South Korea Awaits 2nd Kim-Trump Summit With Both Hope and Fear

SEOUL, South Korea — If there is anyone keeping his fingers crossed for President Trump and the North Korean leader, Kim Jong-un, to agree on how to denuclearize the North when they meet in Vietnam this month, it is President Moon Jae-in of South Korea.

With no quick fix available for South Korea’s stubborn economic troubles, Mr. Moon’s best chance for reversing his falling approval ratings rests on whether he can jump-start his signature policy of helping advance the North’s denuclearization and improving inter-Korean ties.

But that depends on Mr. Trump and Mr. Kim striking a denuclearization deal when they meet Feb. 27-28 in Hanoi, the Vietnamese capital, that is significant enough for Washington and the United Nations to ease sanctions and create room for Mr. Moon to push his ambitious plans for economic cooperation with North Korea.

200 U.S. Troops to Stay in Syria, White House Says

WASHINGTON — The White House said on Thursday that it planned to leave about 200 American troops in Syria, signaling a partial retreat from President Trump’s announcement in December that he would withdraw all 2,000 forces after what he described as a victory over the Islamic State.

The move was a concession to allies and Pentagon officials who have argued that a complete American withdrawal risks returning key areas in Syria to the Islamic State. It came Thursday after a phone call between Mr. Trump and President Recep Tayyip Erdogan of Turkey, during which the two leaders agreed to continue working together to try to create a “safe zone,” the White House said.

t was the second time in two months that a major military decision about Syria followed a phone call between Mr. Trump and Mr. Erdogan. As with Mr. Trump’s abrupt announcement in December, a terse statement on Thursday from Sarah Huckabee Sanders, the White House press secretary, took Pentagon officials by surprise.

Afghan War Casualty Report: Feb. 15-21

At least 52 pro-government forces and 14 civilians were killed in Afghanistan during the past week. The casualties of pro-government forces and civilians decreased, likely because of the cold weather and heavy snowfall in some parts of the country. The deadliest attack took place in Kandahar Province, close to the Pakistani border, where the Taliban attacked a military base of border forces and wiped out the entire unit. The Taliban detonated a Humvee packed with explosives in front of the compound entrance, then a group of insurgents entered, killing all those who survived the initial explosion.

After SpaceX Launch, Israeli Spacecraft Begins Journey to the Moon

Can a scrappy Israeli nonprofit land on the moon on a $100 million shoestring? Tonight it took the first step as it launched and then set off on a long journey to the lunar surface.

Until now, only three nations — the United States, former Soviet Union and China — have sent robotic landers to the moon. Beginning in 2007, a competition run by the X Prize Foundation and financed by Google was supposed to spur entrepreneurs to send a privately financed spacecraft there, but the competition deadline passed without anyone taking home the $20 million grand prize.

SpaceIL, based in Israel, was one of the finalists and continued its efforts even though there was no money to win. On Thursday night, its spacecraft lifted off on board a SpaceX Falcon 9 rocket in Florida.

India again threatens to restrict flow of river water to Pakistan as tension builds

An Indian government minister has reiterated the country’s plan to restrict the flow of water to Pakistan from its share of rivers, the latest effort by New Delhi to pressure its neighbour after a militant attack in Kashmir.

“Our government has decided to stop our share of water which used to flow to Pakistan,” Nitin Gadkari, transport and water resources minister, said in a tweet on Thursday. He added that the country would divert water from eastern rivers and supply it to its people in Jammu and Kashmir and Punjab states.

The comments underlined New Delhi’s anger over an attack by a Pakistan-based militant group last week in the disputed region of Kashmir, which killed 40 paramilitary police. India has accused Pakistan of not doing enough to control such groups, while Pakistan has denied involvement.

Mexican activist shot dead before vote on pipeline he opposed

Samir Flores Soberanes, an indigenous Náhuatl, was killed in his home during the early hours of Wednesday in the town of Amilcingo in Morelos state, 80 miles south of Mexico City. He was a human rights activist, producer for a community radio station and long-time opponent of the Proyecto Integral Morelos (the integral project for Morelos) – which includes the plant and pipeline.

The People’s Front in Defence of the Land and Water for the states of Morelos, Puebla and Tlaxcala (FPDTA) said in a statement that Flores had no enemies besides those behind the project. “This is a political crime for the human rights defence that Samir and the FPDTA carried out against the [project] and for people’s autonomy and self-determination,” the statement said.

The FPDTA has opposed the construction of the thermal-electric project at Huexca over concerns it could contaminate water supplies.

The project was first proposed in 2011, but has been championed by Mexico’s president, Andrés Manuel López Obrador, as a way to reduce electricity bills.

Colombian tribe calls for action on alleged effects of UK oil firm

The responsability lays in the Colombian subsidiary of the UK-based company Amerisur Resources, which reportedly began exploiting oil in a concession called Platanillo, just to the west of Buenavista’s reserve, a decade ago.

