MADRID — Prime Minister Pedro Sánchez of Spain lost a crucial budgetary vote in Parliament on Wednesday, most likely forcing him to call a snap national election and once again plunging the nation into political uncertainty linked to the issue of Catalan independence.

It was only with the cooperation of Catalan separatist parties that Mr. Sanchez managed to form a minority government in June. On Wednesday, separatist lawmakers joined the main opposition parties in voting down the budget, knowing that doing so could also bring down the government — highlighting the power that Catalonia’s territorial conflict has to shake and shape national politics.

Trump Says South Korea Is Paying $500 Million More for U.S. Troops. The Deal Says Otherwise

SEOUL, South Korea — South Koreans were left flustered on Wednesday after President Trump asserted that he had made their government pay $500 million more to help cover the cost of maintaining American troops in the country.

The claim contradicted the terms of a cost-sharing deal South Korea and the United States signed on Sunday after months of contentious negotiations. Under the one-year deal, this year South Korea will pay 1.04 trillion won, or $925 million, an increase of $70 million from last year’s $855 million.

MEXICO CITY — He was once the most wanted man in Mexico, but many Mexicans barely skipped a beat after hearing the news on Tuesday that a jury in New York City delivered a guilty verdict against the drug kingpin Joaquín Guzmán Loera.

The country appears to have moved on since Mr. Guzmán, who is known as El Chapo, was captured three years ago and later extradited to the United States. The days when he transfixed public imagination now seem very distant.

Eastern European companies fear 'chaos' of no-deal Brexit

A no-deal Brexit is likely to have an economic impact in the broader region well beyond the companies that are inextricably tied to Britain. Vladimir Vano, a Bratislava-based analyst and member of the British Chamber of Commerce in Slovakia, estimated that a hard Brexit would lead to a 1% lower GDP for both Slovakia and the Czech Republic, due to trade disruption and increased bureaucracy, with further indirect impact likely as well.

The European Bank for Reconstruction and Development estimates that the direct and indirect effects of a no-deal Brexit could lead the broader region to have a 4-5% smaller GDP by 2021 than it would have done otherwise. The automotive industry could be particularly affected by disruption to supply chains, mainly in Slovakia and Hungary.

As all eyes turn to the midnight deadline on Friday – when, if there is no final accommodation, parts of the federal government will close – reports suggested Trump was grudgingly minded to sign off the deal reached by congressional negotiators. It would give him less than $1.4bn for his border wall with Mexico – substantially less than he has demanded – though his senior aides have hinted heavily that he would try to take additional funds from other federal budgets.

US and Asian nations launch 'Cobra Gold' military exercises

Ten days of military exercises with the US and Asian nations have started in Thailand. They come as US President Donald Trump asked South Korea to pay $500 million more for keeping US troops in South Korea.

The opening ceremony for the annual Cobra Gold maneuvers launched the biggest exercise of its kind in the Asia-Pacific region, with 29 nations taking part as participants or observers over ten days until next Thursday.

In addition to Thailand and the US, seven other nations are actively participating: Singapore, Japan, China, India, Indonesia, Malaysia and South Korea. About 4,500 US personnel, on land and sea, are taking part.

The exercises continue until February 22 and are made up of three major components: military field training, humanitarian assistance and disaster relief training.

Controvertida cumbre sobre Oriente Medio en Varsovia

Primer ministro iraquí rechaza presencia de bases militares extranjeras en Irak

BAGDAD, 12 feb (Xinhua) -- El primer ministro de Irak, Adel Abdul Mahdi, se reunió hoy en Bagdad con el secretario de Defensa de Estados Unidos en funciones, Patrick Shanahan, y expresó su rechazo a cualquier base militar extranjera permanente en territorio iraquí.

Netanyahu viaja a Varsovia para asistir a Conferencia sobre Medio Oriente

JERUSALEN, 12 feb (Xinhua) -- El primer ministro israelí Benjamin Netanyahu partió esta noche a Polonia para asistir a la Conferencia de Varsovia sobre Medio Oriente.

"El tema central de la conferencia es Irán", dijo Netanyahu a los reporteros antes de partir.

"Empleamos muchos medios contra la agresión de Irán, contra sus intentos por fabricar armas nucleares y misiles balísticos", dijo Netanyahu.

Irán niega que esté intentando desarrollar armas nucleares.

Alrededor de 80 países, incluyendo unos 11 de Medio Oriente, han confirmado su participación en la conferencia que se realizará el 13 y 14 de febrero.

La administración estadounidense está organizando la conferencia y ha invitado a Estados árabes y a Israel. Irán no fue invitado.

Sonda Chang'e-4 de China pasa de nuevo a modo de reposo

BEIJING, 13 feb (Xinhua) -- Los módulos de exploración y aterrizaje de la sonda Chang'e-4 han pasado a modo de reposo para la noche lunar, después de funcionar establemente durante el día lunar, informó hoy miércoles el Centro de Exploración Lunar y del Espacio Profundo de China.

