After Long Gap, Supreme Court Poised to Break Silence on Gun Rights

WASHINGTON — It has been almost 10 years since the Supreme Court last heard a Second Amendment case. On Monday, a transformed court will return to the subject and take stock of what has happened in the meantime.



The nation has had a spike in gun violence. And lower courts have issued more than 1,000 rulings seeking to apply the justices’ 2008 decision in District of Columbia v. Heller, which established an individual right to own guns but said almost nothing about the scope of that right.



The new case concerns a New York City ordinance. Fearing a loss in the Supreme Court, to say nothing of a broad ruling from the court’s conservative majority on what the Second Amendment protects, the city repealed the ordinance and now argues that the case is moot. But the court may be ready to end its decade of silence, elaborate on the meaning of the Second Amendment and, in the process, tell lower courts whether they have been faithful to the message of the Heller decision.

ISIS Is Losing Afghan Territory. That Means Little for Its Victims.

KABUL, Afghanistan — The Islamic State’s main stronghold in eastern Afghanistan collapsed in recent weeks, according to American and Afghan officials, following years of concerted military offensives from American and Afghan forces and, more recently, the Taliban.



President Ashraf Ghani recently claimed that the Islamic State, often known as ISIS, had been “obliterated” in Nangarhar Province, the group’s haven in the east. And in an interview in Kabul on Sunday, Gen. Austin S. Miller, the commander of all American and NATO forces in Afghanistan, said the group’s loss of the terrain it stubbornly held for few years would severely restrict their recruitment and planning.



But General Miller also warned that ISIS could remain a threat in Afghanistan even if it does not hold territory, with attention required to track militants on the move and the group’s remaining urban cells. General Miller’s reticence to affirm any type of major victory over the offshoot is indicative of the broader inroads Islamic State cells have made in Afghanistan — and of a long history of militant groups in Afghanistan bouncing back after seemingly unsustainable losses.

NATO Readies a 70th Birthday Party, With Low-Key Celebrations

BRUSSELS — For an anniversary bash, the guests are unusually anxious. The leaders of NATO are traveling to London this week to commemorate the alliance’s 70th birthday — but they will do so at a carefully crafted, foreshortened gathering, not at a full-blown summit meeting.



The low-key celebration seems intended to avoid more awkward comments from President Trump, who nearly blew apart the last summit meeting in Brussels in July 2018, musing about quitting the alliance and walking out in the middle of a statement by Chancellor Angela Merkel of Germany.



Normally, the 70th anniversary, like the 50th, would have been held in Washington, where the alliance’s founding treaty was signed, with three days of pomp, substance and a White House dinner. But given Mr. Trump’s unpredictability and his doubts about the alliance, NATO countries decided to have only a foreign ministers’ meeting in Washington on the actual anniversary, in April.

With Brutal Crackdown, Iran Is Convulsed by Worst Unrest in 40 Years

Iran is experiencing its deadliest political unrest since the Islamic Revolution 40 years ago, with at least 180 people killed — and possibly hundreds more — as angry protests have been smothered in a government crackdown of unbridled force.

It began two weeks ago with an abrupt increase of at least 50 percent in gasoline prices. Within 72 hours, outraged demonstrators in cities large and small were calling for an end to the Islamic Republic’s government and the downfall of its leaders. In many places, security forces responded by opening fire on unarmed protesters, largely unemployed or low-income young men between the ages of 19 and 26, according to witness accounts and videos. In the southwest city of Mahshahr alone, witnesses and medical personnel said, Islamic Revolutionary Guards Corps members surrounded, shot and killed 40 to 100 demonstrators — mostly unarmed young men — in a marsh where they had sought refuge.

Altogether, from 180 to 450 people, and possibly more, were killed in four days of intense violence after the gasoline price increase was announced on Nov. 15, with at least 2,000 wounded and 7,000 detained, according to international rights organizations, opposition groups and local journalists. The last enormous wave of protests in Iran — in 2009 after a contested election, which was also met with a deadly crackdown — left 72 people dead over a much longer period of about 10 months.

Big Brother is watching: Chinese city with 2.6m cameras is world's most heavily surveilled

With 2.58m cameras covering 15.35 million people – equal to one camera for every six residents – Chongqing has more surveillance cameras than any other city in the world for its population, beating even Beijing, Shanghai and tech hub Shenzhen.

Eight of the 10 most surveilled cities in the analysis are in China. London ranked sixth with 627,707 cameras covering 9 million residents and Atlanta, Georgia, came 10th with 7,800 cameras for 501,178 people.

Chongqing, China’s most densely populated city, has been part of the Xue Liang (Sharp Eyes) pilot scheme to tackle crime, which ranks the trustworthiness of citizens and penalises or credits them accordingly. Many crimes committed in a certain area of Chongqing were committed by non-residents, so facial recognition cameras were seen as a way to combat this. According to the Chinese Ministry of Public Security, China is anticipated to have 626m CCTV cameras in use by next year.

