Russian and U.S. Ships Narrowly Avoid Collision in Philippine Sea

A Russian destroyer and a United States Navy guided missile cruiser nearly collided on Friday in the Philippine Sea, and each side blamed the other for what could have been a devastating episode.

The United States Navy said the events took place around 11:45 a.m. local time as a result of an “unsafe and unprofessional” move by the Russian vessel, which came within 50 to 100 feet of the U.S.S. Chancellorsville, according to a statement. The cruiser had to quickly maneuver to avoid a collision, the Navy said.

Afghan War Casualty Report: May 31-June 6

At least 50 pro-government forces and 19 civilians were killed in Afghanistan during the past week. The deadliest attack took place in Oruzgan Province, where the Taliban ambushed the police headquarters of Shahid Hasas District with two stolen Humvees packed with explosives. After the initial assault, insurgents entered the compound to target surviving officers. At least 11 soldiers and eight police officers were killed and six police officers were wounded. There are fears that the Taliban will soon capture the district center. Separately, a convoy of American forces was targeted by a car bomb in Kabul City, reportedly wounding four Americans. Four Afghan civilians were killed in the explosion. In Kabul, there were three bombings within 24 hours mostly targeting civilians. Seven civilians were killed and dozens were wounded.

Trump’s Twists on Confronting Iran Confound Allies in Europe

PARIS — President Trump and his aides have sent a dizzying, seemingly conflicting set of messages to Iran in recent weeks, ordering more troops to the Middle East and a carrier to the Arabian Sea as military threats even while declaring that Washington is seeking new negotiations, not war.

European allies, still trying to save a 2015 deal to restrain Iran’s nuclear program that Mr. Trump abandoned a year ago, are trying to make sense of the administration’s strategy.

And the government in Tehran, humiliated by Mr. Trump’s hard-line policies, has all but frozen diplomacy with Washington. “Standing and resisting the enemy’s excessive demands and bullying is the only way to stop him,” Iran’s supreme leader, Ayatollah Ali Khamenei, said on Tuesday.

Trump Allows High-Tech U.S. Bomb Parts to Be Built in Saudi Arabia

WASHINGTON — When the Trump administration declared an emergency last month and fast-tracked the sale of more American arms to Saudi Arabia, it did more than anger members of Congress who opposed the sale on humanitarian grounds.

It also raised concerns that the Saudis could gain access to technology that would let them produce their own versions of American precision-guided bombs — weapons they have used in strikes on civilians since they began fighting a war in Yemen four years ago.

Trade Wars Stoke Economic Fear as G-20 Finance Ministers Gather in Japan

FUKUOKA, Japan — An unending trade war between the United States and China. President Trump’s threat to impose new tariffs on Mexico. A potential clash with Europe over cars and agriculture.

Escalating trade disputes spurred by the president’s affinity for employing tariffs as his diplomatic weapon of choice have cast a pall over the global economy as finance ministers gather in Japan for an annual Group of 20 meeting. The weekend of talks, which begin Friday evening in Fukuoka, is expected to be rife with friction as protectionism threatens to slow growth.

US and Russia blame each other after warships nearly collide

It was the first such incident involving warships in the region since September, when a Chinese ship maneuvered close to an American destroyer in the South China Sea, an incident the US also labeled unprofessional and unsafe.

Inquiry into oil tanker attacks stops short of blaming Iran

An unidentified state actor has been blamed for attacks on four oil tankers in the Gulf last month, according to an inconclusive inquiry that stopped short of explicitly pointing the finger at Iran.

The UAE along with Saudi Arabia and Norway presented the preliminary findings during a private briefing to members of the UN security council, which will also receive the final results of the inquiry and consider a possible response.

Syrian attacks on civilians continue amid rebel counterattack

Dozens reportedly killed as rebels push back against government troops in fierce ground battle.

Thursday's push back by HTS troops and allied rebel groups against the village of Jibeen follow a series of Syrian government advances in recent weeks, the Britain-based Syrian Observatory for Human Rights war monitor said on Friday.

Nearly 300 people have been killed by air raids and shelling in the area since late April, according to the United Nations. The bombardment displaced nearly 270,000 people in May alone.

US, Russia blame each other for near collision in East China Sea

The incident comes days after Washington and Moscow sparred over an allegedly unsafe spy plane intercept near Syria.

Russia's Pacific Fleet said the USS Chancellorsville, a guided-missile cruiser, came within just 50 metres of the Russian destroyer Admiral Vinogradov, which was forced to take emergency action to avoid a crash, Russian news agencies reported.

The incident took place in the early hours of Friday in the eastern part of the East China Sea when a group of Russian vessels was on a parallel course with a US naval attack group.