El módulo de alunizaje pasó a "dormido" a las 19:00 (hora local) del lunes, como estaba previsto, y el vehículo explorador, Yutu-2 (Conejo de Jade-2), a las 20:00, precisó la entidad a través de sus cuentas oficiales de redes sociales. El explorador "despertará" el 28 de febrero, y el módulo de descenso el 1 de marzo.

US-led Middle East summit in Warsaw: All you need to know

Widely perceived as a US attempt to isolate Iran, Arab and European delegates will gather alongside Israel's Netanyahu.

The meeting was first announced last month by US Secretary of State Mike Pompeo after his strongly worded anti-Iran speech in Cairo and has been widely perceived as an effort to rally world powers behind Washington's vision against Tehran.

It is still unclear exactly who will attend, but Tehran officials are missing from the guest list; the meeting was planned by Brian Hook, Trump's special envoy on Iran and head of the Iran action group. 

Poland's decision to host the event highlights a wedge between EU countries, according to Ali Fathollah-Nejad, visiting fellow at the Brookings Doha Center. "Not all member-states align with what the E3 (Germany, UK and France) are aiming for," he said.

Guaido says he's working to restore ties with Israel

Self-declared president says he's also open to relocating Venezuela's embassy from Tel Aviv to Jerusalem.

Guaido, who is backed by the United States, also said he was weighing whether to relocate Venezuela's embassy from Tel Aviv to Jerusalem.

Last month, Israel joined the US, the UK and a host of European countries in recognising Guaido as the interim president of Venezuela.

However, President Nicolas Maduro - who won elections in 2018 with 67.7 percent of the vote - retains the support of state institutions including the military and Russia and China.

China's Xi to meet US officials as tariff deadline looms

US treasury, trade officials visit China for trade negotiations as President Trump hints at extending talks deadline.

On Friday, Xi will meet with officials including US Trade Representative Robert Lighthizer and Treasury Secretary Steven Mnuchin, who are in the Chinese capital for crunch talks over a trade deal, according to the South China Morning Post.

The United States is scheduled to raise import taxes on $200bn worth of Chinese goods on March 2 if the two sides fail to resolve their differences.

China has offered to boost its purchases of US imports but is widely expected to resist calls for major changes to its industrial policies such as slashing government subsidies.

Pentagon’s 1st AI strategy vows to keep pace with Russia & China, wants help from tech

The Pentagon has issued its first AI strategy, where it pleads with tech giants to help boost military capabilities and catch up with Russia and China in developing artificial intelligence for military purposes.



An unclassified summary of the strategy calls to rapidly incorporate AI technologies into the military’s decision-making and operations “to reduce risk to fielded forces and generate military advantage.” Also, the Pentagon’s strategists believe AI “can help us better maintain our equipment, reduce operational costs, and improve readiness.”



The 17-page paper is loose in wording and full of lengthy sentences hailing the US military’s reliance on innovation. Working your way through it won’t help you to get a know-how of building a terminator or the like. Joking aside, one part of it does provide a few tip-offs about what the strategy is actually aimed at.

As US piles on sanctions, foreign investors pour more money into Russia

Russian companies’ stocks attracted the most foreign investment in 5 years, adding nearly $576 million in January, the Central Bank of Russia reported. Investors also actively poured money into Russian bonds despite US sanctions.



The ruble-based Moscow stock exchange (MOEX) index has reached a new all-time high, surging 6.4 percent since the beginning of the year, the regulator said in its report on liquidity of the banking sector and the financial markets issued on Tuesday. The index hit several records in January, finishing the month at 2536.28 points, and later reached a new all-time high of 2551.97 points on February 6.

First female commander of F-16 demo squad fired after 2 weeks over… inability to command

The first female pilot to head the US F-16 Viper demonstration team has been relieved of duty two weeks after landing the job amid much fanfare – a decision apparently spurred by concerns over her leadership abilities.



Captain Zoe ‘Sis’ Kotnik had been appointed as commander of the ACC F-16 Viper demo team just two weeks prior. The demonstration team performs at air shows and events across the country, showcasing the F-16’s capabilities. Col. Derek O’Malley, commander of the 20th Fighter Wing, said in a Facebook post that he was dismissing Kotnik because he had “lost confidence in her ability to lead the team.”

Kotnik’s promotion came just weeks before the scheduled release of a new superhero film, Captain Marvel, which stars actress Brie Larson as an F-16 pilot – a coincidence that has raised suspicions on social media that there may be more to the story.

India eyes buying mothballed MiG-29s from Russia to plug capability shortage – media

Faced with the dilemma of losing operational aircraft faster than they can buy new ones, the Indian Air Force (IAF) is in talks to buy 21 MiG-29 fighters from Russia, local media reports.



Currently sitting unassembled since the 1980s, the deal would see the unused Soviet-era jets shipped to India for reassembly, and upgraded with the latest weapons and avionics. The deal is worth some Rs 6,000 crore (around $848 million), the Economic Times said citing government sources.

La declaración de la Cancillería señala que este acto irrespeta la propia letra de la Carta de la OEA, que consagra la naturaleza de sus funciones , entre las cuales no se le reconoce autonomía o capacidad para orquestar este tipo de acciones, las cuales tampoco han recibido un mandato especial de los Estados miembros.
