What to Watch For in Trump's Impeachment Trial on Thursday

In a protracted presentation on Wednesday, House impeachment managers pressed their case that President Trump should be removed from office, accusing him of enlisting the help of a foreign government to damage political rivals.

Democrats continued to insist that testimony from witnesses like John R. Bolton, the former White House national security adviser, was critical to conduct a fair trial. But much of the first day of arguments was spent rehashing well-known details of the impeachment inquiry and reviewing evidence and video clips that House Democrats have presented as a narrative arc documenting a coordinated pressure campaign against Ukraine.

Those arguments will continue on Thursday. What we're expecting to see: The seven members of the House will continue delivering their opening arguments, building on the case against the president that they began on Wednesday. After spending about eight hours in session on Wednesday, of a maximum of 24, they have time to flesh out their case on Thursday.

How China's Virus Outbreak Could Threaten the Global Economy

HONG KONG — The outbreak of a deadly disease in China has cast a pall over growth prospects for the world's second largest economy, raising fears about the global outlook if the mysterious coronavirus spreads or worsens.

Financial markets across Asia fell on Thursday, led by sharp drop in stocks in China, as investors pondered the potential impact of the coronavirus. The extent of its severity has become more clear over the past two days, as Chinese officials reported a surge in cases and a near doubling in the number of deaths to 17.

On Thursday, officials extended limits on movement in and out of Wuhan, the epicenter of the outbreak, to two nearby cities that millions more call home.

Trump Removes Pollution Controls on Streams and Wetlands

WASHINGTON — The Trump administration on Thursday will finalize a rule to strip away environmental protections for streams, wetlands and other water bodies, handing a victory to farmers, fossil fuel producers and real estate developers who said Obama-era rules had shackled them with onerous and unnecessary burdens.

From Day 1 of his administration, President Trump vowed to repeal President Barack Obama's "Waters of the United States" regulation, which had frustrated rural landowners. His new rule, which will be implemented in the coming weeks, is the latest step in the Trump administration's push to repeal or weaken nearly 100 environmental rules and laws, loosening or eliminating rules on climate change, clean air, chemical pollution, coal mining, oil drilling and endangered species protections.

Mr. Trump has called the regulation "horrible," "destructive" and "one of the worst examples of federal" overreach.

U.N. Court Orders Myanmar to Protect Rohingya Muslims

BANGKOK — Rejecting arguments made by Myanmar's civilian leader, Daw Aung San Suu Kyi, the International Court of Justice at The Hague ruled on Thursday that Myanmar must take action to protect Rohingya Muslims, who have been killed and driven from their homes in what the country's accusers call a campaign of genocide.

The court said Myanmar must "take all measures within its power" to prevent its military or others from carrying out genocidal acts against the Rohingya, who it said faced "real and imminent risk." It also essentially put Myanmar under court oversight, telling it to submit regular reports to the tribunal explaining what steps it had taken.

The decision is the first international court ruling against Myanmar over its military's brutal treatment of the Rohingya. While the court has no enforcement power, any member of the United Nations can request action from the Security Council based on its rulings.

Did the Saudis Play a Role in 9/11? Here's What We Found

F.B.I. agents who secretly investigated Saudi connections to the 9/11 attacks for more than a decade after high-level officials discounted any government links found circumstantial evidence of such support but could not find a smoking gun, a joint investigation by The New York Times Magazine and ProPublica shows.

One dogged F.B.I. agent in San Diego helped drive the investigation for years, after superiors advised the team to give up on the case. Three presidential administrations have built a wall of secrecy around information about possible Saudi government ties to the attacks.

"Given the lapse of time, I don't know any reason why the truth should be kept from the American people," said Richard Lambert, who led the F.B.I.'s initial 9/11 investigation in San Diego.

The full article includes new details that have never been reported before, revealing missed investigative opportunities. Read the entire article from The New York Times Magazine here.

Iran's new Quds Force chief will meet SAME FATE as slain Gen. Soleimani if he follows path of killing Americans – US envoy

A top US diplomat took aim at Esmail Ghaani who succeeded the murdered General Soleimani, threatening that the new head of Iran's elite unit may end up like his famed predecessor if he's into killing Americans.

If General Esmail Ghaani, the newly appointed chief of the Quds Force – the secretive part of the elite Islamic Revolutionary Guard Corps (IRGC) – "follows the same path of killing Americans then he will meet the same fate," US Special Representative for Iran Brian Hook said in an interview with the Asharq al-Awsat newspaper.

