As the US squares up to China over the coronavirus pandemic, it appears as if many of the world’s democracies are, as rapidly as in 1946, reaching a new perception of the world order. Mike Pompeo, the US secretary of state, has declared the Chinese Communist party to be the number one threat to security, greater than international terrorism, and a growing number of countries seem to agree.

Those who argued that the a more economically liberal Chinawould produce a more politically liberal China fear they have found themselves on the wrong side of history. The US is demanding that its allies not only admit to previous naivety but join it in an anti-China alliance. China, perhaps less overtly, is lobbying countries to to join its rival power bloc.

US-Russia nuclear envoys make guarded comments as talks begin in Vienna

Trump’s new US arms control envoy, Marshall Billingslea, is leading a delegation meeting the Russian deputy foreign minister, Sergei Ryabkov, in Vienna. Trump had repeatedly asked for Beijing to send a representative, but the Chinese government has refused.

The envoys made only guarded comments shortly before they met on Monday morning. “We’ll see,” Billingslea told Reuters when asked what he expected to come of the talks. Ryabkov was equally cautious, telling reporters soon afterwards: “Let’s see, let’s see. We are always very hopeful.”

Trump had been insistent that China join what has for decades been bilateral dialogue. China’s stockpile, estimated by the Federation of American Scientists at 320 warheads, is less than a twentieth the size of the US or Russian arsenal.

Global report: South Korea has Covid-19 second wave as Israel ponders new lockdown

Authorities in South Korea have said the country is experiencing a second wave of the coronavirus in and around Seoul, and warned that stronger physical-distancing measures will be reimposed if the daily increase in infections does not come down.

Confirmation of the new wave came as the Israeli government said a lockdown could be reintroduced amid a sharp rise in cases, and a team of contact tracing experts prepared to deploy to the Australian state of Victoria to tackle a new outbreak in Melbourne.

Meat plant must be held to account for Covid-19 outbreak, says German minister

The owners of Europe’s largest meat-processing plant must be held to account for a mass coronavirus outbreak that has infected more than 1,500 of its workers, Germany’s labour minister has said.

Germany’s coronavirus reproduction or R rate leapt to 2.88 over the weekend largely as a result of the outbreak at the plant at Gütersloh in North Rhine-Westphalia (NRW). About 7,000 people have been sent into quarantine as a result of the outbreak, and schools and kindergartens in the region that had been gradually reopened have been forced to close until at least after the summer holidays.

Three fighters have been killed in a shoot-out with Indian government forces in the heart of Kashmir's main city of Srinagar, police said on Sunday, two days after eight rebels were killed in another gun battle.

North Korea said on Monday that it had readied thousands of balloons and millions of leaflets in preparation for "retaliatory punishment" against South Korea.

The detail, in a state media report, came a day after North Korea said it was preparing to begin an anti-South Korea leaflet campaign following a series of vitriolic condemnations of Seoul because of anti-North Korea leaflets floated across the border.

In stark contrast to the status of the once highly-anticipated China-US Bilateral Investment Treaty (BIT) that has entered a complete standstill, positive progress is being made in the negotiations over the China-EU BIT, indicating an increasing possibility that the China-EU deal could be inked earlier than the China-US one.

With a sweeping investment treaty, the EU would have an upper hand in enjoying China's opening-up of dividends and accessing the Chinese market compared to the US. There would also be more space for China and the EU to develop their economic ties in areas like trade, investment and financing.

Chinese analysts and some reasonable voices inside India warned that New Delhi should cool down the nationalism at home.

Modi is playing with words in order to avoid an escalation as he does not want to really unleash his army by encouraging them to actively start another clash. China's capability not only in terms of the military, but also overall and international influence, is superior to India's, Wei said.

In a potential self-defense counterattack, China will secure its own territory and not likely claim Indian territory after emerging victorious, but the battle will deeply hurt India so much that global position and economy would go backwards to decades ago, Chinese analysts said.

