Los participantes del foro, que decidieron constituirse como Grupo de Reflexión Permanente sobre los Megaproyectos del Sureste de México, indicaron que el desarrollo en una región de México como la península de Yucatán debe contar con una planeación profunda y debe de estar basado en la naturaleza de los ecosistemas que ahí se desarrollan, respetando los socioecosistemas. El crecimiento de la infraestructura tanto terrestre como acuática debe planearse para reducir los impactos a los componentes de este frágil sistema ambiental.
