NATO Live Updates: Trump Calls Off News Conference

President Trump abandoned plans on Wednesday for a news conference that was scheduled to be held after the NATO meeting, saying that he had already spent ample time talking to the media.



Mr. Trump made the announcement on Twitter after calling Prime Minister Justin Trudeau of Canada “two-faced” while speaking to reporters ahead of a meeting with Chancellor Angela Merkel of Germany. Earlier, a brief video had surfaced that showed a small group of NATO leaders at Buckingham Palace reception expressing dismay about Mr. Trump’s behavior.



Jens Stoltenberg, NATO’s secretary general, spoke before the meetings on Wednesday, acknowledging the external and internal pressures facing the alliance but insisting that it was agile and strong enough to deal with them. Speaking outside the Grove Hotel in Watford, England, Mr. Stoltenberg laid out an ambitious agenda for the leaders from North America and Europe: the international fight against terrorism, arms control, combating Russia, and, for the first time, the rise of China.



Mr. Stoltenberg said that China’s growing global power offered “both opportunities but also challenges,” citing a buildup in military capabilities as a looming threat. But NATO is not only facing emerging superpowers outside the alliance: It also has deep internal divisions and disputes. Those tensions were on full display on Tuesday during an exchange between President Trump and President Emmanuel Macron of France, who laid out dueling visions for the alliance.

Climate Change Is Accelerating: ‘Things Are Getting Worse’

More devastating fires in California. Persistent drought in the Southwest. Record flooding in Europe and Africa. A heat wave, of all things, in Greenland. Climate change and its effects are accelerating, with climate related disasters piling up, season after season. “Things are getting worse,” said Petteri Taalas, Secretary General of the World Meteorological Organization, which on Tuesday issued its annual state of the global climate report, concluding a decade of what it called exceptional global heat. “It’s more urgent than ever to proceed with mitigation.”



But reducing greenhouse gas emissions to fight climate change will require drastic measures, Dr. Taalas said. “The only solution is to get rid of fossil fuels in power production, industry and transportation,” he said. Seas are warming and rising faster, putting more cities at risk of tidal flooding or worse. Glaciers are melting at a pace many researchers did not expect for decades. The amount of Arctic sea ice has declined so rapidly that the region may see ice-free summers by the 2030s.

Kamala Harris Dropped Out. What’s Next?

Senator Kamala Harris — whose campaign for the Democratic presidential nomination kicked off with a rally in Oakland on Martin Luther King Jr. Day attended by thousands, who impressed voters when she took on Joe Biden in the June debate — is dropping out of the race. She made the announcement just days after my colleagues published an extensive report in which her staffers described the senator’s campaign as flailing financially and plagued by infighting.



“I’m not a billionaire. I can’t fund my own campaign. And as the campaign has gone on, it’s become harder and harder to raise the money we need to compete,” Ms. Harris wrote in a Medium post. “In good faith, I can’t tell you, my supporters and volunteers, that I have a path forward if I don’t believe I do.”



Ms. Harris had already qualified for the debate. So far, she was the only person of color to do so in a field that has been touted as the most diverse ever. (Although, as my colleague Jennifer Medina reported, the symbolism of barrier-breaking campaigns hasn’t been much of a propellant for candidates like Ms. Harris and Julián Castro, who would be the first Latino nominee.)

Nato disunity was on full display on the opening day of the alliance’s summit in London as the French president, Emmanuel Macron, accused Turkey of colluding with Islamic State proxies while Donald Trump described Macron’s criticisms of Nato’s “brain death” as insulting and “very, very nasty”.

US House approves Uighur Act calling for sanctions on China's senior officials

The Uighur Act of 2019 is a stronger version of a bill that angered Beijing when it passed the Senate in September. It calls on the president, Donald Trump, to impose sanctions for the first time on a member of China’s powerful politburo even as he seeks a trade deal with Beijing.

Last week Trump signed into law legislation supporting anti-government protesters in Hong Kong despite angry objections from China.

It calls for sanctions against senior Chinese officials who it says are responsible and specifically names the Xinjiang Communist party secretary, Chen Quanguo, who as a politburo member is in the upper echelons of China’s leadership.

China’s foreign ministry said the bill was “arrogantly discrediting China’s efforts to combat terrorism” and seriously interfering in China’s internal affairs. In a statement, it said the situation in Xinjiang was “not a human rights, nationality, or religion issue at all, but an issue of anti-terrorism and anti-secession”.

Are drone swarms the future of aerial warfare?

For now, military drone use is dominated by lightweight surveillance unmanned aerial vehicles (UAVs) and larger attack UAVs. This situation is unlikely to change in the near future: according to defence experts at the information group Jane’s, orders for both types of device are expected to increase dramatically in the decade ahead.

The technology of swarming – drones deployed in squadrons, able to think independently and operate as a pack – is in its infancy, but armed forces around the world, including in the UK, are investing millions of pounds in its development.

According to analysts, drone swarms of the future could have the capacity to assess targets, divide up tasks and execute them with limited human interaction.

Deadly car bombing hits Syria's rebel-held city near Turkish border

DAMASCUS, Dec. 4 (Xinhua) -- A car bomb exploded on Wednesday in the rebel-held Ras al-Ayn city in northeastern Syria, leaving an unknown number of people killed and wounded, state news agency SANA reported. The bomb went off in the al-Corniche street in the countryside of Hasakah Province near the Turkish border, SANA said.



