Mike Pompeo Meets Turkish President to Discuss Saudi Journalist’s Fate
ISTANBUL — Secretary of State Mike Pompeo met on Wednesday with President Recep Tayyip Erdogan of Turkey, trying to resolve the international uproar over the alleged killing of a journalist inside the Saudi Consulate in Istanbul, and said that Saudi officials had promised consequences for anyone — even a member of the royal family — found responsible.
Mr. Pompeo arrived in Ankara, the Turkish capital, as a barrage of new information leaked by unidentified Turkish officials appeared in news outlets, giving gruesome details of what they say are audio recordings of Jamal Khashoggi being assaulted, tortured, killed and dismembered inside the consulate two weeks ago.
After meeting on Tuesday with top Saudi officials, including King Salman and Prince Mohammed bin Salman, Mr. Pompeo told reporters early Wednesday before leaving Riyadh, the Saudi capital: “They made a commitment to hold anyone connected to any wrongdoing that may be found accountable for that. Whether they are a senior officer or official, they promised accountability.”
Asked if that included members of the royal family, he said, “They made no exceptions to who they would hold accountable.”
Canada Makes Marijuana Legal, and a National Experiment Begins
MONTREAL — Canada on Wednesday became the first major world economy to legalize recreational marijuana use, beginning a national experiment that will alter the country’s social, cultural and economic fabric, and present the nation with its biggest public policy challenge in decades.
Newfoundlanders became the first Canadians to be able to smoke pot legally, when retailers there opened in the country’s easternmost province at midnight.
Across the rest of the country, government-run stores were preparing to greet consumers, who will be able to choose among pre-rolled joints, fresh or dried marijuana flowers and cannabis oil — all of which are permitted under the new federal law.
And pot enthusiasts from Montreal to Winnipeg to Calgary were getting their bongs ready for “End of Prohibition” house parties.
Israel Strikes Gaza After a Rocket Is Fired, in a Sharp Escalation of Tensions
JERUSALEM — Israeli fighter jets attacked targets in the Gaza Strip on Wednesday, the military said, hours after a rocket fired overnight by militants in the territory struck a house in the southern Israeli city of Beersheba, a sharp escalation after months of simmering tensions along the Israel-Gaza border.
The residents of the house — a woman and her three young children — were treated for shock, according to the Israeli emergency services, and the Israeli military said a second rocket fell into the sea after it was fired overnight toward the crowded coastal area of central Israel.
The Israeli military said it had struck 20 targets in the Gaza Strip, including Hamas sites, but Hamas and Islamic Jihad, the other main militant group in Gaza, issued a joint statement soon after the first Israeli strikes denying responsibility for the rocket fire against Israel.
It would be unusual for a smaller, rogue group to fire longer-range rockets that can reach the central coastal area and, in any case, Israeli officials said they held Hamas responsible for the attacks
U.S. Military Airstrike Kills 60 Shabab Fighters in Somalia
WASHINGTON — The Pentagon’s Africa Command said on Tuesday that it had carried out the deadliest attack against the Islamist extremist group Shabab in nearly a year, killing about 60 fighters in central Somalia.
The strike took place Friday in the vicinity of Harardhere, about 300 miles northeast of Mogadishu, Somalia’s capital, the military said in a statement. Africa Command officials offered no other details except to say it did not kill or injure any civilians, suggesting the militants were in a camp or massing for an attack.
The strike came after a recent spate of attacks that the Shabab have conducted against Somali security forces and their American advisers across the country.
On Sept. 21, Shabab fighters attacked American and Somali troops 30 miles northwest of Kismayo. Ten days earlier, militants struck Somali and American forces in Mubarak, in central Somalia, killing one Somali soldier.
South Korea Denies Refugee Status to Hundreds of Fleeing Yemenis
SEOUL, South Korea — South Korea refused Wednesday to grant refugee status to hundreds of Yemenis who fled the catastrophic war in their home country, allowing them to stay here only on temporary humanitarian visas.
More than 500 Yemenis landed in Jeju, a tourist island off the southern coast of South Korea, in the first five months of this year, capitalizing on the island’s no-visa entry policy.
Taken aback by the sudden influx of asylum seekers and a public outcry over their arrival, the central government withdrew the no-visa benefit for Yemenis in June. It also banned the Yemenis from leaving for mainland South Korea, stranding about 480 of them on the island while their applications for refugee status were reviewed.
After months of screening, the Justice Ministry on Wednesday decided against granting refugee status to any of the Yemenis.

