‘I Assume the Presidency’: Bolivia Lawmaker Declares Herself Leader

LA PAZ, Bolivia — Bolivia’s political crisis took a dramatic turn on Tuesday when a leading lawmaker stepped forward and claimed the presidency, even as the country’s ousted leader urged his supporters in the legislature to battle on from his exile in Mexico.



“I assume the presidency immediately and will do everything necessary to pacify the country,” the lawmaker, Senator Jeanine Añez Chavez, told members of the assembly. But with supporters of the ousted President Evo Morales refusing to take part in the legislative session, it was not immediately clear whether Ms. Añez’s declaration would move the country away from conflict, or headlong into it.



Minutes after she spoke, Bolivia’s highest constitutional court issued a ruling that backed her assumption of power. She was the highest-ranking politician in the line of succession after Mr. Morales and other top officials stepped down.

Venezuela’s Ex-Spy Chief, Wanted in U.S., Is Missing in Spain

MADRID — The Spanish police said on Wednesday that they were searching for Hugo Carvajal, the former intelligence chief of Venezuela, after Spain’s national court reversed an earlier decision and ordered the extradition of Mr. Carvajal to the United States to stand trial on drug-trafficking charges.



The search for Mr. Carvajal is the latest twist in an international game of cat and mouse since the Spanish police first detained him last April. He was released from a Spanish jail in September after the American extradition request was first rejected. The court ruled that the claims made against him were too “abstract” to establish his individual involvement in drug trafficking.

JERUSALEM — Gaza militants resumed their rocket fire into Israel early Wednesday and Israeli forces struck back against targets in the Palestinian coastal enclave in a simmering confrontation set off by Israel’s assassination of a senior Islamic Jihad commander on Tuesday.



Though the death toll rose in Gaza, and much of southern Israel was paralyzed by air raid warnings, both sides appeared to be carefully measuring their actions.



After a quiet night and a resumption of hostilities early Wednesday, Israel and Gaza teetered between a quick resolution to this round of violence, and a possible escalation — either intentional or through a misstep — that could lead to a much broader conflict.

This Mexican Village’s Embroidery Designs Are Admired (and Appropriated) Globally

SAN NICOLÁS, Mexico — A mystery lies behind the origin of the distinctive forms depicted in the elaborate embroidery stitched in San Nicolás, a pinprick of a mountain village in the central Mexican highlands.

A spiritual charge does seem to animate the figures fluttering across the fabrics that the artisans of the Indigenous Otomí community produce in this area. And many of the vivid forms are inspired by the cascade of local vegetation and the wildlife that shelters there: deer, colorful birds, mountain lions and foxes.

Over the past few decades, the artisans working in San Nicolás and other villages clustered around the region’s main town, Tenango de Doria, in the state of Hidalgo, have turned a craft they practiced for survival into a cottage industry.

Russian FSB thwarts online drug dealing gang



MOSCOW, Nov. 13 (Xinhua) -- The Russian Federal Security Service (FSB) said Wednesday it had suppressed the activities of a major organized criminal group involved in the sale of especially large amounts of narcotic drugs via the Internet.



During a multi-stage operation carried out in 10 Russian regions, 440 kg of varied drugs with an estimated retail value of 650 million rubles (around 10 million U.S. dollars) were seized, an FSB statement said. It said that seven people suspected of performing functions of couriers in the group were caught red-handed.



According to the statement, two of the detainees were responsible for the delivery of large drug batches of 150-300 kg from Moscow and St. Petersburg to the Central, Volga, Ural and Siberian federal districts.

Israel says strikes Gaza rocket factory

JERUSALEM, Nov. 13 (Xinhua) -- Israel's army said on Wednesday it has struck a rocket factory in the Gaza Strip, amidst the second day of a fatal escalation between Israel and Gaza's Islamic Jihad group.



The Israeli military issued a statement, saying the Islamic Jihad used the site in the southern Gaza Strip as "a primary rocket warhead manufacturing facility" to produce rockets and unique raw materials for manufacturing long-range rockets. According to the army, the group's rocket infrastructure is "a crucial component in strengthening its organizational capabilities."



The attacks came after Israeli Prime Minister Benjamin Netanyahu warned Israel is prepared to continue striking Islamic Jihad as long as rocket fire continues. "We will continue to strike them with no mercy," he told a special meeting of his cabinet.

China sends five satellites into orbit via single rocket

TAIYUAN, Nov. 13 (Xinhua) -- Five new remote-sensing satellites were sent into planned orbit from the Taiyuan Satellite Launch Center in north China's Shanxi Province Wednesday.



The five Ningxia-1 satellites were launched by a Long March-6 carrier rocket at 2:35 p.m. (Beijing Time). The satellites are part of a commercial satellite project invested by the Ningxia Jingui Information Technology Co., Ltd. and will be mainly used for remote sensing detection. The satellites and carrier rocket were developed by the DFH Satellite Co., Ltd. and the Shanghai Academy of Spaceflight Technology.

Chile: Paro nacional y protestas

Por la mañana la plaza fue centro de la convocatoria del comité de huelga formado por casi un centenar de sindicatos y otras organizaciones, y desde allí más de cien mil personas marcharon pacíficamente por la Alameda, pasando por el palacio de La Moneda, hasta llegar a la Plaza de Los Héroes.

También de forma pacífica transcurrieron las marchas en decenas de localidades con manifestaciones multitudinarias, como en la sureña ciudad de Concepción, que congregó a más de 50 mil personas y fue calificada como la más grande desde que comenzaron las protestas callejeras el 18 de octubre.

Pero en contraste con el tono pacífico de las marchas y concentraciones de la mañana, esta tarde se produjeron en la capital numerosos altercados en los alrededores de la Plaza Baquedano, en la Alameda y en el centro de la ciudad, donde manifestantes levantaron e incendiaron barricadas y se enfrentaron a las fuerzas de Carabineros.
