Fragile Cease-Fire Takes Hold Between Israel and Gaza After Weekend Attacks

JERUSALEM — A tentative cease-fire between Israel and Palestinian militant groups in Gaza appeared to have taken hold Monday morning, bringing a short but deadly bout of cross-border fighting to an end as abruptly as it had started. At least 22 Palestinians, including militants and children, were killed in Gaza over the weekend, and four Israeli civilians died in the fighting.

Hamas and Islamic Jihad, the Gaza groups that fired about 600 projectiles at southern Israel on Saturday and Sunday, had indicated a readiness to restore the fragile truce that went into effect nearly five years ago but has been interrupted repeatedly by violence. A Hamas-run television channel reported in the early hours of Monday that a new cease-fire had been reached, and would come into effect at 4:30 a.m.

Trump Threatens China With More Tariffs Ahead of Final Trade Talks

WASHINGTON — President Trump, emboldened by a strong American economy and wary of criticism that an evolving trade deal with China would not adequately benefit the United States, threatened on Sunday to impose more punishing tariffs on Chinese goods in an attempt to force additional concessions in a final agreement.

Mr. Trump, in a tweet, warned that he would increase tariffs on $200 billion in Chinese goods at the end of this week and “shortly” impose levies on hundreds of billions of dollars of additional imports. Dozens of high-level Chinese officials are arriving in Washington this week for what was expected to be a final round of negotiations toward a trade agreement, at least in principle.

Kashmiri Militants Attack Polls After Call for India Election Boycott

NEW DELHI — Violence disrupted the Indian election in the disputed Kashmir region on Monday, as separatist militants attacked two polling stations and the police responded with what residents called excessive force.

Militants in the Pulwama district hurled grenades at the polling stations, the police said, and protesters threw stones at security forces, hoping to shut down the voting, which is being conducted over five weeks throughout India. The police fired pellet guns in response, injuring at least a dozen people, according to residents.

Citing Iranian Threat, U.S. Sends Carrier Group and Bombers to Persian Gulf

WASHINGTON — The White House announced on Sunday that the United States was sending an aircraft carrier strike group and Air Force bombers to the Middle East because of “troubling and escalatory indications and warnings” related to Iran.

The deployment was intended “to send a clear and unmistakable message to the Iranian regime that any attack on United States interests or on those of our allies will be met with unrelenting force,” said John R. Bolton, the national security adviser, in a statement released Sunday night.

Europe Is Reining In Tech Giants. But Some Say It’s Going Too Far

LONDON — In Spain, activists were convicted for social media posts that violated an expanded antiterrorism law. The Twitter accounts of German citizens were blocked because of rules enacted last year that prohibit hate speech. And a Dutch court determined Google must remove search results about a doctor punished for poor performance, in compliance with a privacy law.

Heralded as the world’s toughest watchdog of Silicon Valley technology giants, Europe has clamped down on violent content, hate speech and misinformation online through a thicket of new laws and regulations over the past five years. Now there are questions about whether the region is going too far, with the rules leading to accusations of censorship and potentially providing cover to some governments to stifle dissent.

Mexico Declares Victory Over Fuel Thieves. But Is It Lasting?

IRAPUATO, Mexico — Soon after taking office in December, President Andrés Manuel López Obrador declared war on fuel theft, an enduring scourge that had been costing the nation billions of dollars a year.

Thieves had launched a particularly damaging attack, draining 1.5 million gallons of gasoline through a single illegal tap over 10 hours and immediately elevating the issue to the top of the administration’s agenda. But targeting the fuel theft racket as his first major security initiative also appeared to be an astute political move by Mr. López Obrador.

Brought to power on a wave of populist anger that handed him a mandate to reshape the nation, Mr. López Obrador was eager to make good on his core promises: to tackle corruption and crime, and to reduce poverty and inequality by making the country’s sources of wealth work for all.

Civilization Is Accelerating Extinction and Altering the Natural World at a Pace ‘Unprecedented in Human History’

WASHINGTON — Humans are transforming Earth’s natural landscapes so dramatically that as many as one million plant and animal species are now at risk of extinction, posing a dire threat to ecosystems that people all over the world depend on for their survival, a sweeping new United Nations assessment has concluded.

The 1,500-page report, compiled by hundreds of international experts and based on thousands of scientific studies, is the most exhaustive look yet at the decline in biodiversity across the globe and the dangers that creates for human civilization. A summary of its findings, which was approved by representatives from the United States and 131 other countries, was released Monday in Paris. The full report is set to be published this year.

Human society under urgent threat from loss of Earth's natural life

From coral reefs flickering out beneath the oceans to rainforests desiccatinginto savannahs, nature is being destroyed at a rate that is tens to hundreds of times higher than the average over the last 10m years, according to the Global Assessment Report by the United Nations.

