Poroshenko Builds Support Among Ukrainians Abroad in Visit to U.S.

BOUND BROOK, N.J. — While residents of Ukraine’s capital, Kiev, laid flowers and candles on the square where protesters died in a popular uprising five years ago, the country’s president was in New York on Wednesday to commemorate the anniversary.

In a speech to the United Nations and in meetings with the Ukrainian-American diaspora in New Jersey, President Petro O. Poroshenko expressed gratitude for international backing for Ukraine.

For five years, the Ukrainian people have been living amid the longest hot conflict in Europe in its modern history,” Mr. Poroshenko said at the United Nations, speaking of the war with Russian-backed separatists in eastern Ukraine. “Almost daily, we lose our best sons and daughters.”

Oil Companies May Be Complicit in Atrocities in South Sudan, U.N. Panel Says

GENEVA — Despite a peace agreement, mass atrocities continue in South Sudan, driven partly by fights over control of oil, and foreign oil companies may be complicit in war crimes, a United Nations panel said on Wednesday.

The United Nations Commission on Human Rights in South Sudan said it was “outraged by reports of thousands of civilians forcibly displaced following a scorched earth policy in which the parties to the conflict are attacking villages, torching homes, killing civilians and also raping women and girls,” Andrew Clapham, a member of the three-person panel, told reporters in Geneva.

A peace deal signed five months ago brought some hope to parts of South Sudan after five years of brutal conflict between President Salva Kiir’s forces and those loyal to his former deputy, Riek Machar, the panel said. But in a 216-page report it will submit to the Human Rights Council next month, the commission detailed continuing war crimes and crimes against humanity, and intensifying repression by the country’s security services.

Threatening U.S., Putin Promises Russians Both Missiles and Butter

MOSCOW — President Vladimir V. Putin of Russia — facing an economically beleaguered, less-supportive public — used his annual state-of-the-nation speech on Wednesday to promise a raft of social spending, while also doubling down on threats against the United States.

Mr. Putin said Washington was fueling a new arms race by withdrawing from a landmark nuclear weapons treaty and possibly deploying new missiles in Europe. Without mentioning any country in particular, he warned that if American missiles were deployed on the continent, within a few minutes’ flight of his country, Russia would aim its weapons at those missiles and at targets in the United States.

“Russia will be forced to create and deploy new types of weapons that could be used not only against the territories where a direct threat to us comes from, but also against the territories where decision-making centers directing the use of missile systems threatening us are located,” he said. “The capability of such weapons, including the time to reach those centers, will be equivalent to the threats against Russia.”

Coast Guard Officer Plotted to Kill Democrats and Journalists, Prosecutors Say

A Coast Guard lieutenant and self-described white nationalist who was arrested in Maryland last week was plotting to kill a long list of prominent journalists and Democratic politicians, as well as professors, judges and what he called “leftists in general,” federal prosecutors said in a court filing on Tuesday.

Lt. Christopher Paul Hasson, 49, was arrested Friday on gun and drug charges, but prosecutors said in the filing that the charges were just the “proverbial tip of the iceberg.”

The filing argued that Lieutenant Hasson should be held until he is tried, describing him as a “domestic terrorist” who intended “to murder innocent civilians on a scale rarely seen in this country.”

Prosecutors quoted a letter that he drafted to friends in 2017 and that the authorities found on his computer. In it, Lieutenant Hasson, who works as an acquisitions officer at Coast Guard headquarters in Washington, wrote: “I am dreaming of a way to kill almost every last person on the earth. I think a plague would be most successful but how do I acquire the needed / Spanish flu, botulism, anthrax not sure yet but will find something.”

Endgame for the Isis ‘caliphate’ looms in small Syrian town

After almost five years, the battle to dismantle Isis’ brutal “caliphate” is coming to an end in Baghuz, an unremarkable town on the Euphrates river deep in Syria’s eastern desert.

UK, US and French special forces are preparing to help in storming the area once it is cleared of civilians and surrendering fighters, the Guardian understands, in a mission which it’s hoped will free potential human shields.

The two-week operation, which will mark the defeat of Isis as a land-holding force, has been repeatedly stalled as thousands of civilians have streamed out of the town. “Today around 1,000 people were rescued,” the SDF commander Adnan Afrin said. “It was a big surprise for us. We did not expect this many people were left.”

US-backed Syrian forces hand over IS fighters to Iraq

Iraqi and foreign IS fighters have been transferred to Iraq from Syria. It was unclear if European IS fighters and family members were among those shipped to Iraq.

The US-backed Syrian Democratic Forces on Thursday handed over more than 150 Iraqi and foreign Islamic State (IS) fighters and their families to Iraq, according to Iraqi military sources and a local mayor.

Ten trucks transported the IS fighters and their families to Iraq where they are in a "safe place" and being investigated, an Iraqi security official said.

Trump-Kim summit: What's at stake for Japan?

Abe seeks 'diplomatic normalisation' of North Korean ties, long strained over denuclearisation and Japanese abductees.

Faras Ghani & Kiyomo Obo.- As global interest in the second meeting between Kim Jong Un and Donald Trump next week in Vietnam gathers momentum, Japan's Prime Minister Shinzo Abe is insisting on holding his own summit with the North Korean leader to settle the two neighbours' long-standing differences.

Denuclearisation and the abduction of Japanese citizens by North Korea decades ago to train spies have been the major obstacles in normalising relations between the two countries. In 2002, North Korea admitted it kidnapped 13 Japanese in the 1970s and 1980s, with five returning home.

North Korean authorities, however, have given no public indication of any willingness from their side for a summit with Japan.

"The biggest worry for Japan is Trump's real intention to reduce the size of US forces in South Korea," Michishita said, in an apparent reference to the US president's comments after the Singapore summit when he said he wanted "at some point" to withdraw his country's troops from South Korea.

Algeria's opposition fails to agree on joint candidate

Diverse opposition says it needs time to consult party hierarchies before deciding on consensus candidate.

A five-hour meeting on Wednesday, organised by the Islamist Justice and Development Front party (MRN), ended with participants unable to choose a candidate to take on Bouteflika, who has been in power since 1999.

Some senior opposition figures plan to boycott the vote altogether amid accusations that the political deck is already stacked in favour of the incumbent.

Pakistan rejects Iran's claim it is harbouring Jaish al-Adl

Former Pakistani top envoy to Iran says Islamabad helping Tehran with probe and denies escalating border tensions.

Ted Regencia.- Pakistan has rejected allegations by senior Iranian officials that it is harbouring the armed group, Jaish al-Adl, which claimed responsibility for last week's attack that killed 27 members of the elite Islamic Revolutionary Guard Corps (IRGC) in the southern province of Sistan-Baluchestan.

On Tuesday, Brigadier General Mohammad Pakpour, a senior IRGC commander, announced that at least three Pakistanis, including one suicide bomber, conspired with three Iranians from the Sistan-Baluchestan region to carry out the attack.

Major General Yahaya Rahim Safavi, the top military aide to the Iranian supreme leader, also denounced Pakistan's intelligence services for backing "terrorist" groups, according to Mehr news agency.

For Tehran, pursuing diplomacy with Pakistan is always a priority over confrontation, despite recent waves of violence, Behrooz Riazi, a Tehran-based political analyst wrote on social media.
