How France’s ‘Yellow Vests’ Differ From Populist Movements Elsewhere



PARIS — Too little, too late: That was the reaction of the so-called Yellow Vest protesters to the French government’s sudden retreat this week on a gas tax increase. The Yellow Vests, who have thrown France into turmoil with violent protests in recent weeks, want more, much more, and they want it sooner rather than later — lower taxes, higher salaries, freedom from gnawing financial fear, and a better life.



Those deeper demands, the government’s inability to keep up, and fierce resentment of prosperous and successful cities run like an electrified wire connecting populist uprisings in the West, including in Britain, Italy, the United States and, to a lesser extent, Central Europe.



What ties these uprisings together, beyond the demands, is a rejection of existing parties, unions and government institutions that are seen as incapable of channeling the depth of their grievances or of offering a bulwark against economic insecurity.

To Feed U.S. Troops, Businessman Violated Iran Sanctions, Charges Say



The head of the company that feeds American troops in Afghanistan has been charged in federal court with violating sanctions against trade with Iran, along with other offenses.



The federal indictment charged Abul Huda Farouki, 75, a Jordanian-American and wealthy philanthropist from Virginia with longstanding ties to Bill and Hillary Clinton, with conspiracy to commit money laundering, violating sanctions against Iran, and fraud. The charges are in connection with more than $8 billion in contracts held by his company, Anham FZCO, to provide food and other logistical support to American troops in Afghanistan.



The charges involving Anham make a series of legal cases against the three major food service companies serving American troops in Afghanistan since 2005.

U.S. Gives Russia a Deadline on Nuclear Treaty



BRUSSELS — Secretary of State Mike Pompeo announced Tuesday that the Trump administration would begin the formal process to scrap the landmark Intermediate-Range Nuclear Forces Treaty within 60 days unless Russia returns to compliance with the treaty’s terms.



“The burden falls on Russia to make the necessary changes,” Mr. Pompeo said. “Only they can save this treaty.”



If Russia does not come back into compliance by the deadline, the Trump administration will begin a formal, six-month process to end the treaty, Mr. Pompeo said. During those months, the United States will still not test or deploy missiles that would abrogate the pact, known as the I.N.F. Treaty, he said.



Mr. Pompeo received unanimous support from NATO allies for his contention that Russia was in violation of the treaty.

Nearly 132 Million People Will Need Aid, U.N. Says in 2019 Appeal



GENEVA — Nearly 132 million people will need aid and protection in 2019, the United Nations said on Tuesday, opening an appeal for about $25 billion as more and more people are displaced by conflicts and protracted conflicts absorb most of the assistance.



Mark Lowcock, the United Nations aid coordinator, said that one out of every 70 people on Earth will need assistance next year in seeking an increase in donations of about 10 percent, even though relief agencies are becoming more efficient.



“We need to make it a bigger priority in 2019 to address the underlying causes of crises — insecurity, conflict, poverty, development failures, inadequate adaptation and resilience to climate change,” he said.

U.K.’s Theresa May Suffers Defeats in Parliament as Hopes Fade for Brexit Deal



LONDON — Prime Minister Theresa May of Britain on Tuesday suffered a series of humiliating defeats in Parliament, the strongest sign yet that lawmakers are poised to reject her plan for exiting the European Union.



Also on Tuesday, those hoping that the withdrawal plan could be canceled entirely got a boost from across the English Channel in a legal opinion by Manuel Campos Sánchez-Bordona, the advocate general of the European Court of Justice.



He said that under the European Union’s governing treaty, Britain could unilaterally cancel its withdrawal from the 28-nation bloc before the scheduled date of its departure, on March 29, and without having to obtain the consent of the other 27 member nations.

Troops to Remain at Border Through New Year



WASHINGTON — Defense Secretary Jim Mattis extended the deployment of active-duty troops on the southwestern border into January, Defense Department officials said Tuesday.



The military’s border mission was slated to end Dec. 15, but the White House and the Department of Homeland Security had requested to continue using the troops as an additional bulwark against migrants from Central America entering the United States.



The requests came after Border Patrol agents fired tear gas at migrants trying to illegally enter the United States from Tijuana, Mexico.



