Iran Threatens to Violate Nuclear Deal’s Limits on Uranium Enrichment

LONDON — Iran announced on Monday that it would soon violate a central element of the landmark 2015 nuclear deal, which the United States withdrew from last year, unless it received assurances that Europe will combat punishing American sanctions.

Iran is on track to exceed the deal’s limits on nuclear fuel within days, the country’s Atomic Energy Organization announced. The agency also left the door open to an “unlimited rise” in Tehran’s stockpile of enriched uranium, potentially triggering another flash point with Washington just days after attacks on oil tankers stoked tensions between the two nations.

Hong Kong Protesters Return to the Streets, Rejecting Leader’s Apology

HONG KONG — Protesters poured into the streets of Hong Kong on Sunday with renewed determination and a lengthening list of demands, rejecting the government’s retreat on a contentious extradition bill and extending the political crisis gripping the semiautonomous territory.

Hong Kong’s embattled leader, Carrie Lam, shelved the bill on Saturday and followed that up with a rare apology the next day, actions that pro-democracy activists dismissed as too little, too late.

And the sheer size of the demonstration — organizers gave an unverified estimate of close to two million of the territory’s seven million people — made clear the public remained unsatisfied.

‘Massive Failure’ in Power Grid Causes Blackout in Argentina and Uruguay

BUENOS AIRES — A blackout stripped all of mainland Argentina and Uruguay of power early Sunday, affecting tens of millions of people in an electrical failure that officials called unprecedented in its scope.

The cause remained under investigation by late Sunday, when power had been largely restored to both countries. Much of Argentina was hit by heavy rainfall over the weekend, and Uruguay’s state-owned utility, UTE, said some systems had been damaged by the recent rain and still needed to be repaired.

Kremlin Warns of Cyberwar After Report of U.S. Hacking Into Russian Power Grid

MOSCOW — The Kremlin warned on Monday that reported American hacking into Russia’s electric power grid could escalate into a cyberwar with the United States, but insisted that it was confident in the system’s ability to repel electronic attacks.

Dmitri S. Peskov, President Vladimir V. Putin’s spokesman, also raised concerns that President Trump was reportedly not informed about the effort, which was the subject of a New York Times report on Saturday that detailed an elaborate system of cybertools deployed by the United States inside Russia’s energy system and other targets.

The program, as described by current and former unidentified American officials, would enable an attack on the Russian power grid in the event of a major conflict between Moscow and Washington.

Xi Jinping Will Make First Visit to North Korea Ahead of Meeting With Trump

BEIJING — President Xi Jinping of China plans to visit North Korea later this week, his first trip there as president and a surprise move shortly before President Trump and Mr. Xi are expected to meet at an economic summit.

The North Korean leader, Kim Jong-un, has visited China four times in the past year. But Mr. Xi, 66, who is one of the most traveled Chinese presidents, has been reluctant to honor the 35-year-old Mr. Kim by going to the North, a country that is right next door to China.

China and North Korea have had a fraught relationship for decades, making Mr. Xi’s sudden visit, the first by a Chinese president in 14 years to the North, even more unforeseen.

Dozens Are Killed in Triple Suicide Bombing in Nigeria

KANO, Nigeria — At least 30 people were killed in a triple suicide bombing in northeastern Nigeria, emergency services reported on Monday, in an attack bearing the hallmarks of the Boko Haram jihadist group.

Three bombers detonated their explosives late Sunday outside a hall in the town of Konduga, where soccer fans were watching a game on television. Konduga is about 22 miles southeast of Maiduguri, the capital of Borno State.

Usman Kachalla, the head of operations for the Nigerian emergency management agency, said on Monday: “The death toll from the attack has so far increased to 30. We have over 40 people injured.”

How Surveillance Cameras Could Be Weaponized With A.I.

Businesses and the government have spent years installing millions of surveillance cameras across the United States. Now, that technology is on the verge of getting a major upgrade, the American Civil Liberties Union warns in a new report.

Advancements in artificial intelligence could supercharge surveillance, allowing camera owners to identify “unusual” behavior, recognize actions like hugging or kissing, easily seek out embarrassing footage and estimate a person’s age or, possibly, even their disposition, the group argues.

Iran to surpass uranium stockpile limits within days: AEOI

Iran stopped complying with some elements of the nuclear deal in May, and is speeding up production of enriched uranium.

Iran has said the country plans to quadruple production of low-level enriched uranium and will reach the limit of the stockpile allowed under the nuclear deal within days.

"We will go further from that ceiling, not only that but we will also increase production drastically. After we pass the limit of 300kg the pace and the speed of enriched uranium production at the lower rate will also increase," Kamalvandi said on Monday, speaking on television from Iran's Arak nuclear plant.

Iranian President Hassan Rouhani said on May 8 the remaining signatories - the United Kingdom, France, Germany, China and Russia - had 60 days to implement their promises to protect Iran's oil and banking sectors from reimposed US sanctions.

As accusations fly in Gulf tanker row, Russia urges restraint

Iran accuses US of staging attacks on Gulf ships as Saudi Arabia, UK side with Washington's claim Tehran is to blame.

The Russian appeal on Sunday came as Saudi Arabia and the United Kingdom sided with Washington's assessment that Iran was responsible for Thursday's incidents, which left one tanker ablaze and both adrift in the Gulf.

Hitting back at Washington, Ali Larijani, the speaker of Iran's parliament, suggested the US may have staged the tanker attacks because of "the failure of its harsh sanctions" on Tehran, according to the official IRNA news agency.

The United Nations, Germany, Qatar and others have called for an independent investigation to establish what happened.
