U.S. states struggle with a shifting pandemic as federal guidance falls silent.

The federal government’s leadership in the coronavirus pandemic has so waned that state and local health officials have been left to figure out on their own how to handle rising infections and navigate conflicting signals from the White House.

The weekly tally of U.S. state jobless claims again exceeds a million.

For the 13th straight week, more than a million people have applied for state unemployment benefits. The Labor Department said on Thursday that 1.5 million people had claimed state benefits last week. Until the coronavirus pandemic, the most new claims in a single week was 695,000, in 1982.

John Bolton’s bombshell Trump book: eight of its most stunning claims

Most notably, Bolton claims Trump asked China to use its economic power to help him in the 2020 election, and tried to kill criminal investigations as “favors” for dictators he liked. World has six months to avert climate crisis, says energy expert

“This year is the last time we have, if we are not to see a carbon rebound,” said Fatih Birol, executive director of the International Energy Agency.

“The next three years will determine the course of the next 30 years and beyond,” Birol told the Guardian. “If we do not [take action] we will surely see a rebound in emissions. If emissions rebound, it is very difficult to see how they will be brought down in future. This is why we are urging governments to have sustainable recovery packages.”

GLOBAL TIMES

Washington feeds off New Delhi’s impulsiveness

Border tensions have escalated recently between India and China - this is what the US, which is grappling with both internal and external troubles, wants to see. The US strongly desires emerging hotspots in other places of the world to distract media attention from the spreading COVID-19 epidemic and anti-racism unrest that are plaguing the country.

The US wants to woo New Delhi and create an illusion that India has the back of the US and other Western countries. Some hawkish forces in India have become increasingly impulsive and irrational in provoking conflict with China, partly resulting from US instigation and encouragement. India's importance in the US strategic chessboard is proportional to how the US views China as a threat.

The Trump administration has insisted on the "America First" doctrine since it came to office, showing less interest in getting involved in international affairs

Japan unlikely to abandon Aegis Ashore system

Japanese Defense Minister Taro Kono on Monday suspended the deployment of the US-developed Aegis Ashore missile defense system. On Tuesday, he issued apologies for "troubling the local people" of Akita and Yamaguchi prefectures, where the deployment sites were going to be.

From the perspective of Japan-US military cooperation, the suspension could affect the quality of this cooperation, Japan's purchase of US weaponry, the share of the cost of holding US military bases, and the following possible cooperation on missile defense systems. However, on the other hand, the Japanese decision is favorable to Northeast Asian security situation. It cools down a possible regional arms race.

China plans to ease foreign investment access for listed Chinese firms to advance market internationalization: expert

As a major country in the global industrial and supply chains, China bears an important responsibility for global economic stability. It is an inevitable trend for the Chinese capital market which will further advance the internationalization of the market, Dong told the Global Times on Thursday

The draft also proposed the elimination of the requirement for foreign investors to implement strategic investment through the direct issuance of new shares via listed companies.

L’activisme militaire turc empoisonne l’OTAN

Nathalie Guibert y Juan-Pierre Stroobants

Can Nord Stream 2 pipeline still be completed despite US sanctions?

The US administration appears resolved to prevent the completion of Russia's Nord Stream 2 gas pipeline across the Baltic Sea, sanctioning every party involved in the project. Sabine Kinkartz reports from Berlin.

Nord Stream 2, which was originally scheduled to start delivering gas from Russia to Western Europe toward the end of 2019, is almost completed. Of a total of 2,360 kilometers (1,466 miles), 2,200 kilometers of the pipeline have been laid.

In the future, US sanctions are to target everyone who's still involved in the Nord Stream 2 project, including all companies and persons contributing to equipping the pipe-laying ships, as well as IT service firms, insurance companies and certifiers, says Michael Harms, who heads the German Committee on Eastern European Economic Relations.