UNITED NATIONS — The presidential election in Brazil will not only shape the destiny of Latin America’s largest country. It is also a referendum on the fate of the Amazon: the world’s largest tropical forest, sometimes known as the lungs of the Earth.
The stakes for the planet are huge.
The front-runner for the presidency, Jair Bolsonaro — a far-right congressman who has said Brazil’s environmental policy is “suffocating the country” — has promised to champion his country’s powerful agribusiness sector, which seeks to open up more forest to produce the beef and soy that the world demands.
He has dangled the possibility of pulling out of the Paris climate agreement. But even if he doesn’t, his campaign promises could have dire consequences for the Amazon, and therefore for the rest of the planet. Stretching across two million square miles, most of it in Brazil, the Amazon acts as a giant sink for the carbon dioxide emissions that the world as a whole produces.
Mr. Bolsonaro has said he would scrap the Environment Ministry, which is mandated to protect the environment, and instead fold it into the Agriculture Ministry, which tends to favor the interests of those who would convert forests into farmland.
A KKK Endorsement? No Thanks, Says Brazil’s Top Presidential Candidate
SÃO PAULO, Brazil — Jair Bolsonaro, the far-right front-runner in Brazil’s presidential race, is famous for his incendiary comments, but on Tuesday he rejected an out-of-the-blue endorsement of sorts from David Duke, the former grand wizard of the Ku Klux Klan.
“I refuse any kind of support coming from supremacist groups,” Mr. Bolsonaro said in a tweet in English. In another tweet, in Portuguese, he said: “To exploit this to try and influence an election in Brazil is an enormous stupidity! It’s not knowing the Brazilian people, who are mixed race.”
Mr. Duke, who also endorsed Donald Trump during the 2016 election in the United States, mentioned Mr. Bolsonaro during his radio program a week ago.
“He sounds like us,” Mr. Duke said in comments picked up by BBC News Brasil and shared widely on social media in Brazil.

South Korea rejects Yemeni asylum-seekers
A technical loophole allowed the Yemenis to enter South Korean territory visa-free, but their arrival was met with a strong anti-immigrant backlash. South Korea has some of the toughest refugee laws in the world.
The South Korean Ministry of Justice announced on Wednesday that it denied refugee status to hundreds of Yemenis who had arrived in the island of Jeju earlier this year; they could enter due to a loophole that allowed for visa-free travel.
Of the roughly 500 people from the conflict-plagued nation that arrived on the South Korean island, a total of 481 formally applied for asylum.

Turquía ampliará operación militar en este de Siria, dice presidente turco
ANKARA, 16 oct (Xinhua) -- El presidente turco Recep Tayyip Erdogan dijo hoy que su país podría ampliar la operación contra la presencia de militantes kurdos hacia el este del río Eufrates en Siria.
Ante el grupo parlamentario del gobernante Partido Justicia y Desarrollo (AKP), el presidente dijo que si Estados Unidos no actúa al este del río Eufrates o la implementación es demorada, Turquía tomará todas las medidas necesarias al más alto nivel contra militantes kurdos en esa zona.

Premier chino llega a Bélgica para visita de trabajo y cumbre de ASEM
BRUSELAS, 16 oct (Xinhua) -- El primer ministro de China, Li Keqiang, llegó hoy a Bruselas para realizar una visita de trabajo a Bélgica y para participar en la 12ª cumbre de la Reunión Asia-Europa (ASEM).
Se trata del tercer viaje a Bélgica del primer ministro chino en cuatro años.
Durante su visita, Li conversará con el primer ministro belga Charles Michel. Ambos también ofrecerán una conferencia de prensa conjunta y presenciarán la firma de una serie de documentos de cooperación bilateral.

