Kirstjen Nielsen Resigns as Trump’s Homeland Security Secretary
WASHINGTON — Kirstjen Nielsen, the homeland security secretary, resigned on Sunday after meeting with President Trump, ending a tumultuous tenure in charge of the border security agency that had made her the target of the president’s criticism.
“I have determined that it is the right time for me to step aside,” Ms. Nielsen said in a resignation letter. “I hope that the next secretary will have the support of Congress and the courts in fixing the laws which have impeded our ability to fully secure America’s borders and which have contributed to discord in our nation’s discourse.”
Ms. Nielsen had requested the meeting to plan “a way forward” at the border, in part thinking she could have a reasoned conversation with Mr. Trump about the role, according to three people familiar with the meeting. She came prepared with a list of things that needed to change to improve the relationship with the president.

U.S. Wants to Allow More Foreign Workers While Also Restricting Immigration
The federal government wants to issue more visas for foreign workers to take temporary jobs in housekeeping, landscaping and other fields — even as President Trump seeks to seal off the border with Mexico, where most of those workers come from.
The Departments of Homeland Security and Labor said they planned to issue up to 30,000 additional H-2B visas through Sept. 30, the end of the federal fiscal year. Congress has generally capped the number of visas, which businesses compete for, at 66,000, divided evenly between summer and winter seasons.
Only workers who had previously secured the visas would be eligible for the proposed additional ones.

U.S. Military Pulls Out of Libyan Capital as Rival Militias Battle
The United States military evacuated its small contingent of troops from the Libyan capital on Sunday as rival militias raced to stop the forces of an aspiring strongman, Gen. Khalifa Hifter, from taking control of the city.
Forces under the command of General Hifter made a surprise advanceon the outskirts of the capital, Tripoli, on Thursday, setting up a battle with a coalition of armed factions from the region around the city — the grand prize in a chaotic eight-year fight for control after the ouster of the dictator Muammar el-Qaddafi during the Arab Spring revolts.
Tripoli is the northern African country’s financial hub, receiving the income from sales of Libyan oil, housing the central bank and paying the salaries of soldiers and other public employees across the country.

The rise of the killer robots – and the two women fighting back
It sounds like something from the outer reaches of science fiction: battlefield robots waging constant war, algorithms that determine who to kill, face-recognition fighting machines that can ID a target and take it out before you have time to say “Geneva conventions”.
This is no film script, however, but an ominous picture of future warfare that is moving ever closer. “Killer robots” is shorthand for a range of tech that has generals salivating and peace campaigners terrified at the ethical ramifications of warfare waged via digital proxies.
Artificial intelligence is already spreading rapidly through policing, healthcare, farming and social work. AI experts are cautioning that militaries will be next.
The big question is: what would stop armies from deploying upgraded drone bots to search for, identify, and then take out every man in a village between the ages of 18 and 50? Or to send a killer drone to ID and assassinate a head of state? Weapons manufacturers are riding the same artificial intelligence wave as other industries. Militaries, eyeing each other in a quiet but fierce arms race, are funding some of the most cutting-edge trials.
To some, the advantages are clear: killer robots would never fatigue like a human soldier. They could potentially stay out on the battlefield for months. They would never get angry or seek revenge. They would never defy an officer’s orders. They would remove the imperfect human from the equation. Algorithms would determine who to kill.

Artificial intelligence: The EU's 7 steps for trusty AI
Do you trust AI? If not, what would it take? The European Commission says there are seven steps to building trust in artificial intelligence. It's published the latest findings from a high-level expert group.
This being a new report from the European Commission, it should come as no surprise that its "seven essentials for achieving trustworthy AI," and robotics are themselves only one of three über-steps.
The other two steps include a "large-scale pilot with partners" and "building international consensus for human-centric AI" — more on both later.

WASHINGTON, 7 abr (Xinhua) -- La secretaria de Seguridad Nacional de Estados Unidos, Kirstjen Nielsen, dimitió el domingo, mientras que un número indeterminado de inmigrantes de América Central entró al país a través de su frontera sur.
El presidente de Estados Unidos, Donald Trump, tuiteó el domingo que Nielsen "dejará su puesto y me gustaría agradecerle su servicio".
Nielsen fue nombrada para el cargo el 6 de diciembre de 2017. No está claro cuál fue el motivo de su dimisión.
Sube a 11 cifra de muertes por ataque aéreo encabezado por Arabia Saudí en capital de Yemen
SANA, 7 abr (Xinhua) -- La cifra de muertes subió a 11 y la de heridos a 39 luego de que la coalición encabezada por Arabia Saudí lanzó hoy un ataque aéreo en la capital de Yemen, Saná, bajo control rebelde, dijo el Ministerio de Salud controlado por los rebeldes.
De acuerdo con los residentes, el ataque aéreo ocurrió en la tarde contra un taller de metales cerca de una escuela en el vecindario Sawan, en el este de la capital.
Ali Ahsan, un residente local, dijo a Xinhua que escuchó dos potentes explosiones en el vecindario de Sawan y que pudo observar una columna de humo.
Yousif al-Hadri, vocero del Ministerio de Salud controlado por los rebeldes, confirmó que el número de muertos ascendió a 11, "en su mayoría alumnas" de la escuela y que la cifra de heridos creció a 39, incluido un transeúnte.

