Bolivian Leader Evo Morales Steps Down

President Evo Morales of Bolivia, who came to power more than a decade ago as part of a leftist wave sweeping Latin America, resigned on Sunday after unrelenting protests by an infuriated population that accused him of undermining democracy to extend his rule.

Mr. Morales and his vice president, Álvaro García Linera, who also resigned, said in a national address that they were stepping down in an effort to stop the bloodshed that has spread across the country in recent weeks. But they admitted no wrongdoing and instead insisted that they were victims of a coup.

Mr. Morales was once widely popular, and stayed in the presidency longer than any other current head of state in Latin America. He was the first Indigenous president in a country that had been led by a tiny elite of European descent for centuries, and he shepherded Bolivia through an era of economic growth and shrinking inequality, winning support from Bolivians who saw him as their first true representative in the capital.

LA PAZ, Bolivia — Former President Evo Morales on Monday encouraged resistance to efforts to form a transitional government leading to fresh elections in Bolivia after his resignation prompted violent protests by many of his supporters.

“You never abandoned me and I will never abandon you,” Mr. Morales wrote on Twitter from an unknown location only hours after he was forced to step down. “The world and patriotic Bolivians will repudiate this coup.”

Almost simultaneously, a leading opposition politician who has emerged as a possible interim leader of the country said she was ready to take the reins of power until new elections could be held. The politician, Jeanine Añez Chavez, the Senate’s second vice president, appeared on television Monday morning before boarding a plane for La Paz, sobbing as she described the chaos of the night before. “Bolivia doesn’t deserve this, all these deaths and destruction,” she said, before promising a quick transition “that is absolutely necessary to return to a democracy.”

The F.B.I.’s New Approach to Combating Domestic Terrorism: Straight Talk

OAKWOOD VILLAGE, Ohio — As a group of prominent black pastors listened, the top federal prosecutor in northern Ohio, Justin E. Herdman, spoke recently at Mount Zion church about the prospect that a gunman could target one of their congregations.

The subtext was clear. Mr. Herdman is among a group of federal law enforcement officials who have begun speaking more forthrightly about fighting domestic terrorism from the front lines. They want to reassure a skeptical public that the Justice Department is forcefully combating racist and politically motivated violence in the Trump era, amid their own mounting concerns about a possible surge in attacks sparked by the 2020 election.

Xi requires all-round progress in military development at primary level

BEIJING, Nov. 10 (Xinhua) -- Chinese President Xi Jinping has stressed efforts to promote all-round progress in developing the military at the primary level. Xi, also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission (CMC), made the requirement while attending a CMC meeting held in Beijing from Nov. 8 to 10.

"Strengthening military construction at the primary level in the new era is where the root and strength for strengthening and revitalizing the armed forces lie," Xi said. Noting that the primary level is the foundation of all the military's work and combat capability, Xi said the Party has always attached great significance to military construction at the primary level, and the principle of relying on and strengthening the military at the primary level must never be neglected no matter how the situation changes.

Turkey deports US national as it starts returning ISIL fighters

Turkish official says seven German nationals will be returned on November 14, according to state media.

Cataki did not immediately provide further information on the suspected members of the Islamic State of Iraq and the Levant (ISIL or ISIS) armed group but said they were being held in deportation centres.

In recent weeks, Turkey has criticised Western nations, including the United Kingdom and the Netherlands, for refusing to take back their nationals who had joined ISIL and promised to send back the armed group's fighters - even if their citizenship has been revoked.

He said about 1,200 foreign ISIL fighters were in Turkish prisons and 287 members, including women and children, were recaptured during Turkey's military offensive into northeast Syria last month.

Hong Kong crisis escalates as protester shot by police

After one of bloodiest days of unrest, Hong Kong leader says deepening violence will not make gov't yield to pressure.

Violet Law

Since early June, Hong Kong has been rocked by protests triggered by a bill that would have allowed the extradition of accused individuals to mainland China for trial.

Although officials formally withdrew the bill two weeks ago, public anger has been fuelled by their refusal to address protesters' demands for an independent inquiry against alleged police brutality; amnesty for the nearly 600 people charged with offences stemming from the protests; a retraction of police claims that protesters are guilty of rioting; and universal suffrage to elect the full legislature and chief executive.
