Brazil Supreme Court Paves Way for Release of Ex-President ‘Lula’

RIO DE JANEIRO — Former President Luiz Inácio Lula da Silva of Brazil may be released from prison as early as Friday, after a ruling from Brazil’s Supreme Court gave defendants the right to remain free while they exhaust appeals for criminal convictions.



In a six-to-five ruling handed down late Thursday, the court reversed itself on an issue that has far-reaching implications for corruption cases and could affect thousands of inmates, notably Mr. da Silva, who is universally known as “Lula.”



Previously, the court had established that a defendant could be ordered to start serving a sentence once a conviction was upheld by the first appeals court. That gave prosecutors valuable leverage to strike plea deals. Now, defendants may remain free throughout an appeals process that can take several years.

U.K. Police Release Names of 39 People Found Dead in a Truck

LONDON — The police on Friday released the names, ages and home provinces of the 39 Vietnamese people who were found dead in a refrigerated trailer in southeastern England last month, after dozens of families in north-central Vietnam had waited weeks for confirmation that their missing relatives were among the victims.



There were 10 teenagers among the people found in the refrigerated trailer on Oct. 23 in an industrial park in Grays, Essex, the police said in a statement. The victims ranged in age from 15 to 44.

Impeachment Inquiry Tests Ties Between Barr and Trump

WASHINGTON — For a while at least, he seemed to have found his Roy Cohn, a lawyer to defend him against his accusers and go after his enemies. But the relationship between President Trump and Attorney General William P. Barr may be growing more complicated with the rising threat of impeachment.



Rather than publicly join the fight against House Democrats pursuing the president, Mr. Barr has remained out of the fray, resisting requests by intermediaries from Mr. Trump to go before the cameras to say no crime had been committed. While Mr. Barr exonerated the president in the spring at the end of the Russia investigation, he has been more reticent in the current matter.

Washington drags time to get rid of New START: Russian deputy FM

MOSCOW, Nov. 8 (Xinhua) -- The United States is deliberately dragging its feet on extending the New Strategic Arms Reduction Treaty (New START), Russian Deputy Foreign Minister Sergei Ryabkov said here on Friday.

 "We are very concerned about the prospects for the New START Treaty, which expires in February 2021, the last instrument in control over the strategic offensive arms of our two countries," TASS news agency quoted Ryabkov as saying at the 4th Moscow Nonproliferation Conference. Ryabkov said Moscow had repeatedly expressed its readiness to tackle issues related to extending the New START agreement, which he said is "the only reasonable step that would prevent a final degradation of the situation in the field of strategic stability."

NRA withdraws lawsuit against San Francisco over "terror organization" allegation

SAN FRANCISCO, Nov. 7 (Xinhua) -- The U.S. pro-gun organization, the National Rifle Association (NRA), on Thursday dropped a lawsuit against the city of San Francisco for calling it "a domestic terrorist organization," City Attorney Dennis Herrera said.



"We're pleased the NRA backed down on its frivolous lawsuit," Herrera said in a statement about the NRA decision to withdraw the lawsuit filed in U.S. District Court for the Northern District of California.



After a mass shooting at the annual Gilroy Garlic Festival in Northern California in July killed 3 people and injured 17 others, the San Francisco Board of Supervisors in early September voted unanimously to declare the NRA "a domestic terrorist organization" in a resolution and urged other cities, states and the federal government to follow suit, accusing the NRA of playing a major role in the proliferation of guns across the United States.

Turkey-Russia 3rd joint patrols start in NE Syria

ANKARA, Nov. 8 (Xinhua) -- Turkish and Russian troops on Friday began their third joint patrol in northern Syria between cities Qamishli and Derik, under a deal that stipulates the withdrawal of Syrian Kurdish militia away from Turkey's border.



"Within the framework of the agreement reached with Russia in Sochi on Oct. 22, 2019, the third joint land patrol began with the participation of Turkish and Russian military elements and UAVs in the region between Kamisli (Qamishli) and Derik in the east of Euphrates," the said a Turkish defense ministry statement.



The joint patrols aim to monitor the withdrawal of the Syrian Kurdish fighters and to ensure security. The second joint patrol was carried out in the east of Ayn al-Arab and west of Tal Abyad districts, while the first one was in the east of Ad Darbasiyah.

Iran downs drone over southern port city of Mahshahr: IRNA

Iran confirms its forces shot down the drone, adding that it belonged to a foreign country, state news agency reported.

The report did not say whether the drone was a military or commercially available device.

Earlier, semiofficial Tasnim news agency reported that the unmanned aircraft was downed over Iranian territory with a domestically manufactured Mersad surface-to-air missile.

Hong Kong student who fell during weekend protests dies

Pro-democracy protesters call for city-wide vigil to honour the late 22-year-old student who died of his injuries.

In the latest incident, a man holding a bouquet approached pro-Beijing legislator Junius Ho on Wednesday morning as the politician was campaigning in his constituency near the border with China.

The attack was "not only a serious criminal act but also pure election violence," Xu Luying, spokeswoman for the Hong Kong and Macau Affairs Office of China's central government, said on Thursday, according to the official Xinhua news agency.

Xu said protesters in Hong Kong "intend to create a 'chilling effect' by threatening and intimidating their candidates and their supporters", in order to "affect the election results of the district councils and realise their purpose of seizing political power".

Thousands could potentially benefit, including Lula, after Supreme Court ends mandatory imprisonment rule.

Brazil's Supreme Court on Thursday overturned a law requiring convicted criminals to go to jail after losing their first appeal, a politically-charged ruling that may lead to the release of former left-wing President Luiz Inacio Lula da Silva.

By a 6-5 vote, the court overturned a three-year-old rule that contributed to the success of Brazil's biggest corruption investigation, the so-called Car Wash operation that put dozens of company executives and politicians in jail for bribes and kickbacks.

The prospect of serving immediate prison time after losing a first appeal encouraged suspects to negotiate plea deals with prosecutors, providing them information that helped unravel the biggest corruption scheme in Brazil's history.

Ejército iraní derriba un dron en el suroeste del país

Sistemas de defensa aérea del Ejército de Irán derribaron un avión no tripulado (dron) en el puerto de Mahshahr (suroeste), informó la agencia local ISNA.

Por su parte, la agencia local Tasnim informó que el sistema utilizado fue del tipo Mersad, que tiene la capacidad de detectar, interceptar y destruir el objetivo de cualquier ave a altitudes de 70 a 150 kilómetros.

En junio pasado, la División Aeroespacial del Cuerpo de Guardianes de la Revolución Islámica (CGRI) de Irán derribó un dron espía agresor de EE.UU. modelo Global Hawk en el sur del país persa.
