To Counter Hezbollah, Israel Begins Anti-Tunnel Effort on Lebanon Border



JERUSALEM — Israel started a military operation on Tuesday to expose and thwart offensive tunnels Hezbollah had been building across the Lebanese border, the military said, the first time that Israel has taken open action to combat underground passageways in the already volatile north.



The effort, called Operation Northern Shield, was aimed at an unspecified number of tunnels in the area of Metula, said Lt. Col. Jonathan Conricus, a spokesman for the Israel Defense Forces.



None of the tunnels were ready to be used, he said, and the army was neither asking civilians in the area to evacuate nor calling up reserves. But it declared an area around Metula, in the northernmost reaches of the Galilee panhandle, a closed military zone and said it had “enhanced its presence and readiness” in the north and was “prepared for various scenarios.”

TIJUANA, Mexico — The 30 migrants were huddled under a tree on a cold night as an American government helicopter hovered overhead, its searchlight sweeping the tree’s boughs and the hard earth around it. From where they crouched, the men, women and children could see American soil only yards away, on the other side of the tall border fence separating Mexico from the United States.



They had come to jump the fence. But so many things perplexed them.



What if they got caught? If they did, could they apply for asylum? Would children be separated from their parents? Was it possible to run to San Diego? Who was in that patrol vehicle on the other side of the fence? Were the border guards allowed to shoot them?



Their long, arduous journey from Central America, traveling as part of a large caravan, followed by more than two weeks languishing in an overcrowded and increasingly fetid migrant shelter in Tijuana, had come to this: a late-night trip to the border fence, and perhaps a desperate attempt to cross.

Pompeo Questions the Value of International Groups Like U.N. and E.U.



BRUSSELS — In a major speech on Tuesday, Secretary of State Mike Pompeo tried to explain one of the abiding conundrums of the Trump administration: How does a nationalist lead on the international stage?



The answer, he said, is to jettison some treaties and institutions while bolstering others. Among the institutions that Mr. Pompeo criticized were the United Nations, the European Union, the Organization of American States and the African Union, while he embraced NATO — which President Trump has harshly criticized — as an “indispensable institution.”



The speech, delivered in a palatial concert hall in Brussels, was intended to explain Mr. Trump’s worldview to a deeply skeptical audience, including many Europeans who see Mr. Trump as undermining international agreements that they believe have promoted peace and prosperity.

It’s Not Too Late to Scrap Brexit, E.U. Court Official Says



LONDON — Just as the British Parliament began a countdown to its critical vote on plans to leave the European Union, there was a glimmer of hope from across the English Channel on Tuesday for those hoping the country will reverse that decision.



Manuel Campos Sánchez-Bordona, the advocate general of the European Court of Justice, argued in a nonbinding but significant legal opinion that Britain could unilaterally cancel its withdrawal from the 28-nation bloc before the scheduled date of its departure, on March 29.



The news came as lawmakers in Parliament were beginning five days of debate on Prime Minister Theresa May’s deal on the terms of the country’s departure from the bloc. Most analysts say the agreement will be defeated when it is put to a vote in Parliament on Dec. 11, a result that could force Mrs. May to abandon the agreement, break up her government or lead to a power struggle that imperils her leadership.

Mexico’s New President Restarts Investigation Into 43 Missing Students



MEXICO CITY — President Andrés Manuel López Obrador of Mexico created a truth commission on Monday to re-examine the case of 43 students whose disappearance in 2014, still unsolved after a disputed investigation, has come to represent the tens of thousands of Mexicans who have vanished in more than a decade of the drug war.



Just two days after taking over as Mexico’s leader, Mr. López Obrador set a new tone for the government, pledging to deliver justice to victims of violence and corruption.



“I assure you there won’t be impunity in this sad and painful case,” said Mr. López Obrador, flanked by two of the missing students’ parents. The students’ relatives, many from rural communities in Mexico’s poorest states, sat in the front row of the president’s first public event at the National Palace, holding large images of their missing sons.



Alejandro Encinas, the incoming deputy interior minister for human rights, will head the commission. It will start a new investigation under a special prosecutor’s office and will aim to consider all leads, including those that were ignored or discarded by the former government.

Papua separatists kill dozens of Indonesian workers



Indonesian officials have described it as the "worst attack" in the region in recent memory. The workers were building roads and bridges to spur economic development in Indonesia's most impoverished region.

Indonesian security services have launched an operation targeting separatists in the province of Papua after 31 construction workers were shot dead, authorities said on Tuesday.

Ucrania protesta ante Organización Marítima Internacional por tensiones en estrecho de Kerch

KIEV, 3 dic (Xinhua) -- Kiev presentó una protesta ante la Organización Marítima Internacional por la detención de barcos y marinos ucranianos por parte de Rusia en el estrecho de Kerch, dijo hoy el Ministerio de Relaciones Exteriores de Ucrania.



"La delegación de Ucrania expresó su firme protesta a la Federación Rusa en relación con el ataque armado y la captura de tres buques de la Armada ucraniana y de los miembros de la tripulación", dijo el ministerio en Facebook.



Kiev también condenó la inspección de barcos comerciales con rumbo a puertos ucranianos a través del estrecho de Kerch, indicó.

SpaceX lanza 64 satélites pequeños en una misma misión

LOS ANGELES, 3 dic (Xinhua) -- La compañía privada de vuelos espaciales estadounidense SpaceX lanzó hoy un cohete Falcon 9 que transporta 64 satélites pequeños desde la base de la fuerza aérea Vandenberg en el estado de California.



La misión SSO-A (SmallSat Express) estableció un récord de lanzamiento en Estados Unidos por la mayor cantidad de satélites puestos en órbita al mismo tiempo. También fue la primera vez que SpaceX reutilizó el propulsor de primera etapa Falcon 9 por tercera vez.



El cohete despegó a las 10:34 hora estándar del Pacífico de Estados Unidos desde el Complejo de Lanzamientos Espaciales 4 de la fuerza aérea.

El Falcon 9 puso en órbita 64 naves espaciales: 15 microsatélites y 49 satélites cúbicos para 35 clientes de 17 países.

Israel launches military operation against 'Hezbollah tunnels'

Israeli army says it is destroying tunnels allegedly dug from Lebanon but that it will stay on its side of the border.

Israeli military spokesman Lieutenant Colonel Jonathan Conricus told Reuters news agency that the operation would only take place on Israel's side of the border and that it would not extend into Lebanon.

In a tweet, Israeli military spokesperson Avichay Adraee said the Lebanese government is responsible for the build-up of the tunnels, saying they are endangering Lebanese citizens.

PM announces six-month halt to fuel tax hikes after protests against measure sparked Paris' worst rioting in decades.

French Prime Minister Edouard Philippe has announced a six-month moratorium on planned tax hikes on fuel in response to weeks of nationwide protests against high pump prices and living costs. 

The yellow vest protests were originally spurred by a squeeze on household spending brought about by President Emmanuel Macron's taxes on diesel, which he says are necessary to combat climate change and protect the environment.

However, they have since evolved into a bigger, general anti-Macron uprising, with many criticising the president for pursuing policies they claim favour the richest members of French society.