The explosion took place near a checkpoint run by the Turkish forces, according to the Britain-based watchdog group. Meanwhile, the Syrian Observatory for Human Rights said two people were killed and six others wounded in the "powerful" explosion that rocked Ras al-Ayn city controlled by the Turkey-backed rebels.



The bombing is the latest in a series of explosions targeting Turkey-backed rebels and Turkish forces in northern Syria since Ankara launched an offensive against the Kurdish forces in northern Syria in October.

U.S. court rules banks must hand over Trump financial records

WASHINGTON, Dec. 3 (Xinhua) -- A U.S. federal appeals court ruled Tuesday that Deutsche Bank and Capital One must comply with a House subpoena, which has demanded U.S. President Donald Trump's financial records. The Second Circuit Court of Appeals in New York, in a two-to-one ruling, was in favor of ordering "prompt compliance" with the subpoena from the House Financial Services and Intelligence committees.



The subpoena is part of a congressional probe into the president's dealings with Deutsche Bank, which is reportedly under investigation for its role in a money-laundering scheme. The Second Circuit and the D.C. Circuit have both ruled that Trump's accounting firm must comply with separate subpoenas from the Manhattan district attorney and House investigators. The president has asked the Supreme Court to intervene in some of those cases.+

Last month, the Supreme Court ordered a temporary stay, meaning Trump's financial records could remain outside the hands of investigators. U.S. media earlier reported that Deutsche Bank has lent Trump's businesses millions of dollars in the past years and Capital One is among the banks where Trump holds personal accounts.

Japan's upper house approves trade deal with U.S. amid criticism

TOKYO, Dec. 4 (Xinhua) -- Japan's upper house of parliament on Wednesday approved a trade deal that was agreed upon by U.S. President Donald Trump and Japanese Prime Minister Shinzo Abe.



The deal, elements of which have drawn criticism from opposition lawmakers, will see Japan lower its 38.5 percent tariff on U.S. beef to 9 percent gradually and eliminate or reduce tariffs on U.S. pork products as part of Tokyo's overall commitment to reduce or eliminate tariffs on 7.2 billion U.S. dollars of U.S. farm goods.



Under the deal, U.S. products including wheat, wine and cheese will also be granted greater access to the Japanese market, as Trump seeks to reduce the United States' hefty trade deficit with Japan. In addition, the deal, as regards U.S. agricultural products, will bring the United States in line with members of the Trans-Pacific Partnership (TPP) regional free trade pact, which Trump pulled the country out of in 2017.

Trump impeachment probe to enter new phase with landmark hearing

House Judiciary Committee set to hear from legal scholars to determine whether Trump committed impeachable offences.

In a landmark hearing on Wednesday, four constitutional law scholars will discuss whether the case against Trump meets a political and legal test for impeachment.

The Democrats' investigation of Trump centres on a July 25 telephone call the president had with Ukrainian President Volodymyr Zelenskyy in which Trump asked for "a favour".

"It involves a scheme in which Donald Trump withheld official acts, a White House meeting as well as hundreds of millions of dollars of needed military assistance in order to compel that power to deliver two investigations that he believed would assist his reelection campaign," Schiff said.

It would take 67 of 100 senators in the Senate to vote to remove the president from office. Republicans control the chamber 53-47.

UK meeting celebrating 70 years of alliance has revealed deep wounds, with Trump and Macron leading clashes.

"We must never shy away from discussing new realities, particularly NATO's response to emerging threats like hybrid warfare and disruptive technologies including space and cyber."

Al Jazeera's James Bays, reporting from Watford, said: "They can't agree on the future role of NATO 70 years after the alliance was born, it is certainly facing serious difficulties."

At a previous meeting, 18 months ago in Brussels, Trump claimed the US was overpaying for defence as he called other allies to boost their contributions.

"That's dispute number one, Donald Trump against the others," said Bays.

Gobierno de EE.UU. da un paso más en agresividad contra Venezuela y Cuba

El Gobierno estadounidense dio hoy un paso más en la agresividad contra Venezuela y Cuba al adicionar a su unilateral lista de entidades sancionadas a seis buques que transportan petróleo del país sudamericano a la isla. 

Según un comunicado de la entidad federal norteamericana, Caracas y La Habana han eludido sanciones anteriores impuestas por Washington al cambiarles los nombres a los barcos.

Luego del anuncio del paso contra la Corporación Panamericana S.A, el secretario norteamericano de Estado, Mike Pompeo, acusó en una conferencia de prensa a Cuba de “jugar un papel directo en la prevención del retorno de la democracia a Venezuela”, donde Washington desconoce al gobierno constitucional del presidente Nicolás Maduro.

Venezuela: Congreso Internacional de Comunicación condena golpe de Estado en Bolivia

Delegados e invitados al Congreso Internacional de Comunicación que se celebra hasta este 4 de diciembre en Caracas, capital de Venezuela, expresaron su enérgica condena al golpe de Estado en Bolivia contra el presidente constitucional Evo Morales y denunciaron el papel del gobierno de Estados Unidos y la OEA en la ruptura del orden democrático en la nación sudamericana.

También rechazaron el bloqueo económico-financiero contra Cuba y Venezuela que “viola los derechos humanos fundamentales al impedir el acceso de la población a alimentos, medicinas y otros bienes indispensables para la vida”.
