Iran’s Foreign Minister Vows ‘All-Out War’ if U.S. or Saudis Strike

A military strike against Iran by the United States or Saudi Arabia would result in “an all-out war,” Iran’s foreign minister, Mohammad Javad Zarif, said on Thursday, repeating his government’s denial of responsibility for an attack last week that damaged Saudi oil facilities.

The Houthi rebel faction in Yemen — supported by Iran in its fight against a Saudi-led coalition — claimed responsibility for the Saturday attack. But Saudi and American officials blamed Iran, raising the threat of military retaliation. But so far it is not clear how they will react.

Secretary of State Mike Pompeo accused Iran of carrying out an “act of war” with the aerial attacks, but President Trump has appeared reluctant to order a military strike.

“I’m making a very serious statement that we don’t want war; we don’t want to engage in a military confrontation,” Mr. Zarif told CNN in an interview. “But we won’t blink to defend our territory.”

Mr. Zarif said of the Houthis: “I cannot have any confidence that they did it, because we just had their statement. I know that we didn’t do it.”

Netanyahu, Like His Foe, Calls for Unity Government, but Conflicts Remain

JERUSALEM — Seizing the initiative in Israel’s postelection political gridlock, Prime Minister Benjamin Netanyahu on Thursday called on his main rival, Benny Gantz, to meet immediately to discuss forming a government of national unity together.

Mr. Netanyahu, facing a looming indictment in three corruption cases, is fighting for his political survival and, potentially, his freedom. His only chance of gaining immunity from prosecution would be to remain in the top office, though neither he nor Mr. Gantz emerged from Tuesday’s election with a clear path to the premiership.

Mr. Gantz had already called for a unity government, but for Mr. Netanyahu, time is of the essence. He has a special hearing with the attorney general set for Oct. 2, and charges could be filed soon after.

Tuesday’s redo election was Israel’s second in five months, after an April ballot also ended inconclusively.

“I call on you, Benny, let’s meet today, at any hour, at any time, to set in motion this process,” Mr. Netanyahu said in a video message, calling it a matter of utmost urgency.

In Pakistan-Held Kashmir, Growing Calls for Independence

MUZAFFARABAD, Kashmir — In Pakistan-controlled Azad Jammu and Kashmir, the simple fact of the region’s name — with azad meaning free — is a declaration that Kashmiris here enjoy a liberty denied to their kin across the border, in the Indian-held portion of the disputed territory.

But even in Pakistan-held Kashmir, the message has been clear, residents say: No talk of independence will be allowed.

As an Indian crackdown on the other side of Kashmir has led to massive civil unrest and new calls for a Kashmir free from either India or Pakistan, local activists and officials say a parallel security operation is being pushed inside Pakistan.

Pakistan has long prided itself on being a champion for Kashmiris, who are predominantly Muslim. And the government has chastised India for suppressing calls for freedom in the portion of Kashmir that New Delhi controls.

But New York Times journalists who were granted rare access to Azad Jammu and Kashmir in recent days found a toughening Pakistani security response to a growing pro-independence movement here.

Dozens of Afghans Killed in a Possible U.S. Drone Strike and a Taliban Bombing

KABUL, Afghanistan — Afghan civilians continued to die by the dozens on Thursday in violent attacks, this time in what Afghan officials said was an American drone strike in eastern Afghanistan, and in a separate Taliban bombing that leveled a hospital in southern Afghanistan.

Up to 30 people were killed and 28 wounded in the drone attack in Nangarhar Province, according to local government officials, who blamed United States aircraft. They said some of the victims had gathered to harvest pine nuts at the time of the attack. Separately, at least 20 people were killed and 90 wounded in a suicide truck bombing claimed by the Taliban at a hospital in Zabul Province, officials said.

Since peace talks between the United States and the Taliban collapsed almost two weeks ago, Afghan civilians have suffered a relentless wave of violence. The Taliban have vowed to disrupt presidential elections scheduled for Sept. 28 and to attack government facilities.

At the same time, President Trump has said American forces supporting Afghan troops have ramped up attacks against the militants. He wrote in a tweet on Sept. 9: “We have been hitting our ENEMY harder than at any time in the last ten years!”

Saudi offers 'proof' of Iran's role in oil attack and urges US response

At a press conference in Riyadh a Saudi defence spokesman claimed that 25 drones and cruise missiles were used in the attack on the Aramco facilities on Saturday, saying repeatedly they had been fired from the north, the direction of Iran.