Iran starts candidate registration for parliamentary elections

TEHRAN, Dec. 1 (Xinhua) -- Iran on Sunday began registration of the candidates for the upcoming legislative elections amid the mounting pressures of the United States on the country's vital economic sectors. The registration of the candidates on Sunday began in the Iranian Interior Ministry in the capital Tehran, provincial governorates across the country as well as Iran's embassies, consulates and political missions abroad.



The 11th round of parliamentary elections in Iran is slated for Feb. 21, 2020, four years after the previous one in 2016. Parliamentary hopefuls could get their names registered for the race by Dec. 7. Iran's parliament, or the Majlis, is made up of 290 members. Iran's Guardian Council of Constitution, the vetting body for elections, will qualify the credentials of the registered people for the election race.

Croatia, Germany agree to co-host EU-NATO meeting next year

ZAGREB, Dec. 1 (Xinhua) -- Croatian Defense Minister Damir Krsticevic and his German counterpart Annegret Kramp-Karrenbauer agreed on Sunday that Croatia and Germany will jointly organize an EU-NATO cooperation conference in the Croatian city of Split next year. Croatia takes over the six-month presidency of the Council of the European Union on Jan. 1, 2020, and Germany will pick up the baton from July 1.



"Germany is the most important partner in the field of security and defense in Europe and it is a priority to strengthen Croatia's cooperation with its German partners," Krsticevic said. The German minister stressed the importance of European countries' cooperation with NATO. The meeting of the European defense ministers will take place on June 8-9 during the Croatian presidency of the European Union.

China suspends Hong Kong visits by U.S. military ships, aircraft, sanctions U.S. NGOs

BEIJING, Dec. 2 (Xinhua) -- The Chinese government has decided to suspend reviewing applications to visit Hong Kong by U.S. military ships and aircraft starting Monday, foreign ministry spokesperson Hua Chunying said.



China will also take sanctions against some U.S. non-governmental organizations for their role in the disturbances in Hong Kong, Hua said at a press conference.

China suspends US army's Hong Kong visits in response to new law

Sanctions by China after President Donald Trump signed into law the Hong Kong Human Rights and Democratic Act.

"We urge the US to correct the mistakes and stop interfering in our internal affairs. China will take further steps if necessary to uphold Hong Kong's stability and prosperity and China's sovereignty," she said.

Last week, US President Donald Trump signed the Hong Kong Human Rights and Democracy Act, which requires the president to annually review the city's favourable trade status and threatens to revoke it if the semi-autonomous territory's freedoms are quashed.

Hua said they would also apply sanctions to a number of US-based NGOs, although she failed to give any specifics over the form the measures would take.

Uncertainty remains as Iraq parliament accepts PM's resignation

Parliament approves resignation of Abdul Mahdi's government after two months of protests that left more than 400 dead.

Iraqi legislators approved Prime Minister Adel Abdul Mahdi's resignation on Sunday during a parliament session held in the capital Baghdad amid weeks of deadly anti-government protests.

"Based on the constitution, this resignation includes the whole government - ministers and the deputy prime minister," legal expert Tareq Harb told Al Jazeera.

"The government has now become a caretaker government, which will only address urgent issues until a new government is elected," he added.

"The largest political bloc or alliance will have 15 days to nominate a candidate which the president will then assign to form a new government within 30 days," Harb told Al Jazeera. "This new cabinet will then be voted on by parliament, which needs an absolute majority to be voted in."

Although Abdul Mahdi's resignation was welcomed by protesters in Baghdad's Tahrir Square, they said they will continue to demonstrate until they see a complete overhaul of the country's political system.

White House refuses to participate in impeachment hearing

White House counsel claims inquiry lacks 'fundamental fairness' continuing attacks on impeachment process.

The Democratic majority on the House Intelligence Committee says its report will speak for itself in laying out possible charges of bribery or "high crimes and misdemeanors," the constitutional standard for impeachment in the United States.

That committee's first hearing is set for Wednesday and was expected to feature four legal experts to examine constitutional questions in relation to any articles of impeachment.

The Judiciary Committee, considering charges known as articles of impeachment, had given Trump until 6pm (23:00 GMT) on Sunday to say whether he would dispatch a lawyer to take part in the judiciary panel's proceeding on Wednesday.

"We cannot fairly be expected to participate in a hearing while the witnesses are yet to be named and while it remains unclear whether the Judiciary Committee will afford the President a fair process through additional hearings," Cipollone wrote, according to a copy of the letter seen by Reuters.

If the House impeaches Trump, the Republican-controlled Senate would hold a trial to determine whether he should be removed from office. Senate Republicans have shown little appetite for removing the president.
