South Korea Says It Will Scrap Intelligence-Sharing Deal With Japan

South Korea said on Thursday that it would abandon a military intelligence-sharing pact with Japan, a move that dramatically escalates tensions between the two countries and offers fresh evidence of the United States’ declining presence in the region.

The South Korean decision on the security agreement — a pact the United States had pushed in part to ensure tight monitoring of North Korea’s missile activity — had been awaited as a barometer of relations between Seoul and Tokyo, America’s two closest Asian allies.

Those ties had reached their lowest point in years after Tokyo imposed a series of trade restrictions earlier this month targeting South Korea’s major exports. Japan took further action against Seoul by removing it from a list of trusted trade partners, and South Korea responded in kind.

Indonesia Sends Police to Restive Region After Racial Slurs Ignite Protests

BANGKOK — Protests erupted across the Indonesian provinces of Papua and West Papua this week after reports circulated that students from the region were harassed by the police and insulted with racist slurs in the East Java city of Surabaya.

Thousands of people took to the streets in the two distant provinces, torching a provincial government building and clashing with police officers after a video circulated showing the students in Surabaya being called “monkey” and other names as the police surrounded their dormitory.

The Indonesian authorities attempted to halt the protests by sending about 1,000 police officers to Indonesian Papua as reinforcements and by disrupting internet service in Papua Province, a tactic they used earlier to quell election protests in Jakarta.

Pakistan Leader Vents Frustration at India: ‘No Point in Talking to Them’

ISLAMABAD, Pakistan — Prime Minister Imran Khan of Pakistan intensified his criticism of India on Wednesday over its Kashmir crackdown, saying he would no longer seek dialogue with Indian officials and raising the threat of a military escalation between the nuclear-armed neighbors.

In an interview with The New York Times, Mr. Khan complained bitterly about what he described as repeated rebuffs from Prime Minister Narendra Modi of India at his entreaties for communication, both before and after the Aug. 5 crackdown on the disputed territory of Kashmir.

Hong Kong Charges 2 Men Over Mob Attack on Protesters

HONG KONG — The Hong Kong authorities said on Thursday that they had charged two men with rioting over a mob attack on protesters and passers-by in a train station in a satellite town last month. The assault led to widespread criticism of the police for their failure to stop the violence and of prosecutors for the time it took to charge anyone.

Dozens of people were injured — including journalists, protesters, a pro-democracy lawmaker and bystanders — when more than 100 men dressed in white shirts and wielding sticks and metal bars swarmed inside the Yuen Long train station in northwestern Hong Kong on July 21. On Wednesday, thousands gathered in Yuen Long to remember those injured in the attack and to call for swifter prosecution.

Putin wants to see constructive approach from new EU leadership

HELSINKI, Aug. 21 (Xinhua) -- Russian President Vladimir Putin said here on Wednesday that Russia would like to see its relations with the European Union (EU) to "return to a fully-fledged basis".

Putin made the remarks at a joint press conference after meeting Finnish President Sauli Niinisto.

Putin said Russia hopes the new leadership of the EU would show a constructive approach to relations with Russia.

He said Russia appreciated the efforts by Finland towards making it possible that Russian delegation would be able to attend the Council of Europe Parliamentary Assembly without any restrictions.

Niinisto acknowledged the Finnish efforts and said Finland considers it important that Russia participates in the Council of Europe.

S.Korea decides to end military intelligence-sharing pact with Japan

SEOUL, Aug. 22 (Xinhua) -- South Korea's presidential Blue House said Thursday that it decided to scrap the military intelligence-sharing pact with Japan amid the trade spat between the two countries.

Kim You-geun, deputy director of the National Security Office (NSO) of the Blue House, told a press briefing that the government decided to end the General Security of Military Information Agreement (GSOMIA), saying it would notify the Japanese government of its decision through diplomatic channels.

South Korea and Japan signed the GOSMIA in November 2016 to share military intelligence on nuclear and missile programs of the Democratic People's Republic of Korea (DPRK).

Turkey, U.S. agree to launch 1st phase of safe zone deal in Syria

ANKARA, Aug. 22 (Xinhua) -- Turkey and the United States have agreed to immediately launch the first phase of the safe zone plan in Syria, following a phone conversation late Wednesday between their defense chiefs, state-run Anadolu agency reported.

Turkish Defense Minister Hulusi Akar and his U.S. counterpart Mark Esper also agreed that military delegations from the two countries will meet in Ankara soon to discuss next stages of Syria safe zone plan, according to a Turkish Defense Ministry statement.

Akar said the safe zone in the east of the Euphrates river in Syria should be established within the framework of the principles set out in the calendar without losing time, the statement said.

U.S. gov't to allow longer detention of migrant families, challenges pending

WASHINGTON, Aug. 22 (Xinhua) -- The U.S. Homeland Security Department on Wednesday unveiled new regulations to allow the government to detain migrant families longer than before, and the move is widely expected to face court challenges and has sparked broad concerns.

The new rules are meant to reduce the number of families trying to enter the United States, said U.S. Acting Homeland Security Secretary Kevin McAleenan, when announcing the policy change at a press conference.

The policy change will allow President Donald Trump's administration to detain asylum-seeking families during their immigration proceedings, with no time limit.

Yet, it may defy a federal court ruling known as the Flores Settlement Agreement (FSA) that bars the government from keeping children with their parents in immigration detention centers for more than than 20 days.

Turkey, US agree to launch first phase of Syria safe-zone plan

Both sides announce safe zone will be launched this week but questions remain on how deep it will be in northern Syria

Turkish Defence Minister Hulusi Akar and his US counterpart Mark Esper spoke over the phone on Wednesday and agreed to flesh out the first phase of implementing the zone, Anadolu news agency reported, adding that delegations from both sides are expected to meet in Ankara "soon".

In a joint statement released on August 7, the NATO allies said the safe zone would become a "peace corridor", without providing further details. At the time, the Syrian government called the agreement a "blatant attack" on the country's sovereignty.

Northeastern Syria is currently under the control of the US-backed Kurdish-led Syrian Democratic Forces (SDF), largely comprising of the People's Protection Units (YPG).

Russia, China seek Security Council meeting after US missile test

Moscow and Beijing warn of 'threats to international peace and security' after latest US test of new cruise missile.

On Monday, the United States defence department announced that it had tested a conventionally configured cruise missile that hit its target after more than 500km of flight, the first such test since the US pulled out of Cold War-era Intermediate-Range Nuclear Forces (INF) Treaty.

US Defense Secretary Mark Esper was asked in an interview on Fox News on Wednesday whether the test was aimed at sending a message to China, Russia or North Korea and indicated that the main concern was China.

Russian President Vladimir Putin said on Wednesday the US was in a position to deploy a new land-based cruise missile in Romania and Poland, a scenario he considered a threat that Moscow would need to respond to.

This week's US test would have been banned under the INF Treaty, which prohibited land-based missiles with a range of 500-5,500km, reducing the ability of the US and Russia to launch a nuclear attack at short notice.

It states that should the UK and EU fail to reach a comprehensive trade agreement after Brexit, then Northern Ireland would remain in regulatory alignment - following established standards for health, safety, food and so forth - with the EU until another solution becomes apparent.

This has proven unpopular in the UK, as it means that either the rest of the UK must also remain in alignment with the EU, therefore being bound to it without any say in it, or Northern Ireland would be set aside from the rest of the UK, being treated much like the Republic of Ireland, which critics say would harm the UK's national sovereignty.