We will hold the regime and its agents responsible for any attack on Americans or American interests in the region," Hook continued, not elaborating further.

Turkey won't send more advisers to Libya while ceasefire is observed – Ankara

Turkey does not plan to send more military advisers to Libya while a ceasefire is being observed, RIA Novosti quoted Turkey's Foreign Minister Mevlut Cavusoglu as saying on Thursday. Ankara will instead commit to international efforts to reconcile the conflicting parties, he added.

Cavusoglu said on Tuesday that eastern Libyan military commander Khalifa Haftar must abide by calls for a political solution and take steps to secure "calm on the ground."

Algeria will on Thursday host foreign affairs ministers from countries bordering Libya to discuss the conflict there, Reuters reported. Ministers from Egypt, Tunisia, Sudan, Chad, Mali and Niger will visit Algiers a week after a summit in Berlin aimed at shoring up a ceasefire.

'Missile hunters': Russian military to have TWICE AS MANY radars able to spot stealthy hypersonic projectiles in Arctic

Moscow apparently plans to boost the number of state-of-the-art radars – designed to locate even the stealthiest flying targets – it has in the Arctic. The deployment will "significantly" increase Russia's defense capabilities.

Citing military industry sources, TASS reports that the country's General Staff is poised to deploy five more Resonance-N radars "capable of detecting hypersonic targets – in addition to the five already ordered."

Once all online, the radars will shield the entire Russian Arctic from incoming "hypersonic devices," the source said.

ICJ orders Myanmar to protect Rohingya

The Hague-based International Court of Justice has ordered Myanmar to take emergency measures to prevent genocide of the Rohingya.

In a unanimously-ruled order issued by a panel of 17 judges, and read by presiding Judge Abdulaqawi Ahmed Yusuf, the court upheld the provisions of the 1948 Genocide Convention - saying Myanmar had "caused irreparable damage to the rights of the Rohingya".

According to the Statute of the ICJ, the court has the power to order provisional measures when "irreparable prejudice could be caused to rights which are the subject of judicial proceedings". The court found that the condition of urgency had been met in this case.

In November the Gambia filed a suit against Myanmar alleging it was committing "an ongoing genocide against its minority Muslim Rohingya population" and violating the 1948 Genocide Convention.

Libya's Mitiga airport closes again amid threats from Haftar

The Libyan capital's only operational airport has closed again after threats by forces loyal to renegade military commander Khalifa Haftar, dealing another setback to peace efforts.

Despite repeated appeals from the United Nations, the airport has been hit multiple times since the start of an offensive in April by fighters led by eastern-based commander Haftar to seize Tripoli from the UN-recognised Government of National Accord (GNA).

Mitiga airport authorities said late on Wednesday they were suspending air traffic "until further notice" after Haftar's spokesman threatened to attack planes flying over the city.

"Any military or civilian aircraft, regardless of its affiliation, flying over the capital will be destroyed," warned Haftar's spokesman Ahmad al-Mesmari, adding that such flights would be considered a violation of the ceasefire in place since January 12.

Al-Mesmari said the GNA was using the airport for military purposes as a base for Turkish soldiers sent by Ankara in its support.

More than a dozen killed in attack in South Sudan border region

At least 19 people were killed and dozens wounded in an attack in the disputed Abyei region on the Sudan-South Sudan border, according to UN peacekeepers, although a local official gave a higher toll.

Suspected nomadic Misseriya herders from Sudan attacked the Dinka village of Kolom, about nine kilometres (5.5 miles) northwest of Abyei on Wednesday, the United Nations Interim Security Force in Abyei (UNISFA), said in a statement.

UNISFA said the attack wounded at least 25 others, while three children were reportedly missing and 19 houses were set ablaze.

“Rohingya face genocide threat, rules UN top court”

The International Court of Justice says provisional measures must be implemented to protect Myanmar's Rohingya minority. In 2017, over 700,000 Rohingya fled to Bangladesh to escape violence from Myanmar security forces.

The Gambia brought the case to the ICJ on behalf of an organization of Muslim nations, accusing Myanmar of genocide during its 2017 crackdown on the Rohingya, which saw 700,000 flee over the border to Bangladesh and thousands of Rohingya were killed and raped as well as burning Rohingya villages

Presiding judge Abdulqawi Ahmed Yusuf said Myanmar must "take all measures within its power to prevent the commission of all acts" described by the convention. These include "killing members of the group" and "deliberately inflicting on the group conditions of life calculated to bring about its physical destruction in whole or in part."