Guardia Revolucionaria de Irán promete represalia si EEUU la designa organización terrorista
TEHERAN, 7 abr (Xinhua) -- Los Cuerpos de la Guardia Revolucionaria Islámica (CGRI) de Irán advirtieron hoy que Estados Unidos debe evitar cualquier acción para designarlos como "organización terrorista".
"Si los estadounidenses llevan a cabo esa acción tonta y ponen en peligro nuestra seguridad nacional, incluiremos medidas recíprocas en nuestra agenda basadas en las políticas de la institución islámica de Irán", dijo el general de división Mohammad Ali Jafari, citado por Press TV.

Relaciones China-UE marcan inicio de "primavera cálida", dice embajador chino
BRUSELAS, 7 abr (Xinhua) -- Poco después de las recientes visitas de Estado exitosas del presidente de China, Xi Jinping, a Italia, Mónaco y Francia, el primer ministro chino, Li Keqiang, va a visitar Europa del 8 al 12 de abril.
Antes de la visita de Li, que lo llevará a Bruselas para participar en la 21ª reunión de líderes China-UE, y a Croacia para una visita oficial y la octava reunión de líderes de China y los países de Europa Central y Oriental (ECO), el enviado chino ante la UE dijo que se aproxima otra "primavera cálida" para el desarrollo de las relaciones entre China y la UE.
El embajador Zhang Ming, jefe de la misión china ante la UE, dijo que las relaciones entre China y la UE están asumiendo diversas características.

Consejo de Seguridad de la ONU exhorta a fuerzas libias a detener actividad militar
NACIONES UNIDAS, 6 abr (Xinhua) -- El Consejo de Seguridad de las Naciones Unidas instó este viernes a todas las fuerzas libias a frenar las actividades militares en medio de crecientes tensiones, subrayando que "no hay solución militar al conflicto" en el país africano.
Luego de consultar sobre Libia, los miembros del consejo hicieron un llamamiento en una declaración, leída a la prensa por Christoph Heusgen, representante permanente de Alemania ante las Naciones Unidas y presidente del Consejo de Seguridad en abril.
Los miembros del consejo expresaron su profunda preocupación por la actividad militar cerca de la capital libia de Trípoli, "que arriesga la estabilidad y las perspectivas de Libia para la mediación de la ONU y una solución política integral ante la crisis", expresó Heusgen.

República de Corea reemplaza a jefes de la armada, las fuerzas aéreas y los cuerpos de marina
SEUL, 8 abr (Xinhua) -- El Ejército de la República de Corea reemplazó este lunes a sus jefes de la armada, las fuerzas aéreas y los cuerpos de marina en un cambio regular de los altos oficiales del Ejército.
El teniente general Suh Wook, de 56 años, director en jefe de operaciones en la Junta de Jefes del Estado Mayor (JCS, por sus siglas en inglés), fue nombrado nuevo jefe del Estado Mayor, según el Ministerio de Defensa de Seúl.
El teniente general Suh Wook es conocido por su experiencia en las operaciones militares, y por encabezar unidades del ejército en el terreno fronterizo desde que fuera subteniente en 1985.

Iran rebukes US over rumoured IRGC 'terrorist' designation
Move by Washington to blacklist elite security organisation would draw reciprocal action, officials in Tehran say.
Seen as part of a broader effort to make good on US President Donald Trump's vow to take a tougher line against Iran, the proposal would - if implemented - mark an unprecedented step against an entire institution of a foreign government.
It would also go far beyond pre-existing sanctions put in place by the US to target entities linked to the IRGC, including the Quds Force, which is in charge of the force's operations abroad.
"If reports prove to be true that the stupid US administration intends to designate the IRGC as a terrorist organisation, then the IRGC [Revolutionary Guards] will also specify the US army as a group like ISIL in all parts of the world, specially the Middle-East," Jafari (the IRGC's commander) said, using the acronym for the Islamic State of Iraq and the Levant group, also known as ISIS.
The force is in charge of Iran's ballistic missiles and nuclear programmes, and answers directly to Supreme Leader Ayatollah Ali Khamenei. It is estimated to have 125,000 personnel, comprised of army, navy and air units.
Sudanese protesters keep up pressure on al-Bashir

Nicolás Maduro denuncia ataques al sistema eléctrico venezolano desde EE.UU., Chile y Colombia
El presidente de Venezuela, Nicolás Maduro, compartió que la capacidad de generación eléctrica del país fue víctima de ataques cibernéticos perpetrados desde la ciudad de Huston (EE.UU.), así como desde Chile y Colombia.
Durante su intervención en la llamada marcha antiimperialista en la capital venezolana, Maduro adelantó que las autoridades han tomado medidas para "consolidar la estabilidad de un nuevo sistema eléctrico" en los próximas 30 días. Además, prometió mejorar los pozos de agua y avanzar en el "Plan Tanque Azul", que dispone mejorar la accesibilidad del agua potable a la población.
