US economists win Nobel prize for work on climate and growth

The Swedish Riksbank said William Nordhaus and Paul Romer were being honoured for their research into two of the most “basic and pressing” economic issues of the age.

Nordhaus made his name by warning policymakers during the first stirrings of concern about climate change in the 1970s that their economic models were not properly taking account of the impact of global warming and he is seen as one of the pioneers of environmental economics.

The co-winner – Romer – is seen as the prime mover behind the endogenous growth theory, the notion that countries can improve their underlying performance if they concentrate on supply-side measures such as research and development, innovation and skills.

Trust in Vladimir Putin declines steeply among Russians, poll shows

In a poll by the independent Levada Centre, 39% of Russians listed Putin as a politican they trust. That is a 20% decrease from November 2017, when Putin was named by 59% of Russians, according to the same polling agency.

“People think that the state is trying to solve its problems at the expense of the population,” Lev Gudkov, the head of Levada, told Vedomosti, a Russian business newspaper. “It’s encroaching on something the people consider their own – their pensions savings.”

'The world is against them': new era of cancer lawsuits threaten Monsanto

In an historic verdict in August, a jury ruled that Monsanto had caused a man’s terminal cancer and ordered the agrochemical corporation to pay $289m in damages. The extraordinary decision, exposing the potential hazards of the world’s most widely used herbicide, has paved the way for thousands of other cancer patients and families to seek justice and compensation in court.

Roughly 8,700 plaintiffs have made similar cases in state courts across the country, alleging that exposure to glyphosate-based herbicides led to various types of cancer. The impact could be huge if Monsanto continues to fight and lose in jury trials, and an accumulation of wins could force the company to consider settling with plaintiffs.

Brazil Election: Jair Bolsonaro Heads to Runoff After Missing Outright Win



A far-right candidate who has spoken fondly of Brazil’s onetime military dictatorship came close to an outright victory in the country’s presidential election on Sunday, as Brazilians expressed disgust with politics as usual and endorsed an iron-fisted approach to fighting crime and corruption.



Voters delivered a first-round victory to Jair Bolsonaro, who had stunned the political establishment by rising to the top of a crowded presidential field despite a long history of offensive remarks about women, blacks and gays.



With 99.9 percent of votes tallied, Mr. Bolsonaro had 46 percent of the vote; he needed 50 percent to avoid a runoff. His nearest rival finished far behind, with 29 percent.



With the presidency in sight, Mr. Bolsonaro said Sunday night he intended to unite a nation that is “on the brink of chaos” and said, “Together we will rebuild our Brazil.”

Interpol Chief Was China’s Pride. His Fall Exposes the Country’s Dark Side.



A year ago, the chief of Interpol, Meng Hongwei of China, watched as his country’s president, Xi Jinping, proudly told the organization that China would play a growing role in global law enforcement. China was among the safest countries in the world and “abided by international rules,” Mr. Xi told 1,000 delegates at Interpol’s general assembly in Beijing.



Now, Mr. Meng has fallen afoul of the opaque, highly politicized legal system that critics said should have disqualified him from appointment to Interpol in the first place. On Monday, China’s minister of public security, Zhao Kezhi, told a meeting of senior police officials in Beijing that Mr. Meng was accused of taking bribes and other crimes.



Neither Mr. Zhao nor the Foreign Ministry gave details of Mr. Meng’s supposed transgressions, or said whether they had taken place before or after his election as Interpol’s president in 2016.



In any case, Mr. Meng’s abrupt and mysterious disappearance has left a cloud of uncertainty hanging over Chinese officials and the international bodies that are increasingly giving them leadership roles. It dealt a spectacular, self-inflicted blow to China’s efforts to prove itself ready for more prominent roles in global affairs.

Mike Pompeo and His Chinese Counterpart Trade Harsh Words



In unusually blunt language to an American secretary of state, China’s foreign minister accused the United States on Monday of interfering in its internal affairs and of harming his nation’s interests on the question of Taiwan.