China releases report on US military presence in Asia-Pacific, warns of increased conflict risk

The report notes that since the Trump administration took office in early 2017, it identified "great-power competition," reminiscent of the Cold War, for the first time in a strategy document on national security, and its Indo-Pacific strategy took shape by the end of 2018, which is ultimately aimed at protecting US supremacy in global and regional affairs, covering not only security but also political and economic issues.

According to the report, the US has 375,000 enlisted members of its Indo-Pacific Command, including 60 percent of its Navy ships, 55 percent of its Army and two-thirds of its Marine Corps. In addition, with 85,000 forward-deployed soldiers and a large amount of high-tech and new weaponry, the US military has maintained its absolute supremacy in the Asia-Pacific over the years, while also keeping to seek new deployments, budgets and resources using China's and Russia's military development as excuses.

This is also not wished by other countries in the region, as they would be forced to choose sides between China and the US since any military conflict between the two countries will get them involved, the report said

Pompeo’s accusation reflects Cold War mentality, spreads ‘political virus’: FM

Zhao Lijian, spokesperson of the ministry, said at a press conference that China firmly opposes Pompeo's groundless accusations against China which try to drive a wedge between China and other countries.

Zhao's comments came after Pompeo viciously attacked China at the virtual 2020 Copenhagen Democracy Summit on Friday and forced European countries to choose between Beijing and Washington. Observers said Pompeo's Friday speech demonstrated his "petulance" for not being able to promote things according to his wishes.

US Ambassador Marshall Billingslea and Russian Deputy Foreign Minister Sergei Ryabkov nonetheless discussed the future of the New START treaty, which was agreed in 2010 and expires in February 2021.

The current treaty limits each side to 1,550 deployed nuclear warheads.

Russian political analyst Fyodor Lukyanov said there was no reason to expect any progress in Vienna.

"The Trump administration has rejected nearly all the restraints linked to the treaties agreed in the past," Lukyanov said.

China joins Arms Trade Treaty for right reasons

China's lawmakers on Saturday approved the decision to join the Arms Trade Treaty (ATT) at a legislative session of the National People's Congress Standing Committee, running from Thursday to Saturday. 

The ATT is a multilateral treaty which attempts to regulate the trade of conventional weapons and crack down on illegal arms transfers. The treaty stipulates that arms cannot be sold to those who might facilitate terrorist attacks, gender-based violence, or violent and organized crimes.

China's decision to join the treaty demonstrates its commitments to multilateralism and embodies its stance as a responsible major power.

On one hand, the Trump administration announced in April 2019 it would withdraw from the ATT signed by the US under the tenure of Barack Obama in 2013. On the other, the Trump administration is increasingly set on trying to bring Beijing into the nuclear arms negotiations between Washington and Moscow. What are its considerations? 

Pulling the US out of the ATT means the country is likely to act unscrupulously when it comes to arms deals. Weapons of mass destruction may fall into the hands of terrorists or criminal groups. This will bring greater threats to regional and world peace and harm the development and ultimately survival of people across the globe.

Samedi soir, il a mis le fiasco de Tulsa sur le compte de contre-manifestants que sa présence avait attirés. Ces derniers auraient dissuadé ses fidèles de venir le soutenir. Une explication particulièrement peu convaincante, mais qui lui a permis de faire l’impasse sur la menace que représente la pandémie de Covid-19. Cette dernière garde une certaine vigueur aux Etats-Unis, comme en témoigne la hausse des contaminations dans de nombreux Etats initialement épargnés comme l’Arizona, le Texas et la Floride. Ils sont tous dirigés par des gouverneurs républicains peu désireux d’appliquer à la lettre les recommandations des Centres de contrôle et de prévention des maladies (CDC). Cette agence fédérale déconseille par ailleurs les rassemblements dans des espaces fermés semblables à celui où s’est tenu le meeting de Tulsa.
