WASHINGTON — There are few things that President Vladimir V. Putin of Russia desires more than the weakening of NATO, the military alliance among the United States, Europe and Canada that has deterred Soviet and Russian aggression for 70 years.



Last year, President Trump suggested a move tantamount to destroying NATO: the withdrawal of the United States.



Senior administration officials told The New York Times that several times over the course of 2018, Mr. Trump privately said he wanted to withdraw from the North Atlantic Treaty Organization. Current and former officials who support the alliance said they feared Mr. Trump could return to his threat as allied military spending continued to lag behind the goals the president had set.

Pompeo’s Anti-Iran Tour Faces Obstacles of a Fractious Middle East



RIYADH, Saudi Arabia — In a barnstorming tour that took him to eight countries in one week, Secretary of State Mike Pompeo burned with one central message: “The need to counter the greatest threat of all in the Middle East, the Iranian regime and its campaigns of terrorism and destruction,” as he put it in Cairo on Thursday.



Jetting from capital to capital, meeting with kings, princes and presidents, his goal was to get Arab countries to work together to roll back Iranian influence in the region and take on the militias Iran is backing.



But as the trip drew to a close on Monday, it was unclear whether he had made any notable progress on that front. The obstacles toward building such a coalition are formidable.



In practice, it will be difficult for the Arab nations to work closely together on anti-Iran policies because of the complexity of relationships in the region, officials and analysts from those countries say. The Iranian-backed militias Mr. Pompeo wants to rein in vary widely and would resist a one-size-fits all solution: Hezbollah is a major force in the government of Lebanon, the groups in Syria work mostly apart from one another in the war zone, and those in Iraq have great influence in the oil-rich south.

Iranian Satellite Launch Ends in Failure



TEHRAN — Iranian officials said on Tuesday that a satellite launch that had been condemned by the Trump administration failed when the carrier rocket could not reach orbit.



“I would have liked to make you happy with some good news, but sometimes life does not go as expected,” Iran’s minister of telecommunications, Mohammad Javad Azari Jahromi, said in a Twitter post.



He said the rocket, a Safir, long used for satellite launches, had failed in the final stage, falling short of placing its payload into the correct orbit. He did not offer any explanation.



The United States, Israel and some European countries have criticized Iranian missile tests in the past, saying the launches pose a threat to the region. One of the reasons President Trump gave for withdrawing from the 2015 nuclear deal was its failure to address the threat of Iran’s ballistic missiles

Laurent Gbagbo, Former Ivory Coast Leader, Acquitted of Crimes Against Humanity



DAKAR, Senegal — The International Criminal Court in The Hague said on Tuesday that it had acquitted the former president of Ivory Coast, Laurent Gbagbo, and one of his aides of crimes against humanity and a litany of other charges related to months of violence that followed the country’s presidential election in 2010.



The decision was a severe blow to the prosecution in the case of the 73-year-old Mr. Gbagbo, the first former head of state to reach trial at the court, and raises new questions about the effectiveness of the court to pursue its mandate of dealing with war crimes and genocide, among other crimes.



Prosecutors had built a largely circumstantial case against Mr. Gbagbo for charges stemming from the violence that followed his refusal to give up power after being ousted from office during a 2010 election. The events gave rise to a bloody civil war and left a nation deeply divided to this day.

Shabab Claim Responsibility for Attack in Nairobi



NAIROBI, Kenya — The Islamist militant group Al Shabab claimed responsibility on Tuesday for an attack on an upscale hotel complex in Kenya’s capital, even as it said its members were still fighting inside.



The group, which has ties to Al Qaeda, issued the claim through its radio arm, Andalus, shortly after explosions and gunfire were heard at the complex in the Westlands neighborhood of Nairobi.



The complex includes a large hotel known as DusitD2, banks and offices. Several vehicles were said to have burned, and people were reported being carried from the scene.



Gunfire continued for several minutes after the first reports of an attack. Black smoke rose from the scene, and the sirens could be heard as ambulances and security forces rushed in. Dozens of people fled the scene.

The Senate passed the measure, invoking the 1973 War Powers Resolution, last month but a parallel effort in the House of Representatives was sunk by the Republican leadership. Now the House is under Democratic control, there is a plan to put forward identical measures in both chambers, which would put a permanent end to US refuelling, logistical support, intelligence and special forces operations with the Saudi-led coalition.

It would force Trump to accept the constraints on his executive power, or use his veto to continue an unpopular war, in support of an unpopular ally in Riyadh.