The panel of 17 judges also was "of the opinion that the Rohingya in Myanmar remain extremely vulnerable," said Yusuf.

Many in Buddhist-majority Myanmar consider the Rohingya to be "Bengalis" from neighboring Bangladesh, despite them having lived in the country for generations. Almost all Rohingya have been denied citizenship in the country since the passing of Myanmar's 1982 Citizenship law, leaving them effectively stateless.

“G7 nations falling behind on fight against corruption”

Top world powers are increasingly viewed as corrupt, Transparency International's latest global corruption index found. Canada, the UK and France all fell several points, while the US saw its lowest score in years.

The annual Corruption Perceptions Index (CPI) saw a significant drop in the performance of G7 countries, with Transparency International urging governments to address issues with party financing.

What the report found:

  • The United States landed its worst score in eight years — garnering 69 out of 100 points and dropping to rank 23.
  • Canada saw the largest drop compared to last year, falling four points.
  • France and the UK also saw their scores drop
  • Out of the G7 countries, only Germany and Japan saw no change, while Italy gained a point.
  • The top spot was a tie between Denmark and New Zealand with 87 points each.
  • Somalia, South Sudan and Syria landed at the bottom of the list.
  • Greece, Guyana and Estonia saw the most improvement, while Canada, Nicaragua and Australia dropped the most between 2012 and 2019.

“Turkey lashes out at EU over refugee deal ahead of Merkel visit”

The Turkish foreign minister has aimed heavy criticism at the EU, claiming that the bloc failed to pay billions of euros promised in a refugee pact. The criticism came ahead of a visit by German Chancellor Angela Merkel.

Cavusoglu told the German Bild newspaper that the EU had promised to pay Turkey €3 billion ($3.33 billion) in both 2016 and 2018.

"Now it is 2020 and we still have not received the first €3 billion in its entirety," Cavusoglu said.

Under the deal, agreed to in 2016, the number of Syrian refugees arriving in the EU via Turkey has reduced.

“Lithium extraction for e-mobility robs Chilean communities of wáter” by Sophia Boddenberg, Nikolaj Houmann Mortensen

Global demand for lithium is expected to triple in six years. But mining companies are increasingly coming into conflict with indigenous communities who are worried about the future of their ecosystems.

Coyo is one of dozens of Likan-antai communities that live in the desert's small oases. The community takes turns to tap the San Pedro River water and after waiting for two weeks, today, Hugo Diaz can finally water his crops.

"Before the mining companies arrived here, there was a lot of water," Diaz told DW. "But mining has consumed the groundwater, the companies even take water from the river, so we farmers don't get the water we need anymore."

For the Likan-antai, water has not only material but also cultural and spiritual value. "We don't just need water to maintain our customs and agriculture, water is life," said Vladimir Reyes, one of the oldest members of the Coyo community.

Over the past two decades, lithium mining operations quadrupled from 20 to 80 square kilometers in the Atacama Desert, according to a study from Arizona State University. A single pond is roughly the size of 20 football fields.

The two mining companies operating in the Atacama, Chilean SQM and American Albemarle, pump up nearly 2,000 liters (530 gallons) of brine every second, and more than 63 billion liters in a year. They also use a fair amount of freshwater.

To extract lithium from the brine, they use the desert's fierce sun to evaporate up to 95% of the water. Lithium is separated from the residue through a chemical process and converted into the compounds used in rechargeable batteries.

According to figures from the Chilean government's Committee on Non-Metallic Mining, between 2000 and 2015, 21% more water was extracted from the Atacama than naturally flowed into the area in the form of rain or meltwater.

Overexploitation of Chile’s natural resources and the marginalisation of the country’s indigenous peoples have been topics leading to confrontations both before and during nationwide protests over the past year

The prospect of lithium mining worries the members of the Maricunga's indigenous Colla community of Pai-Ote. Chile's indigenous communities have very few formal property rights to their ancestral lands. But Ariel Leon, a lawyer advising the Pai-Ote, says Chile is violating the Indigenous and Tribal Peoples Convention, which obliges governments to consult indigenous peoples when major projects interfere with their environment.