Among other things, the women allege that the company was using a tube to dump untreated – or inadequately treated – production wastewater into a stream called the Mansoya River, which ultimately feeds into the Piñuña Blanco. They say they have seen that tube for themselves.

Permission to dump into the Mansoya was granted by Colombia’s ministry of environment in 2009.

US company to stop selling China equipment to build Uighur DNA database

Thermo Fisher issued a statement on Thursday following a report in the New York Times which noted the “help of American expertise” in China’s campaign of surveillance.

Despite its low profile, Massachusetts-based Thermo Fisher is a major player in the scientific equipment market and has $24bn worth of revenue a year.

Since 2016, there have been regular reports of Chinese authorities taking blood samples in the Xinjiang region.

Xinjiang is home to most of China’s Uighur ethnic minority and has been under heavy police surveillance in recent years after violent inter-ethnic tensions. Nearly one million Uighurs and other Turkic language-speaking minorities in China have reportedly been held in re-education camps, according to a UN panel of experts.

Venezuela: Maduro closes border with Brazil as self-imposed blockade tightens

Many Venezuelans have no access to food or medical supplies. Acting President Nicolas Maduro denies that any humanitarian crisis is taking place and has called on the military to block any aid from entering the country.

Acting President Nicolas Maduro ordered the closure of Venezuela's border with Brazil on Thursday, saying earlier in the day that the border would remain "completely and absolutely" shut  "until further notice.".

Maduro said he was also considering closing the western border with Colombia.

EEUU mantendrá 200 efectivos en Siria después de retirada de tropas

WASHINGTON, 21 feb (Xinhua) -- La Casa Blanca confirmó hoy que Estados Unidos dejará una pequeña proporción de tropas en Siria después de la retirada planificada.

"Un pequeño grupo de mantenimiento de la paz de unos 200 permanecerá en Siria por un período de tiempo", dijo la secretaria de prensa de la Casa Blanca, Sarah Sanders, en un comunicado.

Las 200 tropas se dividirían entre At-Tanf, un área cerca de la frontera entre Irak y Jordania, y el noreste de Siria, informó CNN, citando a un funcionario estadounidense familiarizado con el proceso de planificación.

Entra en vigor legislación ucraniana para incluir aspiración de ingreso a OTAN y UE en Constitución

KIEV, 21 feb (Xinhua) -- La enmienda constitucional que proclama el compromiso de Ucrania de ingresar a la Organización del Tratado del Atlántico Norte (OTAN) y la Unión Europea (UE) entró en vigor hoy, informó el servicio de prensa del Parlamento de Ucrania.

La ley contempla enmendar el preámbulo de la Constitución, tres artículos y las disposiciones de transición con el propósito de definir el ingreso a la UE y a la OTAN como objetivos estratégicos de Ucrania.

La legislación fue aprobada por el Parlamento ucraniano y firmada por el presidente Petro Poroshenko a principios de este mes.

Netanyahu se reunirá con Putin el próximo miércoles en Moscú

JERUSALEN, 21 feb (Xinhua) -- El primer ministro de Israel Benjamin Netanyahu dijo hoy que se reunirá con el presidente ruso Vladimir Putin la próxima semana en Moscú, después de que canceló una reunión ya planeada por causa de asuntos políticos internos.

La reunión será la próxima semana en el Kremlin, se indicó en una declaración de la oficina del primer ministro.

Los dos líderes conversaron por teléfono hoy con anterioridad, un día después de que Netanyahu canceló la reunión previamente planeada debido a la esperada unión de dos de sus más grandes rivales antes de la elección del 9 de abril.

La reunión de la próxima semana forma parte de los continuos esfuerzos de Israel y Rusia por coordinar sus acciones en Siria. Los dos ejércitos tienen una línea directa para evitar choques de sus respectivas fuerzas aéreas.

Despite Maduro's announcement, the Brazilian government said it will go ahead with the airlifting of aid, and stockpile nonperishable food and medicine in the border town of Pacaraima.

US says 200 troops to remain in Syria after forces' withdrawal

White House announcement comes after Trump discussed situation in Syria in phone call with Turkey's Erdogan.

Critics have decried a number of possible outcomes from a precipitous withdrawal, including a Turkish attack on Kurdish-led Syrian Democratic Forces, Washington's main ally in the fight against ISIL, as well as a resurgence of the armed group.

"There's two possible messages here. One is to the Turks, yes, we are serious about protecting your interests and we are willing to keep our forces here to restrain the Kurdish elements of the Syrian Democratic Forces, from allying themselves with the PKK and attacking Turkey. 

"And the second message is to the YPG that you are not going to be abandoned, we will have a presence on the ground to restrain the Turks from attacking you. So in practice, it looks like these guys will be there as hostages to both sides to keep them on their best behaviour."

A senior US administration official said Trump's decision had been in the works for some time. It was unclear how long the 200 troops would be expected to remain in the area or where exactly they would be deployed.
