Iran has promised to inflict a "decisive response" against the United States for acting like a bully to adversaries and allies alike after Washington said it would reimpose UN sanctions - without United Nations' approval.
Iranian President Hassan Rouhani addressed the nation in a live televised cabinet meeting on Sunday, congratulating world powers for resisting US pressure to reinstate UN sanctions, saying the effort "has reached its definitive point of failure".

Libya's NOC lifts force majeure on oil in ports without fighters
Libya's National Oil Corporation (NOC) has lifted a force majeure on what it deemed secure oil ports and facilities, but said the measure would remain in place for facilities where fighters remain.
On Friday, eastern-based Libyan commander Khalifa Haftar said his forces would lift their eight-month blockade of oil exports, but did not say if they would leave the facilities they control.

Villagers help Indian troops face Chinese forces in Himalayas
In the coming winter months, temperatures here will drop to –40C. The villagers fear that if they do not help the Indian army secure their positions along the mountain ridges bordering China – and help prepare the troops for the harsh winter ahead – their village might soon be under Chinese control.
“We want to help the Indian army to secure their positions immediately,” said Tsering, a 28-year-old volunteer from Chushul. “We are carrying supplies to them, doing multiple rounds in a day, to ensure that the army doesn’t face too many problems.”
Allegations of unwanted Ice hysterectomies recall grim time in US history
House speaker Nancy Pelosi said on Tuesday that if true, claims represented “a staggering abuse of human rights”.
On Friday, senior Ice official Tony H Pham said the recent allegations “raise some very serious concerns that deserve to be investigated quickly and thoroughly”. He said he “welcomes” an official review, adding: “If there is any truth to these allegations, it is my commitment to make the corrections necessary to ensure we continue to prioritise the health, welfare and safety of Ice detainees.”
The allegations about the center have drawn comparisons to America’s history of eugenics. Between 1907 and 1937 two-thirds of US states passed laws that allowed for involuntary sterilization – leading to the sterilization of more than 60,000 people.
Chinese cameras blacklisted by US being used in UK school toilets
While use of the surveillance cameras had already rung alarm bells in the British parliament last year, use of the cameras has expanded in the wake of the Covid-19 pandemic despite allegations by the US government that the company’s cameras have been used to monitor Uighurs and other Muslim minorities in China who are being held in internment camps.
China experts in the US have also pointed to concern among US intelligence agencies that the cameras could be used by Chinese intelligence to spy or collect data from individuals outside China.In west Norfolk, public records show the cameras have been installed in toilets in Smithdon high school in Hunstanton, reportedly “to secure the health and personal safety of all students and to prevent vandalism and damage”.

New TikTok deal shuns worst-case scenario: Global Times editorial
US President Donald Trump said Saturday that he had approved, "in concept," a deal in which Oracle and Walmart would partner with TikTok in the US, according to US media reports. The new company will be called TikTok Global, said US Treasury Secretary Steven Mnuchin. TikTok Global will likely be headquartered in Texas and will hire "at least" 25,000 people, Trump said. Trump also added that the new company "will have nothing to do with China" and will be fully controlled by Walmart and Oracle.
But according to US media reports, ByteDance retains a majority of the shares in TikTok and control of the algorithm, with Oracle and Walmart holding up to a 20 percent share of stocks. Oracle will have full access to TikTok's source code and updates to ensure the company's Chinese parent does not use a back door to monitor US users, informed source said.

Why must Chinese tech firms ‘go out?’
Chinese tech giant Tencent has reportedly picked Singapore as its Asian hub, considering the shift of some business operations - including international game publishing - out of China. Likewise, TikTok's Chinese owner ByteDance is reportedly planning to make Singapore its headquarters for the rest of Asia. Other Chinese tech companies including Huawei's cloud division, Alibaba's Ant Group and Haitong Securities also seek cooperation with local business organizations in Singapore.
Going out" is the best way to realize the "dual circulation" plan. The plan aims to develop the industrial chain, but the priority is still on the demand side. China has the largest domestic market, but that doesn't mean that companies can ignore the overseas market of 5.6 billion people.
Chinese tech companies' global approach is the prevailing way. UN needs critical reforms at its 75th anniversary
China, which counts on the UN as a matter of principle while exerting its economic and foreign policy, has an adamant position on the potential reform. In terms of staff representation and resources distribution, it advocates for the needs and interests of developing countries, for example from Africa, to be reflected. A more efficient Security Council, Beijing maintains, should include more small and medium-size countries in the decision-making process.
The decline of US influence after the Iraq war has not been China's choice. China's steady choice is the preservation of stability and the insistence for the UN journey to be continued, possibly with new international commitments.