Ford and Volkswagen to announce alliance as tech reshapes industry

The announcement is expected at the Detroit auto show and comes after Ford and VW signed a memorandum of understanding last June to explore several joint projects, including the development of a range of commercial vehicles.

An alliance would be the largest of its kind in the industry and comes as both companies have struggled. This month, Ford announced it was cutting thousands of jobs in Europe and closing plants. Its European sales fell 2.3% in the first 11 months of last year.

Los talibanes se atribuyeron la responsabilidad del atentado señalando que después de la primera explosión con un coche bomba en la zona Green Village, otros cuatro suicidas entraron en el complejo, al que se refirió como "el nido" de los servicios de inteligencia, y lucharon durante varias horas contra fuerzas extranjeras y afganas.

NACIONES UNIDAS, 10 ene (Xinhua) -- Un enviado chino dijo hoy que China respalda el apoyo financiero necesario de la ONU para la fuerza conjunta G5 en el Sahel.

En una reunión del Consejo de Seguridad de la ONU, Wu Haitao, representante permanente asistente de China ante la ONU, exhortó a la comunidad internacional a brindar fuerte apoyo a los países de Africa Occidental y la región del Sahel en el combate a la delincuencia transfronteriza y el terrorismo.

"En general, la situación en Africa Occidental y la región del Sahel ha sido estable, pero los países todavía enfrentan amenazas como extremistas violentos, grupos terroristas, crimen organizado transnacional y desastres naturales", indicó.

En 2017, cinco países del Sahel, Burkina Faso, Mali, Níger, Chad y Mauritania, establecieron la fuerza conjunta con el objetivo de hacer retroceder el terrorismo y la anarquía luego del levantamiento separatista tuareg en el norte de Mali en 2012.

Pentagon prolongs US troop deployment at Mexico border

Active-duty US soldiers to remain on unusual mission until September 30 with Pentagon adding surveillance to their tasks

The deployment of active-duty US soldiers and coastguard members at the US-Mexico border will be extended until September 30, according to the Pentagon.

The deployment was supposed to end in mid-December, but the Department of Homeland Security asked that it be extended until January, a date which is now further prolonged.

The soldiers' role had primarily been to erect miles of concertina-wire fencing along popular crossing points.

Critics decried Trump's order as a costly political stunt to galvanise supporters before the vote, in which his Republicans lost control of the House of Representatives.

Putin and Abe agreed in November to accelerate negotiations based on a 1956 Soviet proposal to return two of the islands to Japan, but Lavrov's sombre tone on Monday indicated that Japanese expectations of a quick breakthrough were premature.

Lavrov noted that Russia remains concerned about the US military buildup in the Pacific, including the deployment of US missile defence components that he said create security risks for Russia and China.

Troops to stay at Mexican border through September – Pentagon

Troops sent to the Mexican border as reinforcements against the migrant caravans late last year will stay nine more months, according to the Pentagon, which announced their mission will shift toward surveillance.



Active duty and National Guard units previously tasked with barrier construction, maintenance, and helping border patrol agents will transition to conducting surveillance, though some will continue reinforcing the border with concertina wire. Acting Defense Secretary Pat Shanahan approved nine more months of Department of Defense assistance to the Department of Homeland Security, which oversees all border operations and initially sent for the troops at the start of the current migrant crisis.



About 4,500 US troops were sent to the southern border in October to secure entry points, as thousands of Central American migrants journeyed north from Honduras, El Salvador and Guatemala, hoping to gain asylum in the US.

At least 3 killed as Al-Qaeda linked militants claim responsibility for Kenyan hotel attack

At least three people have reportedly been killed during an attack in an upscale area of the Kenyan capital Nairobi. Al-Qaeda linked militant group al Shabaab have claimed responsibility for the incident.



A hotel and office complex were hit by two explosions on Tuesday, with live footage also capturing the sound of gunfire and injured people being led away from the scene.

China becomes 1st nation to grow biological life on the Moon

China’s Chang’e-4 probe has successfully germinated seeds on the dark side of the Moon in a miniature, artificial biosphere, providing hope for the future of sustainable, long-distance manned space travel.

The probe conducted the first-ever soft landing on the dark side of the Moon on January 3 following a 20-day journey from Earth. En route, the craft was carrying cotton, rape, potato, arabidopsis (rock cress) seeds, as well as fruit fly eggs and yeast, kept in an artificial dormant state in a 7-inch-tall sealed container with air, water, and soil. All plants were chosen because they are small but hardy plants that can grow in a confined, tough environment.