Asked for his response, Trump said “We know very much what happened” but argued that it was “a sign of strength” that he has thus far taken no military action against Iran.

Iran threatens 'all-out war' if action taken over Saudi oil strike

Mohammad Javad Zarif’s comments are the starkest warning yet by Iran after a summer of oil tanker seizures and attacks following the collapse of Iran’s nuclear deal with world powers, over a year after Donald Trump unilaterally withdrew the US from the accord.

Zarif’s comments appeared to be in response to a reference by the US secretary of state, Mike Pompeo, to the Saudi oil attack as an “act of war” while travelling to Saudi Arabia a day earlier.

Israel election: Netanyahu and Gantz both vow to form next government

Many Israelis hoped the poll, the second in five months, would provide clarity and pull the nation out of a political crisis. But the muddy results that trickled in on Wednesday appeared to deadlock the country instead.

With Israeli media reporting more than 90% of the vote counted, Gantz’s Blue and White party had 32 seats while its rival Likud had 31.

Both leaders have vowed to lead Israel’s next government, but would need to form unlikely alliances with smaller parties to do so.

Netanyahu urges rival Gantz to join him in unity government

The change of strategy reflected the weakened position of Netanyahu, who heads the rightwing Likud party, after he failed again in Tuesday’s election – which followed an inconclusive ballot in April – to secure a parliamentary majority.

Netanyahu said: “During the election campaign, I called for the establishment of a rightwing government but to my regret, the election results show that this is impossible.

“Benny, we must set up a broad unity government, as soon as today. The nation expects us, both of us, to demonstrate responsibility and that we pursue cooperation.”

Netanyahu, is not only fighting for his political life but also potentially his freedom, with pre-trial hearings for three corruption cases against him opening in just two weeks. A majority in the 120-seat parliament could help grant the 69-year-old immunity from prosecution.

Mexico's post-quake rebuilding to conclude in 2020: president

MEXICO CITY, Sept. 18 (Xinhua) -- The restoration and reconstruction in southern and central Mexican regions attacked by two powerful quakes in 2017 will end next year, President Andres Manuel Lopez Obrador said Wednesday.

"We believe the (rebuilding) program will be completed by the end of next year," the president told a daily press conference.

The Lopez Obrador administration, which took office on Dec. 1, expects 40 percent of the reconstruction work will be completed by the end of the year, he added.

"There are no budget constraints ... and we will fulfill any demand, (which) is included in our government priorities," Lopez Obrador said.

On Sept. 7 and Sept. 19, 2017, Mexico was hit by magnitude 8.2 and 7.1 earthquakes respectively, in which some 500 people were killed and a large number of buildings damaged in southern and central states, including capital Mexico City.

Interview: 5G technology to help expand Internet access in Mexico, expert says

MEXICO CITY, Sept. 17 (Xinhua) -- The arrival of 5G technology in Mexico will lower the cost of mobile communication and help expand Internet access, digital communication expert Ruben Dario Vazquez Romero said on Tuesday.

Vazquez, a professor at the National Autonomous University of Mexico, believes once the 5G network is installed, more than 40 percent of low-income households will be able to access the Internet.

"With the introduction of 5G ...we will have access to many more services, more available data, at a faster speed and better connectivity," Vazquez told Xinhua in an interview.

Mexico has 74.3 million Internet users out of a total population of 126.6 million, according to data released in April by Mexico's National Institute of Geography and Statistics (INEGI).

However, Internet access is largely limited to major cities, with 73 percent of urban residents having access, compared with 40.6 percent for rural residents, according to INEGI.

Mexico is poised to welcome 5G technology, he said, adding that several Latin American countries are already reporting progress in the field with the help of Chinese telecommunications giant Huawei, which "spearheads the development of this technology."

The expert said 5G, which requires larger bandwidth than the 4G networks now in use, is currently in the experimental stage in Mexico.

 

Boko Haram terrorists flee amid regional troop's offensive: Nigerian army

LAGOS, Sept. 19 (Xinhua) -- Boko Haram terrorists are fleeing out of their hideout around Lake Chad to north and central Africa sub-regions amid the all-out offensive by multinational force, the Nigerian army said Thursday.

The combined onslaught by the troops of Nigerian army and Multinational Joint Task Force (MNJTF) on the identified Boko Haram hideouts was responsible for their exodus, Sagir Musa, the army spokesperson said in a statement reaching Xinhua in Lagos.