The biomass of wild mammals has fallen by 82%, natural ecosystems have lost about half their area and a million species are at risk of extinction – all largely as a result of human actions, said the study, compiled over three years by a team of more than 450 scientists and diplomats.

Venezuela: Russia urges US to abandon ‘irresponsible’ plan to topple Maduro

Washington and Moscow traded barbs over Venezuela on Sunday with Russia’s foreign minister urging the United States to abandon its “irresponsible” plan to depose Nicolás Maduro and his US counterpart slamming Russian meddling in the South American country.

Sergey Lavrov made the comments during a visit to Moscow by Venezuela’s foreign minister, Jorge Arreaza – an apparent bid to stress international support for Maduro following last week’s abortive uprising against him in Caracas.

“Attempts to stage a violent upheaval in Caracas have nothing to do with democratic process, and only disrupt any prospects of political settlement,” Lavrov said, according to the Moscow-backed broadcaster RT.

Earlier, the US secretary of state, Mike Pompeo, urged Russia – which, alongside China, is one of Maduro’s two key international backers – to stop interfering in Venezuela.

“We want [Venezuela] to be an autonomous, independent sovereign state, with democratic elected officials. This is what we desire for the Venezuelan people,” Pompeo, who is due to meet Lavrov in Finland on Monday, told Fox News.

The exchange came after Donald Trump and Vladimir Putin held a 90-minute phone call on Friday, after which Trump claimed Putin was “not looking at all to get involved in Venezuela, other than he’d like to see something positive happen”.

US deploys aircraft carrier and bombers after 'troubling indications' from Iran

It was unclear on Sunday night what Iranian actions Bolton was referring to. There have been no recent incidents in the Persian Gulf where US and Iranian navies are routinely in close proximity and the Abraham Lincoln carrier strike group was already bound for the Gulf a month before Bolton made his announcement.

Pompeo insists North Korea nuclear deal still possible despite weapons test

Secretary of State Mike Pompeo insisted Sunday that a nuclear disarmament deal between the US and North Korea was still possible, despite the country’s launch of several short-range projectiles into the sea one day earlier.

A report from Pyongyang’s official, state-run Korean Central News Agency said Kim watched the drill Saturday expressing “great satisfaction.”

Kim reportedly emphasized that his soldiers maintain a “high-alert posture.” He also called for them to ramp up “defend the political sovereignty and economic self-sustenance of the country,” according to reports.

Bolton: US deploying bombers to Middle East in warning to Iran

US national security adviser says move is response to 'a number of troubling and escalatory indications and warnings'.

Amid rising tensions between Washington and Tehran, US National Security Advisor John Bolton said on Sunday that the deployment of the USS Abraham Lincoln Carrier Strike Group to the US Central Command region was a response "to a number of troubling and escalatory indications and warnings".

"It's not unusual for aircraft carriers to be deployed to the Middle East to be a deterrent to Iran. But what makes this different is Bolton putting out a statement specifying Iran. It's almost a provocation.

In response, Iran said it has mobilised all its resources to sell oil in a "grey market".

"We certainly won't sell 2.5 million barrels per day as under the [nuclear deal]," he said. "We will need to make serious decisions about our financial and economic management, and the government is working on that."

Russia plane fire: Aeroflot jet crash landing kills 41 in Moscow

TV footage shows plane making a crash landing with much of its rear part engulfed in flames.

Television footage showed the Sukhoi Superjet-100 making the crash landing at Moscow's Sheremetyevo airport with much of the rear part of the plane engulfed in flames.

The airport said in a statement the plane turned back for unspecified technical reasons and made a hard landing that started the fire.

The Flightradar24 tracking service showed the aircraft circled twice over Moscow before making the emergency descent and landing after about 45 minutes.

China slams US warships operation in South China Sea

China expresses its 'resolute opposition' after two US destroyers travel near Spratly islands claimed by Beijing.

The US guided-missile destroyers Preble and Chung Hoon travelled within 12 nautical miles of Gaven and Johnson Reefs in the Spratly Islands, a US military spokesperson told Reuters news agency.

The Chinese navy asked the US vessels to leave after they entered waters adjacent to Gaven and Chigua reefs in the Spratly Islands, which Beijing calls Nansha, the foreign ministry said.

China and the US have repeatedly traded barbs in the past over what Washington says is Beijing's militarisation of the South China Sea by building military installations on artificial islands and reefs.

China defends its construction as necessary for self-defence and says it is the US that is responsible for ratcheting up tensions in the region by sending warships and military planes close to islands Beijing claims.
