Major investment firm dumps Exxon, Chevron and Rio Tinto stock

Storebrand, a Norwegian asset manager, divested from miner Rio Tinto as well as US oil giants ExxonMobil and Chevron as part of a new climate policy targeting companies that use their political clout to block green policies.

The investor is one of many major financial institutions divesting from polluting industries, but is understood to be the first to dump shares in companies which use their influence to slow the pace of climate action.

Jan Erik Saugestad, the chief executive of Storebrand, said corporate lobbying activity designed to undermine solutions to “the greatest risks facing humanity” is “simply unacceptable”.

China has approved plans by US-based asset manager BlackRock Inc, together with Singapore's Temasek Holdings and China Construction Bank Corp (CCB), to establish an asset management joint venture in China, a move industry observers said sends a positive signal ahead of a much-anticipated call between China and the US over the phase one trade agreement in the coming days.

China's digital currency implemented in small retail transactions: reports

China's central bank said an experimental test of the sovereign digital currency is now only focused on small retail transactions and has not expanded to scenarios that require large volume transactions.

The bank's comment comes after rumors circulated over the weekend claiming that a housing transaction in Shenzhen, South China's Guangdong Province, supported the use of China's Digital Currency Electronic Payment (DCEP).

China has been speeding up its research and development of DECP in recent years in a bid to win the global race to launch one, and against the backdrop of strained relations with the US. 

Currently, pilot tests of DCEP are ongoing in Shenzhen; Suzhou in East China's Jiangsu Province; Chengdu, the capital of Southwest China's Sichuan Province; and the Xiongan New Area in Hebei Province.

According to data from overseas media outlets, US military planes have flied to the South China Sea 67 times in a month. The Chinese People's Liberation Army (PLA) started military exercises in the Yellow Sea on Saturday, following its just-concluded military drills in the Taiwan Straits. The PLA will also conduct military exercises in the South China Sea and the Bohai Sea on Monday. There have been increasing discussions on the risk of military conflicts

The situation in the Taiwan Straits is the most delicate. In the South China Sea, the US is conducting unilateral military provocation, but China and other regional claimants have a clear attitude about the need to prevent military frictions. But in the Taiwan Straits, Democratic Progressive Party (DPP) authorities are making radical and active moves. Political and military issues are intertwined in the Straits, stimulating each other.

Nuclear deterrence needed to prevent cyberattacks from paralyzing China's nuclear response

The US' maximum pressure campaign against China now has extended to cyberspace

Such concerns do not come from nowhere. In 2019 alone, there were three major cyberattacks related to the US. In March 2019, Venezuela's national power grid collapsed. The country's president denounced the attack as a well planned cyberattack by the US. This indicates that cyberwarfare has become a new mode of undeclared warfare - an invisible invasion of sorts. 

In June 2019, Trump announced retaliation against Iran with a cyberattack too. This showed that cyberwarfare has moved from the backstage to the front lines, from covert warfare to a declaration of war, and from auxiliary fighting to mainstream combat.

On November 4, 2019, the US invited a number of countries to hold the first ever joint cyberattack and defense exercise with the island of Taiwan. It undertook cyberattack scenarios as a new approach to go beyond beach landings and targeting financial systems. It focused on persistent and chaotic destructive attacks on key infrastructure and economic systems. This indicates that the US has crossed the bottom line of the one-China principle in cyberspace.

From late June to mid-July this year, some "mysterious explosions" occurred in Iran's strategic facilities causing more than 100 casualties at power plants, nuclear facilities, chemical plants and ammunition depots. Cyber sabotage from Israel and the US were believed to be involved. 

Cyberspace has become the fifth dimensional battlefield besides land, sea, sky and space. Although ordinary users form the frontline of defense in cyberspace, cyberwarfare cannot mainly rely on "militia." The sustainable development of a "regular cyber army" has become an important option for the construction of a country powerful in cyberspace.

cyber deterrence needs to be showcased. China not only needs to be capable of launching counterattacks in cyberspace, but also must consider special situations in which other countries' cyberattacks might affect our ability of a nuclear counterattack. We must keep nuclear deterrence to the cyberattacks that aim to paralyze our network. 

Russia's latest updated nuclear deterrence strategy lists four conditions that would trigger its implementation of nuclear strikes. In one situation, if the attack undermines its nuclear force response actions, Russia would contemplate using nuclear weapons. Cyberattacks may lead to such situation, therefore Russia's nuclear deterrence takes cyberattacks into consideration

Gobierno anuncia acciones tras masacre en Venecia, Antioquia

Jorge Ignacio Castaño, secretario de Gobierno de Antioquia, presidirá este lunes un consejo de seguridad en Venecia (suroeste del departamento), luego de la masacre ocurrida este domingo en la que perdieron la vida tres jóvenes.

En una misiva que entregaron el pasado viernes Abogadas y Abogados para la Justicia y los Derechos Humanos, Centro Mexicano de Derecho Ambiental (CEMDA), Centro para la Diversidad Biológica, la Red Nacional de Organismos Civiles de Derechos Humanos “Todos los Derechos para Todas y Todos” (Red TDT), Aida Luz López, del Grupo Intercolegial de Ecología Política UACM, el ex sacerdote Alberto Athié, entre otros, argumentaron que la Manifestación de Impacto Ambiental Modalidad Regional (MIA-R) Tren Maya Fase 1 Palenque-Izamal adolece de una serie de irregularidades previstas en la ley, según las cuales la autoridad debe negar dicha autorización.

Argentina declara servicio público esencial telefonía, internet y TV

Buenos Aires. El presidente Alberto Fernández anunció ayer que el gobierno decidió declarar como servicios públicos esenciales a la telefonía fija y móvil, internet y la televisión por cable, y por lo tanto, congelar las tarifas de los mismos hasta el 31 de diciembre, y la empresas deberán ser autorizadas para aumentar tarifas, quedando esto a cargo del Ente Nacional de Comunicaciones (ENACOM), mediante un decreto en el que figuran diversos documentos de Naciones Unidas (ONU) y disposiciones de países como México y Francia.
