China Purchases Could Undercut Trump’s Larger Trade Goal

WASHINGTON — At the heart of President Trump’s negotiations with China is a troubling contradiction: The United States wants to use the trade talks to encourage the country to adopt a more market-oriented economy. But a key element of a prospective deal may end up reinforcing the economic power of the Chinese state.

Negotiators are still working out deal terms, but any agreement seems certain to involve China’s promise to purchase hundreds of billions of dollars of American goods. For Mr. Trump, this is an essential element that will help reduce the United States’ record trade deficit with China and bolster farmers and other constituencies hurt by his trade war.

But those purchases will be ordered by the Chinese state, and most will be carried out by state-controlled Chinese businesses, further cementing Beijing’s role in managing its economy and potentially making United States industries even more beholden to the Chinese.

China Bans All Types of Fentanyl, Fulfilling Pledge to Trump

BEIJING — China announced on Monday that it would treat all variants of the powerful opioid fentanyl as controlled substances, making good on a pledge the country’s leader, President Xi Jinping, made to President Trump late last year.

China’s export of the drug, a family of synthetic opioids blamed for tens of thousands of overdoses in the United States, has long been a source of tension in relations and has, more recently, become tangled up in the continuing trade war.

China already treats more than two dozen variants of fentanyl and its precursors as controlled substances, thus strictly regulating their production and distribution, but it has banned those variants only after reviewing them case by case, a process that can be lengthy.

Russia’s Military Mission Creep Advances to a New Front: Africa

OUAGADOUGOU, Burkina Faso — Russia has been steadily expanding its military influence across Africa, alarming Western officials with increasing arms sales, security agreements and training programs for unstable countries or autocratic leaders.

In the Central African Republic, where a Russian has been installed as the president’s national security adviser, the government is selling mining rights for gold and diamonds at a fraction of their worth to hire trainers and buy arms from Moscow. Russia is seeking to ensconce itself on NATO’s southern flank by helping a former general in Libya fight for control over his government and vast oil market.

Trump, Putin and a Possible ‘Red-Line Moment’ in Venezuela

WASHINGTON — During his presidential campaign, Donald Trump often complained about how President Barack Obama drew red lines that he never enforced, and how a diminished America let Russia walk into Syria unchallenged, something he said would not happen if the Russian leader respected the United States president.

Now, in Venezuela, President Trump is facing his own red-line moment — again, with Vladimir V. Putin of Russia.

For the past week, the Trump administration has escalated its warnings about Russian intervention in the country, claiming that Moscow is helping to prop up President Nicolás Maduro of Venezuela and undermining the hopes of American officials that the Venezuelan military will oust him.

Theresa May’s warring cabinet ministers will once again be instructed to boycott Monday night’s indicative votes, as MPs make a second attempt to coalesce around an alternative to her Brexit deal.

The prime minister had suggested she would “engage constructively” with the indicative votes process, set up by a cross-party group of MPs led by the former Conservative minister Sir Oliver Letwin.

Turkey elections: opposition claims victory in Ankara, pulls ahead in Istanbul

Turkey's opposition was on track to secure major wins in mayor races in Istanbul and Ankara, pulling ahead of President Recep Tayyip Erdogan's AK party. Sunday's vote is seen as a "referendum" on Erdogan's popularity.

President Recep Tayyip Erdogan and his Justice and Development Party (AKP) said they secured most mayoral positions nationwide in Sunday's municipal elections. But the AKP suffered major losses, as the main opposition's candidates eked out a win in the capital Ankara and pulled ahead in Istanbul, according to results released Monday.

In Istanbul, the election board said the opposition's mayoral candidate was ahead. Erdogan's AKP later claimed victory in Turkey's largest and most politically important city, after claiming there were voting irregularities.

State media reported that Erdogan's Islamic-based party won over 44 percent of the votes across the country, while the main opposition party, the Republican Peoples' Party (CHP), bagged over 30 percent of the vote.

Germany is currently serving as a non-permanent member of the United Nations Security Council. From the beginning of April, it officially takes over the chair — as part of a "dual presidency" with France. 

Germany and France are both currently serving on the UN Security Council. France has a permanent seat, meaning that it is always a member of the UN's most senior body. Germany was elected to serve on the Security Council for a two-year term throughout 2019 and 2020. The two EU countries each occupy the chair for one month — France in March, Germany in April. As a symbol of their close cooperation, they decided to dovetail these into a first "dual presidency" — France has described it as a "twinning arrangement." The presidency will formally pass from France to Germany at the end of the month, but in practice there will hardly be any change, as both countries will continue jointly to occupy the chair. This closer UN cooperation was agreed by Berlin and Paris as part of the Treaty of Aachen.

Presidente Poroshenko y comediante Zelenski a segunda vuelta electoral en Ucrania

The White House reignited the issue of immigration this week, amid a surge in migrant detentions and the possibility of a second migrant caravan headed north from Central America. Trump confirmed the suspension of aid payments to the three countries on Friday.

Filipinas y EEUU empezarán ejercicio militar conjunto anual

MANILA, 31 mar (Xinhua) -- Filipinas y Estados Unidos empezarán el lunes su mayor ejercicio militar conjunto anual llamado Balikatan u Hombro con Hombro.

