LONDON — Prime Minister Theresa May asked the European Union on Friday to delay Britain’s departure from the bloc for a second time — until June 30 — and conceded that the country was preparing to take part in elections for the European Parliament in May.



Mrs. May made a formal request in a letter to Donald Tusk, the president of the European Council, for a postponement of the departure, now scheduled for April 12, but analysts said her proposed date was likely to be rejected in Brussels.

In Libya, Militia Advances on Capital, Raising Prospect of Renewed Civil War



A military leader who has vowed for years that he would seize control of Libya ordered his troops on Thursday to march on the capital, Tripoli.



By nightfall, they had come within 25 miles of the city and a powerful rival militia was racing to stop them, raising the possibility of renewed civil war.



The advance, by Gen. Khalifa Hifter, appeared to mark a new and possibly decisive stage in the power struggle that has torn Libya apart since the Arab Spring uprising of 2011.



The move all but obviated plans for peace talks this month among competing Libyan factions. The United Nations secretary general, António Guterres, had arrived in Tripoli for that purpose the previous day. On Thursday he urged “calm and restraint.”

One Trump Victory: Companies Rethink China



BEIJING — Whatever deal Washington and Beijing reach over the trade war, President Trump has already scored a big victory: Companies are rethinking their reliance on China.



The two sides are nearing an agreement, with Mr. Trump saying on Thursday that an “epic” trade pact could be weeks away and that he may soon meet with President Xi Jinping, China’s top leader. But already, spurred by tariffs and trade tensions, global companies are beginning to shift their supply chains away from China, just as some Trump administration officials had wanted.



The move, known as decoupling, is a major goal of those who believe the world has grown far too dependent on China as a manufacturing giant. As Beijing builds up its military and extends its geopolitical influence, some officials fear that America’s dependence on Chinese factories makes it strategically vulnerable.

As NATO Envoys Celebrate, Signs of Fracturing From Within



WASHINGTON — To celebrate the 70th anniversary of NATO, Secretary of State Mike Pompeo gathered ministers from all the nations in the military alliance on Wednesday night in the same hall where Harry S. Truman signed the North Atlantic Treaty Organization pact in 1949. “No military alliance in the world can remotely do what we do,” Mr. Pompeo said, hailing NATO’s success.



But the forces pulling that alliance apart were evident everywhere.



The bonds among the core nations that signed the original treaty, which was displayed next to Mr. Pompeo, are fracturing. New members that were once Soviet states are turning authoritarian. This week, the Pentagon blocked delivery of equipment for the alliance’s most modern weapon, the F-35 fighter jet, to Turkey because the NATO nation would not back down on buying Russia’s most sophisticated antiaircraft system.

Afghan War Casualty Report: March 29-April 4



Nearly 120 security forces and 10 civilians were killed in the past week, The deadliest attack took place in Badghis Province on Thursday, when the Taliban attacked Bala Murghab district center, killing at least 30 soldiers and police officers. At least 21 soldiers were taken prisoners and five security outposts were taken by insurgents. No reinforcements arrived despite many calls for support. In a separate incident, 15 soldiers were killed, seven others were wounded and two soldiers were taken prisoner when dozens of Taliban fighters attacked army outposts in the same district on Monday. In Oruzgan Province, local officials claimed that between 10 and 13 civilians were killed and five others were wounded in an American airstrike on a hotel located along the Oruzgan-Kandahar highway. The provincial governor’s office and the Kandahar police chief said there were no civilians killed in the airstrike.

Russia to remain crucial feedstock supplier despite spat with Brussels

Relations between Moscow and the EU have hit their lowest level in decades. But feedstock industry expert Fares Kilzie says the bloc's current energy diversification attempts will not leave Russian firms stranded.

There's hardly anyone who knows more about the German petrochemical industry's enormous need for resources than Russian entrepreneur Fares Kilzie. In the early 1990s, he was based in Germany helping companies such as Bayer and Süd-Chemie secure petrochemicals from Russia.

After 2001, Kilzie went back to Russia and eventually founded the Creon consultancy helping European companies understand the Russian energy market. 2016 saw the establishment of the Creon Energy Fund in Luxembourg, which provides guidance for investing safely in Russia.

DW met up with Fares Kilzie in Berlin to talk about the future of Russian energy supplies to Germany and the European Union as a whole.

Macron orders probe into France's role in Rwanda genocide

The French president has named a commission to investigate France's role in the 1994 killings. More than 800,000 people, mostly ethnic Tutsis, were murdered in a genocidal campaign by militias loyal to the government.