China and the DR Congo strengthen bilateral ties
The investment scale of Chinese-funded enterprises in the DRC now exceeds $10 billion, which has doubled since 2015.
The DRC has become China's fifth largest investment destination in Africa.
Being the DRC's largest trading partner and the largest export market for mineral products for several years now, China has seen the bilateral trade volume between China and the DRC increase by 325 times in the past 20 years.
Between 2015 and 2019, DRC exports to China increased by 70 percent and imports from China increased by 47 percent. Those exports accounted for 30 percent of the DRC's total exports, up from 25 percent in 2015.
In the first half of 2020, bilateral trade between China and the DRC increased, with a total value of $3.11 billion, an increase of 8.2 percent year-on-year.
China's imports from the DRC reached $2.31 billion, a year-on-year increase of 20.81 percent, and its exports to the DRC reached $798 million, playing a positive role in improving the DRC's international balance of payments and stabilizing the macro economy. Un álbum con más de 500 fotos de mujeres y hombres buscados por la dictadura acaba de ser encontrado en la Agencia Federal de Inteligencia (AFI). Se trata de un documento histórico al que accedió Página|12 que prueba la planificación coordinada de las distintas fuerzas represivas para la “detección” y “neutralización” de sus víctimas. Entre quienes tienen sus fotos en el registro hay personas que siguen desaparecidas y otras que pasaron por los centros clandestinos de detención o por las cárceles durante los años del terrorismo de Estado.

La salida de Áñez de la carrera electoral expuso las contradicciones de la derecha
Las contradicciones de la derecha boliviana quedaron expuestas tras el anuncio de la presidenta de facto Jeanine Áñez de que bajaba su candidatura a la presidencia. “Si no nos unimos, vuelve Morales", dijo Áñez en su discurso del jueves pasado. Excancilleres brasileños repudiaron la visita de Pompeo a la frontera con Venezuela
Seis excancilleres brasileños firmaron una carta abierta en repudio a la visita del secretario de Estado de Estados Unidos, Mike Pompeo, a las instalaciones de la Operación Bienvenida, en el estado de Roraima, en la frontera con Venezuela. "Condenamos el uso espurio de suelo nacional por parte de un país extranjero como plataforma para provocar y acosar a una nación vecina", expresaron los excancilleres en el documento. También manifestaron su apoyo al presidente de la Cámara de Diputados, Rodrigo Maia, quien también había criticado con dureza la visita del diplomático estadounidense. Entre quienes firmaron la carta se encuentran Fernando Henrique Cardoso y Celso Amorim. En el otro extremo, el presidente Jair Bolsonaro defendió la visita de Pompeo y dijo que ambos países están trabajando para "restaurar la democracia en Venezuela".

Ejército confirma segunda masacre en el sur del país
En el municipio de Mosquera, litoral Pacífico de Nariño, fueron asesinados cuatro hombres y los autores de los disparos grabaron la ejecución, cuyas imágenes circularon la noche de este domingo por redes sociales.
Fue la segunda masacre en menos de 24 horas en el suroccidente del país. En las primeras horas de la mañana del domingo 20 de septiembre, hombres armados asesinaron a seis personas en zona rural de Buenos Aires, Cauca.

Los grupos armados ilegales han crecido desde el 2016
Según un informe de la Fundación Paz y Reconciliación (Pares), el aumento de combates, masacres, desplazamientos, asesinatos selectivos y demás hechos violentos en los últimos meses, están relacionados con el fortalecimiento del 'clan del Golfo', el Eln y las disidencias de las Farc.
Actualmente, el ‘clan del Golfo’ es la estructura armada ilegal más grande de Colombia. Con más de 4.000 combatientes distribuidos en 211 municipios a nivel nacional, este grupo –heredero del paramilitarismo– controla cerca del 45 % de la droga que sale del país. Así lo señala Pares, que advierte que este no es el único grupo armado organizado (GAO) que se ha fortalecido desde la firma del acuerdo de paz.