La vocera del ejercicio para Filipinas, la teniente comandante Liez Vidallon, dijo que alrededor de 7.500 tropas participarán en el ejercicio Balikatan de este año, de ellas cerca de 4.000 serán filipinas y 3.500 estadounidenses.

El número de militares filipinos es de 1.000 menos en comparación con la edición del año pasado. Por otro lado, el número de fuerzas estadounidenses participantes es 500 mayor que en el ejercicio previo.

Ultimátums y sanciones son las únicas herramientas de diplomacia de EEUU, dice canciller ruso

"En la diplomacia estadounidense ahora no veo más que ultimátums y después sanciones en caso de que no se cumplan los ultimátums", dijo Lavrov a un programa de televisión, cuya transcripción fue publicada hoy por la cancillería rusa.

Pompeo declaró el miércoles que los miembros de la Organización del Tratado del Atlántico Norte (OTAN) posiblemente anunciarán acciones conjuntas contra Moscú la próxima semana en respuesta a las medidas rusas en Crimea, el mar de Azov y la región.

China lista para tener papel más importante en promoción de mantenimiento de paz, dice alto militar

NACIONES UNIDAS, 29 mar (Xinhua) -- China está preparada para desempeñar un papel más importante en los esfuerzos de paz y seguridad mundiales, dijo este viernes en Naciones Unidas el jefe adjunto del Departamento de Estado Mayor Conjunto de la Comisión Militar Central de China, el teniente general, Shao Yuanming.

"China está dispuesta a trabajar con todas las partes para permitir que las operaciones de mantenimiento de la paz de la ONU avancen de acuerdo a las circunstancias y desempeñen un papel más importante en el sector de la paz y la seguridad", dijo Shao a la Conferencia Ministerial de la ONU para el Mantenimiento de la Paz.

Shao mencionó que el primer escuadrón de helicópteros de mantenimiento de la paz de China se ha desplegado en África y que su país ha capacitado a más de 1.800 efectivos de mantenimiento de la paz de otros países.

El teniente general agregó que China continúa asistiendo militarmente a la Unión Africana.

India space launch: One rocket, 29 satellites, three orbits

The Indian space agency places domestic and foreign satellites in three orbits on a single flight.

India's 436-kilogramme EMISAT intelligence satellite was launched on Monday along with 28 foreign ones from the Sriharikota launch pad in southern India, and was now orbiting 749 kilometres about the Earth, the state-run Indian Space Research Organisation (ISRO) said.

Twenty-four of the small satellites were from the United States, two from Lithuania and one each from Spain and Switzerland, the space agency said.

Defence analyst Brahma Chellaney said the low-earth orbit EMISAT would serve as a military reconnaissance and intelligence satellite.

It will monitor and give locations for enemy radar sites, local broadcaster NDTV reported.

The rationing plan will help deal with the outages that have also cut off the water supply and communications for days at a time, Maduro said on Sunday in a speech on national television in which he also warned against any unrest in reaction to the blackouts.

Israel expands Gaza fishing zone as part of ceasefire agreement

Israel's widening of Gaza fishing area under an Egyptian-brokered deal comes a day after two border crossings reopen.

The Egyptian-brokered deal includes expanding the fishing limit along the Mediterranean coast from six to 15 nautical miles for the first time in years, with the purpose of boosting Gaza's economy that is heavily reliant on the fishing sector.

On Sunday, Israeli authorities also reopened two border crossings a day after tens of thousands of Palestinians demonstrated along the fortified fence with Israel to mark the first anniversary of the Great March of Return protests.

Maduro announces 30-day power rationing as Venezuela is gripped by blackouts

Venezuelan President Nicolas Maduro has approved a 30-day plan to ration power across Venezuela until its power grid is restored. Caracas blames US-backed sabotage for crippling power outages that have led to water shortages.

Maduro announced the measure on Sunday, as the Latin American country was struck by yet another wave of blackouts. By capping the energy supply, the government hopes to "balance the [power] generation process, secure the transmission process as well as service and consumption processes across the country," he said.

India launches top secret spy satellite into orbit along with cubesat swarm (VIDEO, PHOTOS)

The Indian Space Research Organisation (ISRO) has successfully launched its next generation electronic surveillance satellite into orbit, along with a swarm of 28 private industry microsats.

The four-stage rocket was launched from the Satish Dhawan Space Centre at 9:27am local time with its military and commercial payload. The 436-kilogram (961-pound) EMISAT system will provide electronic intelligence to India’s Armed Forces using a first-of-its-kind electromagnetic spectrum measuring device that has been in development for at least the past five years by India’s Defence Research and Development Organisation (DRDO).

4 militants killed in Kashmir following gun battle with Indian security forces

At least four suspected militants have been killed and four members of India’s security forces injured, following a heated gun battle in the Pulwama district of Kashmir in the early hours of Monday morning.

The exchange of fire erupted as members of India’s army, paramilitaries, and the special operations group of the Jammu & Kashmir police force conducted a cordon-and-search-operation following a tip-off, according to local media. The wounded were evacuated and taken to hospital, and are now in a stable condition.