French President Emmanuel Macron on Friday announced the creation of a commission tasked with investigating France's role in the Rwandan genocide of 1994.

The presidency tapped several historians and researchers for the commission, saying they "will be tasked with consulting all France's archives relating to the genocide … in order to analyze the role and engagement of France during that period."

La OTAN busca contener a "una Rusia más agresiva", también en Venezuela

La Alianza Atlántica, en su 70 aniversario, rechaza una "nueva Guerra Fría" y aborda, no sin divisiones internas, otras prioridades como el avance tecnológico de China, Irán o la "persistente amenaza del terrorismo".

"Nos hemos puesto de acuerdo en un paquete de medidas para mejorar nuestra vigilancia de la situación e incrementar nuestra ayuda a Georgia y Ucrania", anunció el secretario general de la OTAN, Jens Stoltenberg, en una rueda de prensa tras la reunión de los 29 ministros de Exteriores de la Alianza este jueves (04.04.2019). La misión espacial nipona condujo a primera hora de este viernes su "operación de impacto" en el asteroide Ryugu, consistente en disparar al cuerpo celeste proyectiles desde un brazo articulado que se separó de la aeronave, según anunció en rueda de prensa la Agencia Aeroespacial nipona (JAXA). JAXA calificó como exitosa la operación y destacó que es la primera vez que se abre artificialmente un cráter en la historia de los viajes espaciales.

OTAN sigue siendo única alternativa para Ucrania, dice presidente

KIEV, 4 abr (Xinhua) -- El presidente de Ucrania, Petro Poroshenko, dijo hoy que no ve una alternativa a las aspiraciones de Ucrania de integrarse a la Organización del Tratado del Atlántico Norte (OTAN), informó el servicio de prensa presidencial.

"El movimiento a la OTAN sigue siendo una opción sin alternativa para Ucrania, para su protección y para la preservación de su integridad territorial", dijo Poroshenko en una declaración de felicitaciones para conmemorar el 70° aniversario de la alianza.

Al señalar que Ucrania sigue siendo "un socio confiable de la OTAN en la construcción de un futuro común y seguro", Poroshenko enfatizó que Kiev está listo para implementar el Plan de Acción de Membresía (PAM) de la OTAN.

Entrega de sistemas S-400 rusos a Turquía empezará en junio

ANKARA, 4 abr (Xinhua) -- La entrega inicial de partes del sistema de defensa antiaérea S-400 de manufactura rusa empezará en junio, como estaba planeado, señalaron hoy funcionarios turcos.

"Las primeras partes del sistema de defensa antiaérea S-400 llegarán en junio y el cargamento estará completo en julio", dijo un funcionario turco del Ministerio de Defensa, quien pidió el anonimato.

Al hablar sobre las advertencias de Estados Unidos de que la adquisición de Turquía del sistema de defensa antimisiles S-400 podría afectar el acuerdo para aviones caza F-35, el funcionario dijo que el entrenamiento de pilotos turcos en Estados Unidos y la coordinación entre Ankara y Washington para la entrega de los F-35 continúa.

The oil-rich country, which has been in turmoil since the NATO-backed removal of its long-time ruler Muammar Gaddafi in 2011, has at least two rival administrations: the internationally-recognised government based in Tripoli, headed by Prime Minister Fayez al-Sarraj; and another in the eastern city of Tobruk, which is allied with Haftar.

Abdelwahed said it was possible that Haftar wants to reach Tripoli before the conference "so he could impose himself as a de facto security commander in the western area".

Pakistan calls for 'truth' from India on aerial dogfight

Islamabad says its stance vindicated, as US magazine quotes US officials as verifying that no Pakistani F-16s shot down.

Asad Hashim.— India claims that one of its MiG-21 fighter jets shot down a Pakistani F-16 before itself being shot down on February 27. The pilot of that jet, Wing Commander Abhinandan Varthaman, was captured by Pakistan and returned to Indian custody two days later.

Pakistan, however, has consistently denied that claim, saying none of its aircraft were shot down during the weeks of tensions between the two countries. It also claims to have shot a second Indian air force jet during the engagement, a claim India has denied.

The recent India-Pakistan face-off is expected to boost Modi's chances of re-election in the staggered general elections beginning on April 11.

Maduro advierte sobre planes de la oposición venezolana de atentar contra las unidades militares del país
