2 Ex-Prime Ministers in Algeria Are Convicted in Corruption Case

ALGIERS, Algeria — Two former prime ministers of Algeria accused of corruption were convicted and sentenced to prison on Tuesday in a landmark trial, unleashing cheers of joy from pro-democracy activists demanding an overhaul of the gas-rich country’s political system.

The verdict came amid high political tensions, with Algeria to vote on Thursday in a disputed presidential election to replace President Abdelaziz Bouteflika, who was pushed out of office in April after 20 years in power. Protesters gathered outside and inside the courthouse in Algiers to hear the verdicts against the two former prime ministers, Ahmed Ouyahia and Abdelmalek Sellal. Some shouted, “Gang of gangsters!” and many waved or wore Algerian flags. The police surrounded the courthouse.

Mr. Ouyahia was sentenced to 15 years in prison and $16,000 in fines. Mr. Sellal was sentenced to 12 years in prison and $8,000 in fines. The men, who deny wrongdoing, have 10 days to appeal. Both men served under Mr. Bouteflika, who was forced to resign after protesters rose up, in part because of anger about corruption.Four other former government ministers and businessmen were also convicted in the case, which focused on a car manufacturing corruption scandal that reputedly involved huge bribes, inflated invoices and suspect loans. Mr. Bouteflika’s former campaign manager was acquitted.

House Democrats Unveil Articles of Impeachment Against Trump

WASHINGTON — House Democrats announced on Tuesday that they would move ahead this week with two articles of impeachment charging President Trump with abuse of power and obstruction of Congress, as they accused him of violating the Constitution by pressuring Ukraine for help in the 2020 election.

Speaking from a wood-paneled reception room just off the floor of the House, Speaker Nancy Pelosi and leaders of six key committees said that Mr. Trump’s actions toward Ukraine, and his efforts to block Congress’s attempt to investigate, had left them no choice but to pursue one of the Constitution’s gravest remedies. The move will bring a sitting president to the brink of impeachment for only the fourth time in American history.

“Today, in service to our duty to the Constitution, and to our country, the House Committee on Judiciary is introducing two articles of impeachment charging the president of the United States, Donald J. Trump, with committing high crimes and misdemeanors,” said Representative Jerrold Nadler, Democrat of New York and the panel’s chairman. He stood before four American flags and a portrait of George Washington.

Live Updates: French Protests Show Deep Anger Over Macron’s Pension Plans

Large protests took place in France on Tuesday, particularly in Paris but also in other cities, as people once again took to the streets to reject President Emmanuel Macron’s plans to overhaul the country’s pension system.

The demonstrations come amid continuing strikes, which for the past six days have paralyzed part of the country’s transportation network and made commuting, especially in Paris, increasingly difficult. Around 800,000 to 1.5 million people protested around France last Thursday, a turnout that bolstered labor unions and put pressure on the government. Demonstrators were marching at midday on Tuesday in cities like Marseille, Bordeaux, Rennes, Lille and Lyon.

The protests have tapped into anger with Mr. Macron, a year after the start of Yellow Vest protests that portrayed him as arrogant and disconnected from the lives of ordinary people. Labor unions want to increase the pressure on the government before Wednesday, when Prime Minister Édouard Philippe is scheduled to unveil details of the new pension plan.

Revealed: fires three times more common in Amazon beef farming zones

The findings once again draw attention to the links between Brazil’s powerful beef industry and the deforestation of the Amazon rainforest, just as the world debates climate change at COP25. Some of the world’s biggest meat companies operate in the region. More than a quarter of a million fire alerts were issued in the estimated buying zones of JBS, the largest supplier of meat globally, for example. Its factories are known to export to Europe, including to UK companies.

There were almost 80,000 fire alerts in the probable buying areas of Marfrig, the third largest Brazilian beef exporter, and more than 66,000 around abattoirs owned by Minerva. These three meatpackers dominate in Brazil’s Amazon and account for nearly half of the cattle slaughtered in the region, according to Imazon.

China improves space-based observation of Earth

BEIJING, Dec. 10 (Xinhua) -- China has greatly improved its ability to observe the Earth from space with a series of high-resolution remote sensing satellites sent into orbit over the past nine years, according to the China National Space Administration (CNSA).

The satellites, belonging to China's high-resolution Earth observation project (Gaofen project) initiated in 2010, have formed a stable satellite remote sensing system, said Tong Xudong, chief designer of the project. The project has increased the resolution of China's low-earth orbit remote sensing satellites from 2.1 meters to 0.65 meter, and the resolution of China's geostationary orbit remote sensing satellites improved from kilometer-level to 50 meters, Tong said.

The satellites, covering different observation bands, are deployed in different orbits, giving China a preliminary ability for all-weather and round-the-clock observation, said Tong. Launched on April 26, 2013, Gaofen-1 can cover the globe in four days, with an observation ability of medium resolution and wide coverage.

China Focus: China releases first 3D images based on Earth observation satellite

BEIJING, Dec. 10 (Xinhua) -- The China National Space Administration Tuesday released the first batch of three-dimensional images based on the data from the recently launched Gaofen-7 Earth observation satellite. The Gaofen-7, an important part of China's high-definition Earth observation project, is the country's first civil-use optical transmission three-dimensional surveying and mapping satellite that reaches the sub-meter definition. The 22 images unveiled show the Beijing Capital International Airport, the new Beijing Daxing International Airport, as well as some regions in China's Anhui, Guangdong and Shandong provinces.

Airplanes, vehicles, buildings and trees can be clearly seen in the images. The satellite, launched from the Taiyuan Satellite Launch Center in north China's Shanxi Province on Nov. 3, is in orbit at an altitude of 506 km and has a design life of eight years. More than 14,000 images have been obtained by the satellite. It will be mainly used for 1:10,000-scale 3D mapping. Only a few countries have acquired this level of satellite surveying and mapping, said Cao Haiyi, chief designer of the Gaofen-7 at the China Academy of Space Technology.

Trump impeachment: Democrats introduce two formal charges

Democrats unveil two articles of impeachment charging President Trump with abuse of power, obstruction of Congress.

In drafting the articles of impeachment, Pelosi faced a legal and political challenge of balancing the views of her majority while hitting the Constitution's bar of "treason, bribery or other high crimes and misdemeanors".

Some liberal members of Congress wanted more expansive charges encompassing the findings from former Special Counsel Robert Mueller's probe of Russian interference in the 2016 election.

Centrist Democrats preferred to keep the impeachment articles more focused on Trump's actions towards Ukraine.