The extended deployment would include aviation, medical, engineering and military police support, a Defense Department official said on Tuesday. That includes military planes to transport Border Patrol staff and setting up additional concertina wire.

The Russian president’s remarks came one day after the US secretary of state, Mike Pompeo, said Moscow was in “material breach” of the cold war-era treaty and issued a 60-day ultimatum for Russia to correct the alleged violations. Otherwise, he said, the US would quit the 1987 accord, considered a milestone in reducing the threat of a nuclear war in Europe.

Fiscal turco emite órdenes de detención para 2 saudíes por asesinato de Khashoggi

ESTAMBUL, 5 dic (Xinhua) -- El fiscal principal de Estambul emitió el miércoles órdenes de detención para dos ciudadanos de Arabia Saudita por el asesinato del periodista saudí Jamal Khashoggi, según reportó un periódico local.



El medio turco Hurrieyet identificó a los sospechosos como el ex subdirector de la inteligencia saudí, el general Ahmed Asiri y Saud al-Qahtani, un ex asesor del príncipe heredero Mohammed bin Salman Al Saud.

JERUSALEN, 4 dic (Xinhua) -- El ejército de Israel dijo hoy que descubrió un "túnel de ataque" que corre desde Líbano hacia el norte de Israel, en medio de una operación para localizar y destruir ese tipo de túneles.



El anuncio fue hecho unas horas después de que el ejército dijera que lanzó durante la noche la operación "Escudo Norte" para descubrir y destruir túneles de ataque transfronterizos cavados por los milicianos libaneses del Hizbulá.

US reopens 'permanent diplomatic mission' in Somalia

Washington announces opening of its diplomatic facility nearly three decades after it closed its embassy in Mogadishu.

The embassy was closed and American diplomats evacuated during the civil war in early January 1991 in the face of violence and the collapse of the Somali government.

In September, the World Bank approved $80m in grants to Somalia to fund public finance reforms, the first disbursement to the country in 30 years.

China 'confident' of US trade deal in 90 days as questions mount

As Trump renews tariff threats, Beijing says two sides to push forward with trade negotiations in next three months.

The Chinese government says it will push forward trade negotiations with the United States in the next 90 days, expressing "confidence" that an agreement can be reached even as concerns remain over whether the two sides can resolve their deep differences.

According to the White House, China has agreed to buy a "very substantial" amount of agricultural, energy, industrial and other products from the US to reduce a yawning trade gap, as well as to negotiate over Washington's assertions that Beijing steals American technology.

Among the conflicting assertions that White House officials made was over whether China had actually agreed to drop its 40 percent tariffs on US autos.

Kiev’s martial law is cover for offensive action against rebels – Moscow

Moscow believes the Ukrainian government is set for a flare-up of hostilities against rebels in the east, using the newly-imposed martial law to cover up its preparations. Russia’s Foreign Ministry has called on international observers, monitoring the situation in Ukraine, to step up their efforts to prevent possible provocations.

Last week, Kiev imposed martial law in the eastern and southern parts of the country, after Russia blocked its ships which had entered the Kerch Strait, between Crimea and mainland Russia, without authorization. The move to subsequently enforce martial law “aims to camouflage a new provocation in Donbass”, which Ukraine would frame as evidence of Russian aggression, according to Russia’s Foreign Ministry spokeswoman Maria Zakharova.

South African parliament brings country one step closer to seizing land from white farmers

MPs in South Africa have adopted a report on a proposed change to the constitution, which would allow land to be seized from white owners without compensation. An attempt to stop it in court failed last week.

On Tuesday, South African parliament approved a report which recommends changing the national constitution to allow the state to take privately-owned land without compensation as long as it is justified by public interest. Redistribution of land, supporters believe, would be beneficial to the South African public.

President Cyril Ramaphosa, who came to power in February, has made it a priority for the ruling African National Congress (ANC) to adopt a racially-loaded amendment to the country’s constitution. A small white minority owns most of the farmland in the former colony, and ANC insists that it’s a historic injustice that needs rectifying.

Venezuela y Rusia refuerzan asociación estratégica

Junto con la estatal venezolana Pdvsa, Rosneft explota dos grandes yacimientos en Junin-6 (reservas de ocho mil 800 millones de toneladas) y Carabobo-2 (seis mil 500 millones de toneladas).