"We want people to know that electric cars are not the salvation for the planet," Jorge Alvarez Sandon of the Coyo community in the Atacama Desert told DW. "The salvation is the conscience of every human being to respect the earth like we do. If everyone would be aware of that, we wouldn't need electric cars to save the planet."

“Turkey sets its sights on the Horn of Africa”

Turkey is building on its already-strong relationship with Somalia as it accepts an invitation to explore for oil in its seas. Ankara has spent years building trust in the region as it seeks to increase its influence.

Economic and security developments in the wider Horn of Africa region have boosted the area's significance as a geostrategic location in recent years. Turkey's presence has sparked interest from analysts examining its motivations and Gulf States seeking to expand their influence.

What started out as a humanitarian policy grew more complex over time: Soon, Turkey was increasing its aid, founding new development projects and even getting involved in the post-conflict state-building process, becoming one of the first states to resume formal diplomatic relations with Somalia after the civil war, as well as the first to resume flights into Mogadishu. Today, Turkish companies still manage Mogadishu's main seaport, airport and even provide military training for Somali government soldiers

Erlap says that while Turkey's global ambitions of becoming a regional hegemon — and reviving its presence in former Ottoman regions — is part of the reason for its interest, energy is the primary driving factor behind Turkey's decision to maintain its ties to the Horn of Africa, owing to it need for accessible resources.

"The Turkish economy is in a complete shambles right now. So the government desperately needs access to energy resources — one of which is the offshore oil in Somalia."

Somalia's recent offer to Turkey also risks pulling them into direct conflict with neighboring Horn states such as Kenya, as the oil blocks in question are in the disputed maritime zone — a long-running quarrel which is yet to be resolved in the International Court of Justice (ICJ). The disputed area is approximately 100,000 square kilometers and is thought to contain significant deposits of oil and gas.

“Climate-friendly heating: How to stay warm without fossil fuels” by Gero Rueter

Many countries have heating systems that still run on coal, oil and gas. But relying on these fossil fuels to keep us warm through winter adds to CO2 emissions. So what are some of the climate-friendly alternatives?

The German city of Frankfurt is aiming to become climate neutral by 2050. In order to reach that goal, the financial hub is relying on a range of technologies, says Paul Fay from the city's energy department, who is coordinating the transition. With help from scientists, the city has drawn up a master plan that includes passive houses and energy-efficient refurbishments on older structures.

Solar panels on the roofs of Frankfurt's buildings will generate some of the city's thermal energy. Another share will come from heating pipelines serving the city's districts, where warmth will be created by burning waste and wood, or through waste heat from data centers. Ambient energy from the ground can also be harnessed with the help of heat pumps.

In theory, a heat pump works like a refrigerator — within a closed, multistage system, heat is generated in a compressor, while cool air is created in an evaporator.

A liquid coolant extracts heat from the environment to warm buildings or water. The heat pump takes energy from the ground, groundwater or air.

“Opinion: Putin's bespoke government — made for indefinite control”

Vladimir Putin has had a new constitution crafted to ensure he controls Russia for as long as he pleases. The new Russian government has been put in place to make sure that happens, writes Konstantin Eggert.

He is an amateur composer with two copyrighted hits to his credit. But Russia only learned this when Mikhail Mishustin was catapulted to political stardom last week. Vladimir Putin made him prime minister instead of his trusted No. 2 — and former president — Dmitry Medvedev. The 53-year-old was hardly a household name as head of Russia's tax service.

But this cabinet is special; it is the first that will serve after the Russian constitution is amended in April. The amendments were drafted by a special committee that Putin appointed. They include an Olympic figure-skating champion, a nationalist novelist, a trade union boss, a Cossack elder and several lawmakers known for loyalty to Putin that is outstanding even by modern Russia's demanding sycophancy standards.

The amendments are designed to relieve the president of any responsibility for economic and social issues. They will transfer the power to confirm the prime minister (who the president will still propose) and approve cabinet members to the Duma, the lower house of parliament. It is staffed — and will continue to be staffed — by the yes-men of the United Russia party, plus the token (Kremlin-controlled) opposition, like the Communists or the ultra-nationalists of the inappropriately named Liberal Democratic Party.

Most observers in Moscow agree that Putin is rushing through the amendments so he can leave the presidency before 2024, but no one knows why. The public won't find out what he has in mind, who he sees as his successor, or whether he will have a successor at all, until they are presented with a fait accompli, as is Putin's custom. Mishustin and his ministers are there to keep the electorate quiet as Putin deliberates on the future.