He said there were credible reports indicating massive movements of the terror group militants out of the area.

"This mass movement for their lives was necessitated by the sustained air and artillery bombardments by the Nigerian armed forces and coalition forces of the MNJTF, which killed uncountable number of the terrorists and destroyed their weapons and equipment," he said.

The army spokesperson said the various national troops and the MNJTF were maintaining aggressive patrols and blocking positions against infiltration by the escaping criminals.

UN envoy for South Sudan calls for maintaining peace momentum

UNITED NATIONS, Sept. 18 (Xinhua) -- The top UN envoy for South Sudan on Wednesday called for efforts to maintain the momentum of peace in light of an agreement on the formation of a transitional government.

The recent meeting between President Salva Kiir and former Vice President Riek Machar in Juba was an important development, David Shearer, the UN secretary-general's special representative for South Sudan, told the Security Council.

The agreement on the formation of a transitional government is a positive step because it maintains the momentum of peace and bolsters confidence among South Sudanese, said Shearer.

"The formation of the transitional government provides an opportunity to lift our gaze from immediate challenges and look over the horizon toward elections, expected at the end of three years of transition," he said. "The challenge remains, of course, to show tangible results."

The peace process remains precarious, but progress is being made, he said. "Maintaining momentum is the absolute key. And that depends very much on the continuing good will of the parties as well as the collective and unrelenting focus of its international friends to support the formation of a transitional government."

Afghans expect China to increase efforts for bringing peace in Afghanistan: ex-Afghan minister

KABUL, Sept. 19 (Xinhua) -- Afghanistan's former national security adviser and ex-foreign minister Rangin Dadfar Spanta said on Thursday that Afghans want China to enhance its efforts for ending the war and bringing peace in the war-torn country.

"We hope that the People's Republic of China (PRC) increases its efforts for bringing a stable and venerable peace in Afghanistan," Spanta told a symposium here at a local hotel to mark the 70th anniversary of the founding of the PRC.

Without naming any country, the former Afghan foreign minister in his speech blamed proxy wars for his country's lingering crisis and stated, "We are hopeful that China will help Afghanistan to end the proxy wars and bring about peace in this country."

Launching the Belt and Road Initiative can bring many opportunities for the development of the region including Afghanistan, the former Afghan official said.

Spanta, in his speech at the ceremony organized by Afghanistan-China Friendship Association, termed the two nations as friendly neighbors and called for boosting relations in all fields including trade, economy and culture.

"China is a very benevolent neighbor of us; this neighborhood has never seen any tensions during consecutive eras," Spanta said, adding that bilateral relations of the two nations are based on cooperation, mutual trust and good neighborhood.

Iran's Foreign Minister Javad Zarif warns of 'all-out war'

In an interview, Mohammad Javad Zarif says Iran 'won't blink' to defend itself but doesn't want war after oil attacks.

Foreign Minister Mohammad Javad Zarif made the comments as tensions in the Gulf continue rise after attacks on Saudi Arabia's oil infrastructure halted the production of about five percent of the world's oil supply. 

US Secretary of State Mike Pompeo, who was in Saudi Arabia on Wednesday in the wake of the drone attacks , backed Riyadh's "right to defend itself" and said Iran's behaviour would "not be tolerated".

Despite the Houthis' claim of responsibility, a Saudi defence ministry spokesman said on Wednesday there was no way the weapons that blew up the facilities were fired from Yemen.

"The attack was launched from the north and unquestionably sponsored by Iran," Saudi Colonel Turki al-Malki said. "We are working to know the exact launch point."

The United Arab Emirates on Thursday followed its ally Saudi Arabia in announcing it was joining a global maritime security coalition that Washington has been trying to build since a series of explosions on oil tankers in Gulf waters in recent months, which were also blamed on Iran.

Gantz party says no to Netanyahu-led unity government

Israeli PM says he is 'surprised' after Blue and White party leader says he should be PM in a broad unity government.

With more than 97 percent of the vote counted, the centrist Blue and White party has 33 seats, while Netanyahu's Likud party is behind with 31, falling way short of the majority figure of 61.

Gantz, a former army chief, made remarks after Netanyahu called for them to join together in a unity government as results from Tuesday's deadlocked election showed neither with an obvious path to form a majority coalition.

Gantz, who made similar pledges in the past, had called for pursuing peace with the Palestinians, and has remained largely silent on the US-sponsored so-called Middle East peace plan - the details of which are expected to be rolled out following the formation of the Israeli government.
