russian visit.