Rey saudí se reúne con Pompeo en medio de disputa por desaparición de periodista
RIAD, 16 oct (Xinhua) -- El rey de Arabia Saudí Salman bin Abdulaziz Al Saud se reunió hoy con el secretario de Estado de Estados Unidos, Mike Pompeo, para discutir las relaciones bilaterales y la reciente disputa por la desaparición de un periodista saudí en Turquía.
Pompeo visitó Riad mientras Arabia Saudí y Turquía iniciaron una investigación conjunta sobre la desaparición del periodista saudí Jamal Khashoggi, quien no ha sido visto desde el 2 de octubre, cuando entró al consulado saudí en Estambul, Turquía.

NACIONES UNIDAS, 16 oct (Xinhua) -- El representante permanente de China ante Naciones Unidas, Ma Zhaoxu, exhortó hoy a la comunidad internacional a respetar la soberanía sobre los recursos naturales en diferentes países.
Estudios de la ONU han demostrado que más del 40 por ciento de los conflictos armados internos de los últimos 60 años han estado vinculados con recursos naturales. Desde 1990, el 75 por ciento de las guerras civiles en Africa han sido financiadas en parte con los ingresos provenientes de los recursos naturales.

Campaña contra Cuba encabezada por EEUU encuentra fuertes protestas en la ONU
NACIONES UNIDAS, 16 oct (Xinhua) -- Una campaña presentada por Estados Unidos cuyo objetivo es criticar la situación de derechos humanos en Cuba se encontró este martes con una fuerte protesta en la Organización de Naciones Unidas (ONU).
Los participantes gritaron "¡Cuba sí! ¡Bloqueo no!", en español con una voz rítmica ante la campaña estadounidense "¿En prisión por qué?", golpeando las mesas con las manos y zapateando el suelo, durante los turnos de palabra del enviado estadounidense del Consejo Económico y Social de la ONU (ECOSOC, siglas en inglés), Kelley Currie; del secretario general de la Organización de Estados Americanos, Luis Almagro y de otros diplomáticos.
EEUU lanzó la campaña con el objetivo de responsabilizar a las autoridades cubanas por violaciones contra los derechos humanos en la sala del ECOSOC, plataforma central de la ONU para la reflexión, el debate y el pensamiento innovador sobre el desarrollo sostenible.

Israeli jets pound Gaza after rocket hits home
One Palestinian killed, eight injured in Israeli attacks; Hamas says it's an attempt to undermine truce.
Palestinian sources said several rockets fired by Israeli warplanes targeted sites south of Gaza City, while another blast rocked the central region of the Gaza Strip. A powerful explosion also rocked Khan Younis in southern Gaza.
On Wednesday Israeli Defence Minister Avigdor Lieberman ordered the closure of both of Israel's border crossings with Gaza - the Kerem Shalom crossing for goods and the Erez crossing for people.
The permitted fishing zone along the Gaza coast has also been reduced to three nautical miles from six, the defence ministry body responsible for Palestinian civil affairs, COGAT, said.

Cuba explica al mundo el endurecimiento del bloqueo de EEUU
En este nuevo informe, el gobierno cubano asegura que “Desde abril de 2017 hasta marzo de 2018, el bloqueo económico,comercial y financiero impuesto por el gobierno de los Estados Unidoscontra Cuba se ha agravado y aplicado con estricto rigor”.
Este informe se presentó en cada una de las embajadas y delegaciones diplomáticas de Cuba en el mundo. En relación con la importancia de este informe Orestes Pérez Pérez, embajador cubano en Argentina, explicó que esta presentación “en el año 1992 constituía una idea muy ambiciosa.En ese año la situación internacional y de Cuba era compleja. Sin embargo, en ese año, que fue el primer año que presentamos la resolución, logramos 59 votos a favor, 3 en contra y 71 abstenciones. Desde esa fecha hacia acá la hemos presentado todos los años y el apoyo a Cuba ha sido creciente en este organismo multilateral”.

La ONU redobla su despliegue en Colombia para atender el éxodo venezolano
Naciones Unidas ha redoblado su despliegue en la Región Andina para atender la emergencia migratoria venezolana. El flujo de personas que huyen del régimen de Nicolás Maduro, aun con intensidad intermitente, no cesa. Este fin de semana llegó a Colombia un nuevo delegado de la ONU encargado de coordinar y apoyar el trabajo humanitario, sobre todo a lo largo de los más de 2.200 kilómetros de frontera que separan a los dos países.