In a face-to-face exchange with Secretary of State Mike Pompeo, the foreign minister, Wang Yi, chided the Trump administration for “ceaselessly elevating” trade tensions and “casting a shadow” over relations between the two countries.



Mr. Pompeo, who sat across the table from Mr. Wang at the start of talks in Beijing, said in a tart response that the United States had a “fundamental disagreement” on the issues that China raised.



The sharp tit-for-tat stripped away the customary veneer of diplomatic niceties during public remarks. It came days after Washington laid down a tough new China policy announced by Vice President Mike Pence, who declared in a speech that the United States would “not stand down.”

Tech Workers Now Want to Know: What Are We Building This For?



Jack Poulson, a Google research scientist, recently became alarmed by reports that the company was developing a search engine for China that would censor content on behalf of the government.



While Dr. Poulson works on search technologies, he had no knowledge of the product, which was code-named Dragonfly. So in a meeting last month with Jeff Dean, the company’s head of artificial intelligence, Dr. Poulson asked if Google planned to move ahead with the product and if his work would contribute to censorship and surveillance in China.



According to Dr. Poulson, Mr. Dean said that Google complied with surveillance requests from the federal government and asked rhetorically if the company should leave the United States market in protest. Mr. Dean also shared a draft of a company email that read, “We won’t and shouldn’t provide 100 percent transparency to every Googler, to respect our commitments to customer confidentiality and giving our product teams the freedom to innovate.”



The next day, Dr. Poulson quit the company. Mr. Dean did not respond to a request for comment, and Google declined to comment.

17 Years to the Day the U.S. Invaded, 54 Are Killed Across Afghanistan



At least 54 people have been killed across Afghanistan in the past 24 hours, according to a tally based on interviews with officials on Sunday — 17 years to the day American forces invadedthe country to topple the Taliban regime.



The violence was a reminder that the war has only raged deadlier with time, taking a toll on both the Afghan security forces and the civilians caught in the crossfire. On average, the conflict has taken the lives of 30 to 40 Afghan forces and at least 13 civilians a day. There are no tangible signs of momentum for peace talks with the Taliban.



Among the killed were at least 35 members of Afghan security forces and 19 civilians. While most of the fatalities of the security forces came from Taliban attacks, residents and local officials said a majority of the civilian casualties in the past 24 hours had resulted from two episodes of firing by government forces in central Afghanistan and an airstrike in the country’s east that they said was carried out by the United States. American forces denied they had carried out a strike in the area.



A large number of Taliban fighters were also killed in attacks that Afghan officials said they had carried out in 14 of the country’s 34 provinces. But the toll was difficult to verify; analysts estimate Taliban casualties usually number about the same as Afghan forces, if not more because of the airpower used against them.

Rusia y Turquía acuerdan zonas desmilitarizadas en Idlib

Rusia y Turquía acordaron los límites de la zona desmilitarizada en la provincia de Idlib, en el noroeste de Siria, anunció hoy el viceministro de Asuntos Exteriores ruso Serguéi Vershinin.

El 17 de septiembre pasado los presidentes de Rusia, Vladímir Putin, y de Turquía, Recep Tayyip Erdogan, acordaron crear una zona desmilitarizada de entre 15 y 20 kilómetros a lo largo de la línea de separación entre las tropas gubernamentales sirias y los destacamentos de la oposición armada.

 El acuerdo, refrendado en un memorándum firmado por los ministros de Defensa de ambos países, señala que la zona desmilitarizada debe crearse para el día 15 de este mes.

China acusó hoy al expresidente de Interpol, el chino Meng Hongwei, de haber recibido sobornos, pocas horas después de confirmar su detención por una presunta "violación de la legislación estatal".

Además, el FBI anunció ayer (7.10.2018) su dimisión "con efecto inmediato". El Ministerio chino de Seguridad Pública informó este lunes (8.10.2018) en un comunicado, citado por los medios locales, de la acusación contra Meng, cuya familia denunció su desaparición después de que viajara al país asiático el pasado 25 de septiembre.
