Azerbaijan, Armenia agree on fresh humanitarian truce: US
Armenia and Azerbaijan have again agreed to respect a “humanitarian ceasefire” in the conflict over the mountainous enclave of Nagorno-Karabakh, according to a joint statement from the US State Department and the two governments.
The truce will take effect at 8am local time (04:00 GMT) on Monday, the statement said on Sunday, adding that US Deputy Secretary of State Stephen Biegun met the foreign ministers of the two countries on Saturday.

Renewal of bishop agreement reflects healthy China-Vatican terms
Italian media Corriere della Sera was the latest to report that China and the Vatican will announce on Thursday the renewal of the bishop agreement, which was signed in September 2018.
The renewal of the agreement would send the Chinese Catholic Church a clear signal that the Vatican is seeking a healthy development in China, Zhan Silu, vice chairman of the Bishops' Conference of the Catholic Church in China and bishop of the diocese of Mindong, East China's Fujian Province, told the Global Times.
Previously, US Secretary of State Mike Pompeo warned that the Pope would lose his "moral authority" if he continued the deal, ahead of the former's visit to Italy and the Vatican in September. But when he arrived in the Vatican, he was met with a cold shoulder from the Pope.

Why Russia commands strategic arms talks with weakening US
Russia has proposed to extend the New START (Strategic Arms Reduction Treaty) for one year. It is also ready to join hands with the US to undertake a political commitment to freeze the number of nuclear warheads held by both sides during this period, Russia said in a statement on its website of Ministry of Foreign Affairs on October 20. Meanwhile, the US said in a statement that it "is prepared to meet immediately to finalize a verifiable agreement." Thus, the previously gloomy treaty has once again seen its potential life extended.
Indeed, Russia does not have much financial resources to invest in a strategic arms race especially since the pandemic. Therefore, extending the New START and freezing nuclear warheads can maintain the status quo for a short time — and stabilize Russia's position in this field.

US ambitions to expand QUAD set to fail
Marc Knapper, US deputy assistant secretary of state for Korea and Japan, said Saturday that "the Quad," an informal security grouping of the US, Japan, Australia and India, may welcome new members in the future as the countries look to counter China's rising influence
Washington has been devoting itself to transforming the Quad into an Asian version of NATO in an attempt to solidify more regional allies and partners to contain the development of China. US Deputy Secretary of State Stephen Biegun said in August that the US wants to see Vietnam, South Korea and New Zealand eventually join an expanded Quad.
However, the Quad is unlikely to achieve this expansion. Many political analysts from the international community are clearly aware that each member of the group has their own considerations and they have failed to reach a consensus on how to deal with China.

Pompeo’s last foreign tour will be no victory lap: Global Times editorial

La pandemia acelera drásticamente los cambios en el mercado de trabajo mundial
El "futuro del trabajo" ya era un tema importante antes de la pandemia, con la automatización y los cambios tecnológicos afectando al mercado laboral. Esos cambios se han acelerado, según el Foro Económico Mundial.
El número de horas de trabajo que se han perdido debido a los cierres de centros de trabajo va a ser equivalente a la pérdida de 345 millones de puestos de empleo", dice Saadia Zahidi, del Foro Económico Mundial (WEF, por sus siglas en inglés).
Zahidi en el video de presentación del evento, en el que plantea las cuestiones principales. "¿Tenemos el tipo de crecimiento adecuado, uno que no dañe el planeta ni deje al margen a la mayoría de la gente en el mundo? ¿Qué significan los buenos empleos cuando la tecnología puede automatizar tanto trabajo? ¿Tenemos el tipo de educación adecuado y la capacitación que preparará a la fuerza laboral para los trabajos del mañana?".
Según el estudio, los robots y la automatización eliminarán alrededor de 85 millones de puestos de trabajo en los próximos cinco años.
Se encuestó a alrededor de 300 empresas y 80% de sus ejecutivos afirmaron que estaban acelerando la implementación de planes para utilizar nuevas tecnologías en sus negocios que convertirían en obsoletos diversos trabajos existentes.

Plebiscito en Chile: Una Constitución viciada, autoritaria y tramposa
La transición a la democracia chilena conscientemente aceptó la Constitución elaborada por la dictadura de Pinochet en 1980. O, mejor dicho, la pasó por alto. Patricio Aylwin (DC), el futuro presidente, que sucedería el general lo señaló cuatro años después de promulgada la Carta Magna en un seminario repleto de políticos de la oposición y con un título que no llamaba demasiado la atención: “Un Sistema Jurídico-Político-Constitucional para Chile”. “Lo primero es dejar de lado la famosa disputa sobre la legitimidad del régimen y su Constitución”, señaló ante el asombro de la concurrencia. “Personalmente yo soy de los que considera ilegítima la Constitución de 1980. Pero, así como yo exijo que se respete mi opinión, respeto a los que opinan de otro modo. Ni yo puedo pretender que el general Pinochet reconozca que su Constitución es ilegítima, ni él puede exigirme que yo la reconozca como legítima (…) ¿Cómo superar este impasse sin que nadie sufra humillación? Sólo hay una manera: el eludir deliberadamente el tema de la legitimidad”.

Venezuela acusa a España por la fuga de Leopoldo López
